About this file
This is an Amendment (A0002) to a Request for Quote (RFQ) for janitorial labor, linen, and lawn services at the Memphis Fisher House, issued by the Department of Veterans Affairs on August 22, 2026. The amendment provides official responses to eight vendor questions regarding solicitation 36C24927Q0002 and clarifies key requirements for offerors.
Key requirements include: the prime contractor must have a minimum three-year business history and current State of Tennessee licenses/permits for janitorial and laundry services; janitorial personnel must be W-2 employees of the prime contractor (not independent contractors) and comply with Service Contract Labor Standards; the contractor shall provide coverage 7:00 AM to 5:00 PM Monday through Friday (80 hours total) and 8 hours each on Saturdays and Sundays (16 hours total), with 4,992 annual hours for CLIN 0001 (Janitorial Labor). Federal holiday work is not normally required but would be billed against an "Additional Work Hours" allotment if requested. One janitorial employee may serve as the on-site supervisor provided all supervisory duties and coverage requirements are met. Past performance may be evaluated as more important than price; offerors with Federal contract experience must provide contract details, while those without must provide customer references for similar-sized contracts. CLINs 0002 (Linen) and 0003 (Lawn) are Government-established monthly amounts not to be priced by quoters, with CLIN 0004 providing a 1.5% administrative fee for subcontract management. All offerors must acknowledge Amendment A0002 with their quotation.

Attachment D.
This amendment provides official answers to vendor questions received via email regarding RFQ 36C24927Q0002, Memphis Fisher House Janitorial (Labor Only), Linen, and Lawn Services. All other parts of the RFQ remain unchanged unless explicitly stated below.
1. The SOW states that the contractor shall have been in business for a minimum of three years. Is this a mandatory minimum qualification that must be met specifically by the prime contractor?
Yes. SOW C.4.4 places the minimum three-year business-history on the prime contractor (the "Contractor"). This requirement does not expressly impose the same threshold on Government‑approved linen or lawn subcontractors.
2. The SOW states that the contractor must be licensed to provide Janitorial and Laundry services in the State of Tennessee. Please clarify the specific Tennessee license, registration, or certification required to satisfy this requirement.
The RFQ sets licensure as a pass/fail factor and requires copies of any current State of Tennessee licenses/permits/registrations needed for the services, and directs the awardee to obtain and maintain all required Federal, State of Tennessee, Shelby County, and City of Memphis licensing for the entire contract period. Submit the current items your firm holds with your quote; the Government may request additional proofs pre-award or during performance.
3. Please clarify what constitutes acceptable "similar medical‑grade janitorial and laundry services" experience. Would prior Federal janitorial/custodial contract experience be considered acceptable if it was not performed in a medical facility?
Past Performance. The Government may evaluate past performance as more important than price. Quoters that currently hold or have previously performed Federal contracts shall provide contract details, including the contract number, agency, period of performance, contract value, description of services, and contracting officer or customer point of contact.
Quoters without relevant Federal contract experience shall provide customer references for contracts of similar size, scope, and complexity to the services required under this solicitation.
Each reference must include the customer’s name, contract or project description, period of performance, approximate value, and a current point of contact with telephone number and email address.
4. The solicitation states that janitorial personnel must be bona fide employees of the Contractor and not independent contractors. Please confirm whether all personnel performing CLIN 0001 must be W‑2 employees of the prime contractor, or whether employees of an approved janitorial subcontractor are permissible.
Janitorial Workforce and SCLS Compliance. Janitorial personnel performing under this contract shall be bona fide employees of the Contractor and shall not be engaged as independent contractors for janitorial labor performed under this contract. The Contractor shall comply with all applicable Service Contract Labor Standards requirements, including FAR 52.222-41, the applicable Department of Labor wage determination, required wage and fringe-benefit payments, classifications, notices, and recordkeeping requirements.
Post award upon request, the Contractor shall provide documentation sufficient to demonstrate compliance with this requirement, subject to applicable privacy and confidentiality requirements.
5. Please confirm that the 4,992 hours listed under CLIN 0001 represents the total annual janitorial labor requirement.
The SOW notes the contractor will not normally be required to work on Federal holidays; any holiday work requested by the Government would be billed against the “Additional Work Hours” allotment, not deducted from the base hours. If additional hours are needed these hours will be negotiated and added via a modification.
The Contractor shall provide coverage within all normal business hours of the Fisher House of 7:00AM to 5:00PM Monday through Friday, five (5) days a week, utilizing staggered shifts (a total of 80 hours). The Contractor shall provide coverage for eight (8) hours on Saturdays and Sundays (a total of 16 hours). Non-worked holiday hours should be addressed with all applicable Service Contract Labor Standards requirements, including FAR 52.222-41, the applicable Department of Labor wage determination, required wage and fringe-benefit payments, classifications, notices, and recordkeeping requirements.
6. Since the SOW states that janitorial services will not normally be required on Federal holidays, should offerors price CLIN 0001 using the full 4,992 hours shown in the RFQ, or should holiday hours be excluded?
The SOW notes the contractor will not normally be required to work on Federal holidays; any holiday work requested by the Government would be billed against the “Additional Work Hours” allotment, not deducted from the base hours. If additional hours are needed these hours will be negotiated and added via a modification.

7. Does the required on‑site supervisor need to be an additional employee beyond the staffing hours specified in the SOW, or may one of the required janitorial employees serve as the on‑site supervisor?
The SOW defines responsibilities for an on‑site supervisor but does not prescribe a separate FTE or CLIN beyond the specified staffing hours. It is acceptable for one of the janitorial employees to serve as the on‑site supervisor, provided all supervisory duties and coverage requirements are met.
8. Please confirm that offerors are not to propose pricing for CLINs 0002 and 0003 and that the Government will establish the linen and lawn service amounts.
Confirmed. CLINs 0002 (Linen) and 0003 (Lawn) are Government‑established monthly amounts and should not be priced by quoters. The awardee will administer these services using firms identified or otherwise approved by the Government. CLIN 0004 provides a 1.5% administrative fee for management of the linen and lawn subcontracts.
