About this file

This is a Questions and Answers document (Q&A 2) for federal solicitation 36C24926R0073. The document addresses two key proposal submission requirements clarified through frequently asked questions.

The first question concerns the VETS 4212 Reporting Requirement detailed on page 17 of the solicitation. The contracting officer clarified that offerors must submit their most recent VETS 4212 report with their proposal rather than treating it solely as a post-award contract requirement. The second question addresses past performance documentation requirements, specifically whether offerors must submit both a Past Performance Questionnaire (PPQ) and Contractor Performance Assessment Reporting System (CPARS) report for previous projects. The contracting officer stated that CPARS reports can be submitted in lieu of PPQs if PPQs cannot be obtained from past contracting officers, providing flexibility for offerors who face difficulty obtaining completed PPQs from previous government clients.

Solicitation # 36C24926R0073

Questions & Answers 2

76. Page 17 of the Solicitation details the VETS 4212 Reporting Requirement. Do we need to submit our most recent VETS4212 report with our proposal or is the Solicitation simply stating that this is a contract requirement if/when awarded?

Answer: Submit with proposal.

77. Often times, a PPQ is required for Past Performance if a CPARS is not available for a past project. Is the requirement on this proposal that we have to provide BOTH a PPQ and CPARS for our past projects? If our past projects have CPARS reports, can we submit those without the need for also obtaining a PPQ? It has gotten increasingly difficult to obtain completed PPQ’s from past CO’s.

Answer: CPARS can be submitted in lieu of PPQ’s if PPQ’s cannot be obtained.
