About this file
This document is an amendment to a solicitation for printing services and mail outreach support for the Veterans Affairs (VA) Million Veteran Program (MVP). The key details are:
The solicitation is for a 5-year contract to provide a range of printing, mailing, scanning, and administrative services to support the VA's MVP data collection efforts. Services include printing and mailing letters, surveys, postcards, and other materials to over 1 million VA patients annually across 70+ VA Medical Centers. The contractor must have an Authority to Operate (ATO) on their systems from the VA on day one of the contract. The solicitation is being issued as a tiered/cascaded small business set-aside, with SDVOSB as the primary set-aside. Relevant past performance and experience, as well as key personnel qualifications, are required. Pricing is requested on a unit basis for the estimated annual volumes. The offer due date has been extended to 7/9/2024.

Questions
Question #
Section
Question
1
1 (Summary)
Q: The RFP states that the contractor must "have an Authority to Operate (ATO) in place at the beginning of the contractual period of performance." To determine whether a company is able to "meet/exceed" the contract's requirements (as stated in the explanation of Volume 1 of the proposal on page 53 of the RFP) in the specific area of requiring an ATO by the time of contract award, does VA require that at least one of the past performance references include obtaining an ATO for a VA project? If so, should the existing ATO cover the same systems that will be used for execution of the work defined in the MVP scope?
A: No the offeror only needs to provide their plan to meet/exceed the ATO requirement.
2
1 (Summary)
Q: Attachment 1 Estimated Quantities and Price List has volumes stated in a summation of base plus all option periods. How should offerors determine annual volume?
A: The contract will have a continuous 5-year performance/ordering period and there will be no option periods. The quantities are estimates. The unit prices should remain the same for the life of the contract.
3
1 (Summary)
Q: Does the prime contractor require a VA ATO on day 1 of the period of performance?
A: YES
4
1 (Summary)
Q: Is the VA ATO specific to the system utilized by MVP?
A: YES
5
Appendix C (1)
Q: Do clauses related to the limitations on subcontracting and other small business-specific topics only apply if this contract is awarded as a set-aside?
A: Yes, the clauses only apply to contracts awarded as a set-aside. If none of the set-aside level parameters are met, then the set-aside will be dissolved.
6
Volume I
Q: Should large business offerors include a small business subcontracting plan in their initial proposal or wait to see if their proposals are even evaluated?
A: In accordance with the prescription FAR 19.708(b) for clause 52.219-9: Contracting by negotiation, and subcontracting plans are required with initial proposals as provided for in 19.705-2(d). FAR 19.705-2(d) and FAR 19.702(a)(1)(i) allow the Contracting Officer discretion on the requirement. Only the successful offerors (offerors which have met all other solicitation criteria to be considered for award) will be required to submit an acceptable subcontracting plan.
7
Section E.1/Page 1
Q: Can VA please confirm which NAICS code applies to this solicitation: 541519 or 541611?
A: It should be 541611 and is hereby corrected with this amendment.
8
Volume I
Q: Can offerors submit a copy of their active SAM registration instead of ORCA certification or separate alternative representations and certifications?
A: As long as the SAM file reflects the information required by the ORCA checklist, then only SAM is acceptable.
9
Volume II (B)
Q: What are the expectations for the redacted version of Volume II in terms of referencing teaming partners, project personnel, prior experience, etc. Is it sufficient to merely blind the prime contractor’s name with the offeror code?
A: As stated in Addendum to FAR 52.212-1 the redacted document “all mention of company names, logos, photos, employee names, etc., shall be removed and/or replaced with the offeror code.
10
Volume II (A)
Q: Can VA please confirm that large businesses may submit a proposal despite the SF1449 designating this solicitation as 100% SDVOSB set-aside?
A: Yes, Large Business is listed as eligible under Addendum to FAR 52.212-1 Volume I.
11
Volume II (C)
Q: Can VA please define whether past performances should be as a prime contractor within the last 3 years?
A: As stated, “for contracts similar in size, scope, and complexity to this solicitation.” Does not need to be prime if the above criteria is met.
12
Instructions to Offerors, Specific Instructions, Volume II, Subfactor 2
Q: The RFP currently does not define the key personnel roles, although it indicates experience for key personnel is a dimension of relevant experience. Will VA provide specific requirements for key personnel that demonstrate such relevance, such as a project manager who has led a large-scale VA primary data collection effort in the past 3 years, or a data manager familiar with the relevant VA data sources and formats being used for sampling on the project?
A: Sub-Factor 2 states that “relevant experience shall also include the experience of Key Personnel and shall provide resumes. Project staff shall have the skills and experience in providing support for similar tasks with similar scope as shown in the SOW.” There is no specific experience per position identified, nor required.
13
I. General Instructions (G)
Q: Our understanding is that each of the four volumes should not exceed 30 pages. Can VA please confirm?
A: The total of the entire proposal is 30 pages. See addendum to FAR 52.212-1 (G) Proposal packages should be made up of separate technical and price proposals. Proposals shall be in electronic format only utilizing Microsoft Office and/or Adobe software, and not exceed 30 single sided pages, each (inclusive of cover pages, table of contents, glossary, and appendices). Statistical and other technical terminology shall not be used without providing a glossary of terms and acronyms.
14
Instructions to Offerors, Specific Instructions, Volume II and Volume III
Q: The RFP does not specify what information should be included in the Volume III document submitted as part of the proposal. Is VA expecting the past performance information included in Volume III to be the same as what is identified under Volume II, Sub-Factor 2 (i.e., contract numbers, contracting activity points of contact, contract type, total awarded price, and a brief explanation of the scope of work)?
A: Per Addendum to FAR 52.212-1: Past performance and experience may contain information from the same past contracts, but they are defined and rated differently. Past performance is a documented history on how well the contractor performed on past contracts. Experience is a history of performing on contracts with similar scope.
15
Instructions to Offerors, Specific Instructions, Volume II, Subfactor 2
Q: Subfactor 2 of Volume II requires resumes of key personnel and indicates these personnel must have relevant experience. If the resumes for key personnel do not adequately demonstrate relevant experience in key areas of the scope of work, would it be deemed the bidder does not meet or exceed requirements?
A: Under Addendum to FAR 52.212-1, Sub-Factor 2: If the personnel resumes do not show adequate experience, then the offeror would not meet that requirement.
16
I. General Instructions (G)
Q: Are there additional proposal package content requirements other than separate volumes that do not exceed 30 single sided pages each (inclusive of cover pages, table of contents, glossary, and appendices), such as font type, font size, etc.?
A: See Addendum to far 52.212-1 (I) (G)
17
Instructions to Offerors, Specific Instructions, Volume III
Q: The RFP states that "Offerors lacking relevant past performance history will receive a neutral rating for past performance." Is obtaining a neutral rating and demonstrating a lack of relevant experience in key aspects of the scope of work sufficient grounds for being ineligible for award?
A: See Additional Contract Requirements on pg 67. “Little or no relevant performance record identifiable; equates to a neutral risk rating having no favorable or unfavorable evaluation significance.” The offeror would still be eligible for award.
18
1 (Summary)
Q: The RFP states that "This proposed contract requires considerable ramp up actions by the vendor to be able to handle an extraordinarily high volume of mailings (over 1 million mail pieces a year).” Does this mean that offerors that do not demonstrate through their past performance and relevant experience that they have conducted research with such mailing volumes would be lacking relevant experience in a key aspect of the scope of work and thus be ineligible for award and fail to meet/exceed contract requirements?
A: An offer that does not outline a potentially successful “ramp up” plan would be rated lower by the technical evaluation team, but still eligible for award. The offer may include past performance and experience to support, but those aren’t the only factors.
19
Task 13
Q: Task 13 calls for mailing pins, pens, and/or coins. Given that mailing these types of materials in large volume differs from mailing surveys and other paper materials, to meet/exceed requirements and be an eligible bidder, must a company demonstrate relevant experience and past performance with work similar to this task?
A: All offers shall show how the potential contractor plans to meet all criteria outlined in the solicitation. The offer shall show a complete understanding of the requirement.
20
Volume I
Q: Following the 6/13/24 deadline to request offeror codes, can VA please share the number of offerors at each socioeconomic level that requested an offeror code?
A: The deadline was for a contractor to request, but the government responses are still ongoing and will not be made public.
21
Pricing
Q: CLINs 004A, 004D, 004E, and 004F do not have a task listed in the estimated quantities and price list (Attachment 1). Could VA please provide the applicable task number(s)?
A: Task 3.
22
Pricing
Q: CLIN 008 "Generic Large Postcard Mailing (PC 4x6)" is listed as task 18, however task 18 does not include a postcard. Could VA please provide an updated task number?
A: Task 3
23
Pricing
Q: CLIN 010 "Appointment Packet (Baseline survey included)" is listed as task 4, however task 4 does not include a baseline survey. Could VA please provide an updated task number?
A: Task 5.
24
Set Aside – Cascading set-aside procedures
Q: The solicitation includes a "cascading" set-aside procedure (see pages 64-65). Can you please identify the specific statutory authority (i.e., which specific section of the United States Code as opposed to the regulatory authority in the Code of Federal Regulations) on which VA relied to utilize a cascading set-aside procedure?
A: VAAR 815.101.370 Tiered set-aside evaluation. (DEVIATION).
25
Set Aside – Cascading set-aside procedures
Q: Did VA conduct market research and "Rule of Two" analysis for this procurement? If so, did VA identify at least two small businesses who are expected to submit a proposal at a reasonable price for any of the small business categories listed in the cascading set-aside procedures on pages 64-65 of the solicitation?
A: Yes, thorough market research was conducted by the VA and at least two were found.
26
Pricing (Attachment 1)
Q: In Attachment 1, CLINs 043A, 043B, 043C, 057, and 058 have estimated quantities of 0. Could the VA please confirm that offerors are not to price these CLINs?
A: Correct in the years where there are quantities of 0, no pricing should be provided.
Q: Is this RFP and 100% set aside for SDVOSB. The cover letter shows it is, but it's not listed that way in SAM.
A: It is a “Tiered/Cascaded” set-aside per the instructions in the clause 52.212-2.
Q: Is a Security Clearance required for this contract? If so, what level?
A: The investigative requirement is a Background Investigation (SF85).
Q: Is the NAICS code listed on page 24 of the RFP correct? It doesn't match what is on SAM, so looking for clarification.
A: See section 7 above.
Q: Is there a specific weight of paper required?
A: The RFP response requirement is electronic, so no requirement for a specific paper on that.
For the mailings? At least 20lb – the government will request hard copy proofs before mass mailing to ensure quality of deliverable. Large volumes of up to 50 page printed surveys must be easily scanned for OCR without degradation to the paper.
Q: "Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation." How many offers will be accepted?
A: Due to the administrative burden of multiple offers (both for the gov’t and the offeror). The limit will be two offers which shall be within the solicitation parameters.
32
Overall
Q: What is the frequency that each of the printed materials are distributed? For example, daily/weekly/annually?
A: Weekly of varying volumes, appointment letters 2x a week
33
Attachment 1
Q: Are the quantities listed in the Excel document annual or totals for 5 years?
A: The base contract Performance/Ordering period is five (5) years and prices should cover all periods.
34
Attachment 1
Q: Should postage estimates be included?
A: Yes
35
Attachment 1
Q: Should freight estimates be included in pricing? For some tasks it states that they may be bulk shipped or mailed individually.
A: Yes
36
Attachment 1
Q: Tasks 5, 8a, 8b, 9, 10, 13, and 15b are not included in the excel document. Do these need to be priced?
A: Tasks 5, 8a, 8b, 9, 10 and 13 should not be priced. Tasks 15a and 15b should be priced. Correction to original materials: RFP - 15b is CLIN 015A in the excel sheet. RFP - 15a is CLIN 035 in the excel sheet.
37
Attachment 1
Q: CLIN 009 - Covid-19 1-page letter is not described in the RFP. Is this part of the 2024 program?
A: Treat the same as CLIN 009A – there is no difference between the two.
38
Attachment 1
Q: CLIN 004a, 004d, 004e, and 004f do not have a task listed. To which task do these mailings apply?
A: Combine with section 26. Task 3
39
1- Summary
Q: The summary states that there are unique mailing requirements for the 70+ VA Medical Centers. This uniqueness is not described in the RFP. Please provide information on how the mailings might differ based on the specific Medical Center and how that difference impacts the letters, surveys, postcards, etc.
A: Appointment letters are mailed to Veterans with VA MC data in them, such as name, location, room directions, and other data that needs to be populated on the appointment letter that is specific to the VA MC and to the Veteran. The VA will provide that MC data, along with the Veteran information and appointment date and time and the vendor will populate the correct data to the appointment letter for the correct Veteran.
40
2 – Tasks and Associated Deliverables
Q: Are the VA logo and the program logo one color or four colors? The VA:gov design sites shows both types of colored logos.
A: Generally (and preferred) we use full color for both the VA and the MVP logos.
41
2 – Task 10
Q: Task 10 indicates that completed consent forms should be returned to IPSOS. Is this accurate?
A: IPSOS is the incumbent, so the consent forms should be returned to the contractor in place at the time.
42
2 – Task 11
Q: It states that the contractor will send appropriate templated correspondence back to the sender. Approximately how many templates are currently used and expected in the future?
A: This is explained in detail under Task 11. This is ad hoc letter distribution – one unique letter in response to mail received. There are 48 templates with about 8 used the most frequently.
43
2 – Task 11
Q: What is the expected quantity of templated correspondence that will need to be sent annually? Is this described in task 18?
A: This is explained in detail under Task 11. This is ad hoc letter distribution – one unique letter in response to mail received. About 140 individual letters will be sent across each year.
44
2 - Task 11
Q: What types of documents will potentially be printed at the recruitment sites and might need to be scanned.
A: We avoid having sites print and mail documents that need to be scanned by the vendor. In the past the sites did scan one of the MVP surveys at their local facility and Veterans would mail the completed survey to the vendor.
45
2 - Task 15a
Q: What surveys and/or information will be mailed back to the contractor in the 6x10 provided BRE's?
A: Surveys. The use of these has been decreased but Veterans lose survey envelops sometimes and ask for new ones.
46
2 - Task 17
Q: Please describe the difference between the base program and the sub-program. Task 17 describes using the baseline survey for the sub-program mailing. Is this correct?
A: That is a typo. It should say “Sub-program survey”. Task 17 is to allow for any new survey that the VA determines are necessary for the program.
47
2 - Task 4, attachment 1
Q: In the excel sheet the description for task 5 indicates a baseline survey needs to be included. However, in the RFP, task 4 does not mention mailing a survey. Please clarify.
A: Task 5 of the SOW mentions the baseline survey.
48
2 - Task 2
Q: What weight paper stock is required for the letter and the postcard?
A: Combine with section 30. At least 20lb paper.
49
2 - Task 14a, attachment 1
Q: Please confirm that clin 036, 036b, 036c relate to RFP task 14A:
A: Yes.
50
2 - Task 14b, attachment 1
Q: Please confirm that clin 037 and 038 relate to RFP task 14b.
51
2 - Task 14b, attachment
Q: The RFP states that the postcard is 5x7 color printed folded card on cardstock, however, the attachment in CLIN 038 states it is a 4x6 double postcard. Please clarify the size of the postcard.
A: Combine with sections 30 & 48. CLIN038 is a typo – it is supposed to price the personalized card (like a 5x7 color folded card on cardstock, i.e., a greeting card, with envelope), not a postcard, option under Task 14b.
52
2 - Task 15a, attachment
Q: Please confirm that clin 035 task 15a relates to RFP task 15A:
A: Yes. CLIN 035 = Task 15a in the RFP.
53
2 - Task 16, attachment
Q: In the RFP task 16 states the survey is 40 pages (10 11x 17 pages) and the attachment lists 7 pages. Please clarify.
A: Task 16 is intended to provide a range for different survey sizes. Use the 40 pages (10 – 11 x17 sheets) for CLIN 055 and 056. Use 8 pages (2 – 11 x17 sheets) for CLIN039 and 040.
54
2 - Task 12
Q: There are no specifications listed for these materials. Please provide specifications.
A:
· Include mailing costs for bulk mailing the volumes in equal quantities to 75 locations each year.
· Handouts and Factsheets: 1 double-sided full color glossy.
· Brochures: Trifold double-sided full color glossy.
· Location/Palm Cards: Standard business card size double-sided color matte.
· Pull Up Banners: approx. 6 ft tall x 3.5 ft Full Color – one sided
· Horizontal Banner: approx. 6 ft long x 3.5 ft Full Color – one sided
· Table clothes: 2 color blue and white – to drape over a 6 foot table Logo of program
· Pins: 3 inch diameter pins full color logo and text
· Stickers: high quality/washable full color 3 inch diameter
· Overview letter for PR package: 1 page full color 20lb paper
55
2 - Task 16
Q: This task states to use the baseline survey and describes the survey as 10 - 11x 17 pages. However, task 5, 6 and 17 describe the baseline survey as 3 - 11 x 17 pages. Are there two different baseline surveys?
A: This is a typo. Task 16 is not about the Baseline Survey – it is to provide a range related to survey costs. Use the 10 – 11x17 sheets.
56
2 - Task 18
Q: How many different types of letters are expected for this task. In the attachment, it is described as specialized letter (is this one or many) and whitemail response letters.
A: As reflected in the excel spreadsheet CLIN 009 and 009A. Whitemail response letters are detailed in Task 11 as a kind of ad hoc request that occurs weekly based on inbound correspondence from Veterans that is not related to surveys. See Task 11 responses.
57
2 - Task 8a and attachment 1
Q: Please confirm that CLIN 047 is the scanning of the withdrawal letter.
A: No. This is the scanning of a single page letter that can be returned to the VA to indicate if the Veteran wants to opt out or be scheduled for a visit.
58
2 - Task 3 and attachment 1
Q: Please confirm that CLIN 048 is the scanning of the Preaddressed 4 x 6 postcard.
59
Attachment 1
Q: The excel sheets states that Clin 015a is related to Task 17. This mailing is not described in task 17. Could this be task 15b?
A: Yes, it should be Task 15b.
60
Attachment 1
Q: Clin 008 is not described in task 18. Please provide a description.
A: See section 22 above.
61
Attachment 1
Q: Please confirm the size of the survey for the sub-study.
A: Dimensions are stated under Task 17. “Baseline Survey” is a typo in that section.
62
Attachment 1
Q: What is the difference between Clin 004b and 004c. Are these postcards with unique text.
A: Yes they both have unique text and lower volumes.
63
Attachment 1
Q: Clin 059 - Device Questionnaire is not described in the RFP. Please provide specifications and indicate how this questionnaire is delivered to the patients.
A: The device questionnaire is a 1 page document that is mailed to the Veteran with a device (a separate vendor). If the Veteran uses the device, they are instructed to complete the 1 page document and return it to the mailing vendor.
64
Attachment 1
Q: Clin 060 is not described in the RFP. Please provide specifications and indicate how this questionnaire is delivered to the patients.
A: CLIN055 delivers the survey to a subset of VA facilities in bulk with a unique code on each survey booklet printed. It is a 52-page survey. When Veterans complete the survey, the VA staff at the facilities mail the completed surveys to the mailing vendor to scan.
65
2 - Task 3
Q: How many unique types of postcards will need to be produced for this task?
A: Up to 3. 99% of postcards sent will be the same.
66
2 - Task 3
Q: What weight paper stock is required for the letter and the postcard?
A: See sections 30 & 48. At least 20lb for letter and standard cardstock for the postcard.
67
All
Q: Is the mailing volume the same over each of the five years?
A: No. But for ease of this RFP, the volumes should be spread equally.
68
2 - Task 15b
Q: Is this a one-time mailing?
A: CLIN 035 (Task 15a): The estimated BRM mailings is 250,000 over the five (5) year period.
CLIN 015b (Task 15b): The total should be divided over the 5 years. These mailings are distributed 1x a month – every month.
69
2 - Task 16
Q: Given this large page count, is inserting into a 9x12 envelope an option?
70
2 - Task 2
Q: Are larger outgoing envelopes and BREs an option?
71
