About this file

This document is Amendment A0001 to Request for Quote (RFQ) 36C24927Q0002 issued by the Department of Veterans Affairs, NCO 9 (90C) on August 22, 2026, for janitorial services at the Memphis Fisher House. The amendment consists entirely of clarifications provided through a Questions and Answers format addressing contractor and Government inquiries regarding solicitation requirements and pricing.

The RFQ covers three Contract Line Items (CLINs): CLIN 0001 for housekeeping services (4,992 labor hours annually), CLIN 0002 for linen services, and CLIN 0003 for lawn services. CLINs 0002 and 0003 are Government-funded with fixed monthly budgets and should not be priced by quoters; the Government will identify and coordinate approved linen and lawn service providers. The prime contractor must provide housekeeping coverage from 7:00 AM to 5:00 PM, Monday through Friday (80 hours weekly), plus 16 hours on weekends, utilizing two full-time employees on weekdays and one on weekends. The prime contractor must hold a Tennessee janitorial services license, have been in business for a minimum of three years, and submit current State of Tennessee licenses and permits with the quotation. A staffing and recruitment plan is acceptable at quotation, though post-award performance must meet SOW coverage requirements with monthly staffing schedules and daily sign-in/out logs. Contractors without Federal experience may submit commercial references from medical facilities, senior-care facilities, hospitality venues, or institutional settings of similar size and scope. Additional housekeeping hours beyond the 4,992-hour base will be negotiated and added via modification; Federal holidays are non-worked and do not reduce base pricing but will be compensated according to Service Contract Labor Standards and FAR 52.222-41. Technical submissions require demonstration of understanding and performance capability but have no prescribed page limit or format; quoters may organize submissions under suggested headings including SOW approach, staffing coverage, quality control, training compliance, security vetting, scheduling, and risk management. Offerors must acknowledge Amendment A0001 and comply with Section E.5 evaluation criteria addressing licensing (pass/fail), technical capability, past performance, and pricing.

SECTION D — CONTRACT DOCUMENTS, EXHIBITS, OR ATTACHMENTS

This conformed RFQ integrates Amendment A0001. All other parts of the RFQ remain unchanged.

D.1 STATEMENT OF WORK (SOW) — Memphis Fisher House

D.2 Wage Determination No. 2015-4673, Rev. 32 (30 Jul 2026)

D.3 Amendment A0001 — Questions & Answers

Attachment D.3 — Amendment A0001 — Questions & Answers

1. Government-established monthly budget amounts for CLIN 0002 (Linen) and CLIN 0003 (Lawn)?

As specified in Section B.2 (Item Information), CLINs 0002 (Linen) and 0003 (Lawn) are provided via Government-established fixed monthly budget amounts and are not to be priced by quoters.

Those monthly amounts will be provided by the Government and carried in the contract.

Quotations shall leave the Unit Price/Amount lines for CLINs 0002 and 0003 blank (N/A).

2. Identification/approval of firms for linen and lawn services?

Per the Pricing instructions, the awardee will administer these services using the firms identified or otherwise approved by the Government. The Government will provide the firm details and coordination instructions at or after award.

3. Must the prime contractor hold a Tennessee laundry license if linen services are performed by a Government-approved subcontractor?

The Statement of Work requires the prime contractor to have been in business for a minimum of three (3) years and to be licensed to provide Janitorial services in the State of Tennessee. This contractual licensure requirement applies to the prime contractor. No separate specialized “laundry operator” license is named; contractors must hold the applicable business licenses to legally provide the services in Tennessee.

4. Which licenses/permits/registrations must be submitted with the quote to satisfy the pass/fail licensing requirement?

The RFQ sets licensure as a pass/fail factor and requires copies of any current State of Tennessee licenses/permits/registrations needed for the services, and directs the awardee to obtain and maintain all required Federal, State of Tennessee, Shelby County, and City of Memphis licensing for the entire contract period. Submit the current items your firm holds with your quote; the Government may request additional proofs pre-award or during performance.

5. Does the minimum three-year business-history requirement in SOW C.4.4 apply to the prime, the linen subcontractor, or both?

SOW C.4.4 places the minimum three-year business-history requirement on the prime contractor (“The Contractor”). It does not expressly impose the same threshold on Government-approved linen or lawn subcontractors.

6. CLIN 0001 contains 4,992 labor hours; should quoters price all hours or deduct Federal holidays?

The SOW notes the contractor will not normally be required to work on Federal holidays; any holiday work requested by the Government would be billed against the “Additional Work Hours” allotment, not deducted from the base hours. If additional hours are needed these hours will be negotiated and added via a modification.

The Contractor shall provide coverage within all normal business hours of the Fisher House of 7:00AM to 5:00PM Monday through Friday, five (5) days a week, utilizing staggered shifts (a total of 80 hours). The Contractor shall provide coverage for eight (8) hours on Saturdays and Sundays (a total of 16 hours). Non-worked holiday hours should be addressed with all applicable Service Contract Labor Standards requirements, including FAR 52.222-41, the applicable Department of Labor wage determination, required wage and fringe-benefit payments, classifications, notices, and recordkeeping requirements.

7. How should quoters price and invoice approved additional housekeeping hours when there is no separate CLIN?

The RFQ schedule does not include a separate CLIN for additional hours. The additional hours will be negotiated, and pricing will be added via a modification.

8. Must proposed janitorial employees be hired and located in Memphis at quotation, or is a staffing/recruitment plan acceptable?

A staffing and recruitment/contingency plan is acceptable at quotation. Post-award, the contractor must meet the SOW coverage (e.g., two full-time on-site employees weekdays and one full-time on-site employee on weekends), submit monthly staffing schedules, maintain daily sign-in/out logs, and submit any new hires for COR approval.

9. Will commercial references (medical facility/senior-care/hospitality/institutional janitorial) satisfy the past-performance requirement when the quoter lacks Federal experience?

Yes. Quotations without relevant Federal contract experience may submit commercial references of similar size, scope, and complexity, including period of performance, approximate value, and a current point of contact.

10. Is there a page limit, required organization, or prescribed format for the technical submission and staffing/contingency plan?

No page limit or prescribed format is specified. The technical submission should demonstrate adequate understanding and the ability to perform. To facilitate Government review, quoters may organize their technical volume under headings such as: Approach to SOW Tasks; Staffing & Coverage (including contingency); Quality Control & Inspection Logs; Training/Compliance;

Security/Vetting; Schedule & Coordination; and Risk/Issue Management.
