QUESTIONS AND ANSWERS

LOUISVILLE VAMCE LAUNDRY PLANT PM/REPAIR SERVICES

1. Based on the work scope of the solicitation, it appears many of the machines listed will require ‘repair services’ to get the machine fully functioning. Those repair services are determined based on a detailed, operational assessment of each machine. These assessments, once performed, will generate a required parts list to make such repairs. Those required repair parts and labor estimates can vary greatly based on the type of machine and extent of repair. Those repairs should be performed previous to any preventative maintenance, and equipment testing and calibration, which cannot effectively be accomplished if the machine has significant repair issues. Therefore, providing a projected cost for parts and labor for these repairs without a detailed assessment of the machines would be both expensive and wasteful as the projected cost would need to assume all possible scenarios for repairs required.

0. QUESTION: Would the government be amiable to modifying the Scope of Work into three parts?

0. Part ‘A’ – Have prospective bidders propose to Perform a Detailed Operational Assessment of each machine listed and provide a detailed work scope to complete repairs to return units to OEM standard for operational condition? The deliverable would include detailed parts and scope of labor estimates for the repair of the equipment. This service would provide the VA with a detailed work scope for the contract and would enable the government to award a ‘fixed’ award amount.

0. Part ‘B’ – Once the listed laundry equipment has been repaired and put into a ‘stable’ condition, then the preventative maintenance portion of the contract as detailed in the initial solicitation can be successfully performed with the end result of equipment operating in accordance with OEM standards.

1. ANSWER: Yes. It should be 3 parts:

0. Inspect and develop corrective action plan (parts, manhours, anticipated time-to-completion for each machine).

0. Restoration to OEM operational condition based on (1). This component is T&M based.

0. Your part ‘B’.

1. There does not appear to be any accommodation in the solicitation for repair parts needed that are not included in the performance of standard OEM preventative maintenance. Generally, Original Equipment Manufacturers require that all repair services have been performed prior to accomplishing preventative maintenance, to ensure fully operational condition at the completion of the Preventative maintenance work, adjustments and calibration.

1. QUESTION: How would the government propose that these repair parts and labor be accounted for in the submittal for this solicitation?

ANSWER: Normal expected wear parts that are regularly replaced as part of OEM time-based PM should be included as the base-quote item. Other parts that break unexpectedly may be acquired by VA as needed. Normally, we maintain an inventory of parts, so, unless a large item, the parts are VA-owned, contractor-install. A large unexpected, failed component may be contractor-purchase, contractor-install, the markup on OEM parts should be identified as a quote item.

*OEM PARTS OR OEM-APPROVED PARTS MUST BE USED.
