AMENDMENT NO. 4
Department of Veterans Affairs (DVA)
Yukon, OK – Community Based Outpatient Clinic (CBOC) VA Request for Lease Proposals
No. 36C24W25R0026
This Amendment contains 3 parts.
PART I: Extension of the due date for offers.
The deadline for offers has been extended to Wednesday, January 29, 2025, at 4:00pm CST. Questions regarding this RLP are to be emailed to MIRANDA.KLOEPPEL@VA.GOV by January 14, 2025, with answers to be provided by January 16, 2025.
PART II: Modification of the RLP.
Request for Lease Proposal Section 1.02 (A) has been changed and replaced as follows:
The Government is seeking a minimum of 22,155 to a maximum of 26,586 of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area (ABOA) square feet (SF) of contiguous space within the Area of Consideration set forth below. See Section 2 of the Lease for applicable ANSI/BOMA standards. ABOA SF minimum and maximum range is for existing buildings . If proposal is a New Build, a minimum and maximum of 22,155 ABOA SF and a maximum of 24,370 Rentable Square Feet (RSF) should be considered as meeting VA requirements.
PART III: Responses to Request for Information.
Question 1: The threshold outline in the prospectus is $3.9M, correct?
Answer 1: No, the VA prospectus limit is $3.613M. Note, the prospectus level for this lease in Section 3.05 has been intentionally deleted from the RLP.
Question 2: Could you clarify how the government is conducting market research? The costs associated with meeting government requirements in a new build seem significantly higher than rates for generic office spaces typically listed on platforms like LoopNet.
Answer 2: The VA conducts market research within the delineated area and surrounding area to determine a current market range for medical spaces within buildings of comparable size and age.
Question 3: ABOA SF is the sum of all programmed rooms plus circulation like hallways. You are saying the ABOA SF is to be 22,155 but also saying the RSF is 22,155 SF. Rentable square footage includes the ABOA SF plus any landlord spaces (fire, riser, mechanical, electrical rooms). Please confirm.
Answer 3: See Part II of this Amendment.
Question 4: Will a property with a boundary line on the boundary streets of the delineated area be considered to be within the delineated area.
Answer 4: Yes The delineated area for this solicitation is as follows:
North: U.S. Route 66
East: Cromwell Drive to North Czech Hall Road South: Reno Avenue West: Frisco Road Buildings with Property boundar(ies) on the boundary streets are deemed to be within the delineated area of consideration.
Question 5: Could the VA please let us know the anticipated award date for this procurement?
Answer 5: The award date can be influenced by a number of factors and is not easily identified. The VA will work diligently to examine all offers and will award the procurement after all offers have been completely and fairly evaluated. At this time the VA anticipates awarding this procurement prior to September 30, 2025.

Question 6: In terms of ABOA and RSF for a New Build, it is not possible to have both a minimum and maximum of 22,155 ABOA AND 22,155 RSF. If Offerors proposing a New Build put forward a minimum 22,155 ABOA SF, the RSF is going to have to be higher than 22,155 RSF in order to make room for vestibules, common area bathrooms, mechanical/electrical rooms and janitorial rooms. Could VA please clarify the minimum and maximum ABOA and RSF figures for a New Build? As currently stated in the RLP, there is no room for a Common Area Factor in this Lease.
Answer 6: See Part II of this Amendment.
Question 7: Section 3.49 and 4.05 of the Form L100(Exhibit A) call for both LEED and Green Globes certifications.
Typically, VA requires only one or the other. Could VA please clarify this language?
Answer 7: There are no additional sustainability or environmental requirements besides those outlined in the RLP.
Exhibit A – Lease Template is simply a template of the standard lease that will be modified and executed for this project once awarded. The Energy Requirements required for this project can be found on the RLP in Section 2.09.
Question 8: What are the normal hours for the facility?
Answer 8: Normal hours for the facility will be Monday through Friday from 7:00am to 5:30pm. The facility may also have extended clinics on occasion outside of those hours to include weekends. Any hours of operation referenced in the RLP should be changed to 7:00am to 5:30pm. Please note ASR Section 8.1 requires snow removal prior to the working hours. Snow removal should be completed by 6:30am and 5:00pm.
Question 9: Is a generator required for the facility?
Answer 9: Yes, emergency power will be required for dental and procedural rooms.
Question 10: Are separate clean and soiled rooms needed for the PACT support?
Answer 10: Yes
Question 11: Amendment 3 to the RLP clarifies the square footage for a New Build as 22,155 ABOA SF and 22,155 RSF. Further, VA will not accept proposals for any New Build requiring rental payments for more than 22,155 RSF. According to the definition of ABOA SF and RSF these square footages cannot be the same value. RSF will always be greater than ABOA SF to account for restrooms, landlord rooms, support space, etc. That said, if VA is capping RSF at 22,155 then ABOA SF will have to be a value less than 22,155 which won’t meet the minimum requirement of the RLP. Can you eliminate the cap on RSF, as you’ve done for existing buildings, to ensure that New Builds can compete?
Answer 11: See Part II of this Amendment.
All other requirements remain unchanged.
