About this file

This document is an Amendment to Solicitation for a radio system communication project issued by the Department of Veterans Affairs Regional Procurement Office West. The amendment extends the solicitation due date from 08/26/2025 to 09/03/2025 at 09:00 AM CST and provides a comprehensive set of questions and answers clarifying technical requirements for the radio system.

Key technical details include requirements for radio system communication between Muskogee and Tulsa facilities, with specific needs for seamless communication, GPS data sharing, and life safety feature compatibility. The system must use pre-programmed radios by certified technicians, be compatible with local OKWIN and Muskogee systems, operate on the 800MHz public safety band, and include digital transmission capabilities. Bidders must ensure system-wide functionality, including building coverage, antenna systems, and data link communication between sites, with no specific preference for distributed antenna system types.

QUESTIONS WITH ANSWERS

1. Does this statement mean that the radio channels must be loaded into radios of both systems, and as long as both system use P25C or P25T, and radios in both facilities can be programmed with the respective systems/channels, alternative products/solutions are viable?

a. Radio system communication must be able to be seamlessly passed between Muskogee and Tulsa. In addition, GPS data and other life safety features must have demonstrated compatibility to ensure status of officers at both locations in readily accessible in an emergency.

2. To what sub-system will the GPS report from the radio? If it is CAD, to what CAD is it connecting?

a. Individual radio GPS data must be visible at Tulsa and Muskogee with demonstrated capability to perform.

3. Is this radio-level interoperability in which all radios have system programming in advance or can be programmed on-the-fly?

a. All radios will need to be pre-programmed by certified technicians.

4. Please provide more information on the building as in floorplans so bidders can quote the building more accurately.

a. Provide quote based off the building square footage in the SOW. Drawings will be made available to the awarded vendor.

5. Will the BDA exclude the band of the three radio repeaters? Or is the intent to couple coverage into the building from the roof-mounted repeaters?

a. Ensure system is functional throughout the entire facility and verify compatibility with other radio systems in the facility

6. What is the antenna system for these repeaters? It is listed as conventional operation.

Will all channels be P25C, or is the intent to use P25T on these repeaters?

a. An antenna system must be provided with channels programmed into the system.

7. What is the main purpose of the MCG 8000? Will this allow for local mutual aid support to PD or FD channels? If so, can you provide the list of mutual aid channels with Tx and Rx frequencies

a. The system must be compatible with local OKWIN system and Muskogee system.

8. If the new equipment does not ever fail to conventional mode of operation, is the conventional gateway necessary to bid?

a. Conventional radio signals must be converted to digital for transmission over the data link for Muskogee and Tulsa to properly communicate all required data.

9. What is the nature of the cloud infrastructure to connect with the Muskogee Police Radio System to operate?

a. It is necessary for communication relay between both sites through data link as well as share GPS and other life safety data between systems.

10. If the new equipment does not need the ACS data link to operate, is it necessary to bid the data link as long as radios in both locations can operate on both systems?

a. It is necessary for communication relay between both sites through data link as well as share GPS and other life safety data between systems.

11. Does the VA have a preference as to the type of distributed antennas system (coaxial-based or fiber-optic based) that the bidders propose?

a. No preference but must be able to demonstrate proper operability

12. Can we coordinate a site walks with Tulsa VA? If so, can please provide point of contact details?

a. Due to the urgent need for this requirement and current construction going on with the building, we are unable to provide a site visit at this time.

13. What are the current frequencies used by VAPD?

a. Primary frequency is the 800MHz public safety band. All other frequencies listed by the sample APX Next radios are required for redundancy and will still need to be amplified by the BDA system.
