About this file

This document is an Amendment of Solicitation/Modification of Contract for a 5-year Blanket Purchase Agreement (BPA) for Elevator and Lift Maintenance Services at the Tennessee Valley Healthcare System in Nashville, TN. The solicitation (36C24925Q0342) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside issued by the Department of Veterans Affairs Network Contracting Office 9. The amendment includes vendor questions and government responses addressing coverage exclusions, preventive maintenance labor hours, and pre-existing equipment conditions.

Key details include a quote submission deadline of 11:00 AM CST on August 15, 2025, with the contract effective date of 08-11-2025. The government will allow additional coverage exclusions such as Acts of God, power-related damage, and water damage, but will not exclude equipment obsolescence or initial hoist rope replacements. Preventive maintenance is expected to be performed one day per week, and the contractor will accept equipment in its current condition. The current contractor has already made necessary repairs and rope adjustments, which will be the expectation for the new awardee.

Vendor Questions/Government Answers

1. Vendor Question: Coverage Exclusions The Statement of Work references damage due to physical abuse as the only exclusion. Will the VA consider allowing additional exclusions under the contract coverage, such as:

Acts of God (e.g., natural disasters) Power-related damage Water damage Equipment obsolescence

Government’s Response: Acts of God (e.g., natural disasters): Yes Power-related damage: Yes Water damage: Yes Equipment obsolescence: No

2. Vendor Question: Preventive Maintenance Labor Hours The SOW outlines service frequency based on equipment type (weekly, biweekly, monthly), but it doesn’t specify the total number of preventive maintenance labor hours expected. Is there an estimated number of hours the VA expects per month?

Government’s Response: One day a week

3. Vendor Question: Pre-Existing Rope Replacements Would the VA consider excluding the first rope replacements from coverage for units already known to require it at the start of the agreement?

Government’s Response: No, the statement of work states as is and will not be changed. The current contractor has made all repairs and adjusted all ropes as needed. It is the expectation the awardee will also perform these repairs.

4. Vendor Question: The Statement of Work references Damage due to physical abuse as the ONLY exclusion under the coverage. Will there be additional exclusions considered under the contract coverage? (i.e. Acts of God, Power Related Damage, Water Damage, Obsolescence).

Government’s Response: See the answer for question #1

5. Vendor Question: The Statement of Work details that the “Contractor” will be accepting the equipment “As-Is” at the time of contract award. During our walk-through, we observed 5 units that will need hoist rope replacement during the initial term of the agreement. Would the VA consider the 1st replacement of these hoist ropes excluded from the coverage?

Government’s Response: No
