Task Requirements
All identified tasks shall be completed as follows:
Oil Analysis
The vendor shall sample insulating oil as identified by task requirements in accordance with ASTM D-923 standards. Samples from both transformers and automatic load tap changers shall be laboratory tested for:
1. dielectric strength
2. acid neutralization number
3. interfacial tension
4. color
5. power factor (Dielectric dissipation factor)
6. PPM water
7. Dissolved Gas Analysis
All test results shall be documented in a written report.
Oil sample port installation
To facilitate future sampling without de-energizing transformers, external sample ports are to be installed. In the performance of oil sample port installation, the vendor shall:
• Install sample ports with lockable valves or have restrictive access to prevent unauthorized use. A cabinet may be used to meet this requirement.
• Install a pressure vacuum gauge in a manner that supports safe sampling.
• Evaluate the installation of each sample port and gauge for the appropriate materials and location as to prevent premature failure or transformer damage.
• Install any additional components to ensure a safe and secure installation of the sample port and gauge.
Electrical Testing
In performance of testing as it relates to the task, the vendor shall reference the applicable table of NFPA 70B for each component being serviced. The testing shall be done to meet the 36-month requirements and include the aspects of:
• Visual inspection
• Cleaning
• Lubrication
• Electrical testing
• Mechanical Servicing
These requirements are outlined in NFPA 70B in detail and NFPA 70B shall be referenced as a guide to completing the testing. The vendor shall prepare a report detailing the findings of the testing.
Dry Type Transformer Maintenance
In the performance of annual maintenance on dry type transformers, the vendor shall reference the annual requirements of NFPA 70B to include:
• Removal dirt and dust. Either by use of vacuum or dry compressed air less than 25 psig.
• Perform a visual inspection.
• Check tight or tighten accessible hardware.
• Observe operational conditions.
The vendor shall prepare a report detailing the findings of the maintenance as performed above.
Scheduling
Due to the nature of operations at the medical facility, work that requires a power outage will not be performed during the hours of 0600 to 1900, Monday through Friday. All outages and testing are to be coordinated and scheduled with Engineering Services. Additionally, only one 13.8kV breaker will be deenergized at a time during outages. The only exception being the 6/10 selector switch testing which will be coordinated to minimize the duration that both breakers are open/off. The vendor shall propose a work schedule that meets the noted requirements within two weeks of contract award. VA shall indicate approval or disapproval of schedule within five (5) workdays. The VA will need at least 30 days advance notice of start date to coordinate outages.
All work shall be completed with 180 days from notice to proceed.
Deliverables
The vendor shall prepare and deliver the following reports:
• Oils sample report detailing the oil analysis results with a summary of results and suggested action if applicable of each transformer.
• A Testing or Maintenance report for each component (panel, switch, etc.) detailing what was found during visual inspection, electrical testing and/or any other pertinent information that would indicate the condition of the component. The report should include a summary with suggested actions if applicable.
Period of Performance
Work will need to be conducted during middle of spring to middle of fall. Requesting award date of no later than 2/28/2024 in order to acquisition parts for transformer replacement in the middle to late spring. Project will be completed no later than 9/30/2024.
