About this file

This document contains questions and answers related to a solicitation for replacing medical air and vacuum pumps at a Department of Veterans Affairs medical center. The solicitation seeks to replace aging pumps and piping with a new medical vacuum system, including new pumps, tanks, controls, and alarms. The project will require coordination to complete work in a limited four-hour window on weekends to avoid disruption to patient care. Offerors must be qualified under ASSE standards to install and inspect medical gas systems. The Buy American Act applies. The location identified for the new system in the mechanical room can accommodate equipment measuring approximately 12 feet by 10 feet by 8 feet high. The existing power supply and alarms can be utilized for the new system.

Replace Medical Air & Vacuum Pumps

Request for Information 02/14/2024

1. Can work be done during normal hours?

- Any work that would compromise the vacuum pump system or its ability to provide vacuum as a service will not be conducted during normal working hours. This is to support patient care.

Vendors may minimize after hours by prepping work during normal hours.

2. Is a medical vacuum shutdown possible, if so for how long? It is possible to keep one pump running while work is happening on the new system, it would however be ideal to completely shut the system down and eliminate a lot of the old piping which is out of date.

- The VA hospital can support Medical Vacuum outage of about 4 hours on a weekend day. This would need to be scheduled and coordinated in advance. Vendors should schedule work to minimize outage time.

3. Do you want the old tank removed? A new system will include a new tank. It doesn't hurt to leave the old one in place. Removing the old one however would require a whole system shutdown.

- The current tanks life expectancy is expected to support hospital operations until relocation. If a vendor deems receiver replacement necessary, the work will need to be completed during a schedule outage. Any outage would need to be coordinated and last around 4 hours on a weekend day.

4. Do all the old pumps need to be removed and disposed of?

- Yes, old pumps (Med Vacuum 1&2) are to be removed and disposed of by contractor.

5. We didn't see any wiring from the existing medical vacuum pump to the master alarm.

Typically, the master alarm should include a vacuum low-pressure switch, which we did see, and a vacuum lag in use/ vacuum malfunction alarm (which we did not see) Perhaps a picture of the master alarm signals will help us determine if this exists or not.

The Med Vacuum Pumps system supplies the following alarms to the Hospital alert system:

Lag pump use alarm

Low vacuum pressure alarm High temp alarm

- Vendors should expect to supply relays, contacts, etc. that existing alert system can land on to continue to provide these alarming conditions.

6. Is this a “Service Contract”, as defined in VAAR 852.219-75, subsection (1)(i), requiring, that no more than 50% of the contract amount shall be paid to a non-SDVOSB subcontractor?

“(i) □ Services. In the case of a contract for services (except construction), the contractor will not pay.

more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-73 or VOSBs as set forth in 852.219-74. Any work that a similarly situated.

VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in

CFR 125.6.”

- Yes, this is a construction project

7. Will the Buy American Act, FAR 52.225-1, be enforced for all medical gas equipment used on this project. (some medical gas manufacturers commonly spec’d on VA projects do not meet current regulatory standards).

- Yes, the Buy American Act will be enforced “domestic end products.”

8. In accordance with VA directive 7515 ‘Medical Gas and Vacuum Systems’, please specify the ASSE credential(s) required for the performance of this contract: ASSE 6040 Systems Maintenance and/or ASSE 6020 Systems Inspector (ASSE 6040’s can perform Inspections in accordance with the NFPA 99).

ASSE/IAPMO/ANSI 6000 series qualifications are required.

- The NFPA 99 section 5.1.10.11.10 requires installers to be qualified ASSE/IAPMO/ANSI 6010 and inspectors qualified ASSE/IAPMO/ANSI 6020. Installation and inspections as described in the statement of work are to be completed by these qualified personal. Additionally, those considered designers would need ASSE/IAPMO/ANSI 6060 certification or qualify under the exception noted in the

NFPA 99.

9. Mark with the VA facility staff identified the open space directly across from the main breakers in the mechanical room as usable for a new system. This is the left of the hatch across from the vacuum pumps. What is the size of the footprint available? Height, width, and depth? Is this still an acceptable location for the new system?

- The approximate dimensions with a 12-inch clearance from wall are below.

10. Can the VA identify an available breaker for the new system that is capable of feeding a new control panel with a FLA of 125 amps?

The power supply will be via the 200-amp breaker that currently supplies Med Vacuum pumps 1,2, and the control system. This breaker is in a 208V 3 panel located ∅ approximately 30ft away from the knife switches and vacuum pumps.

11. What is the size of the hatch that we can hoist equipment through that is outside of the service elevator?

The floor hatch clearance is approximately 46 inches wide by 50 inches long (46”x50”). The service elevator entrance is approximately 53 inches by 82 inches(53X82).

12. What is the lifting capacity of the hoist equipment?

- It is a 1-ton hoist (Single phase 115V).

13. Do the current master alarm panels monitor “lag in use” for the vacuum? If not, please answer the following:

a. Is the VA going to require the “lag in use” signal be run to each of the master alarm panels?

b. Where are the current master alarm panels located?

c. What is the distance from the mechanical room to each of the master alarm panels?

Yes, via CR7(see drawing below). Vendors should plan to re-land existing wires from the alert system to the new equipment.

14. Can CPARS be used in lieu of PPQs?

- PPQ’s are preferred but CPARS we be accepted. They will need to be recent, relevant, and similar in size/magnitude.
