SOLICITATION QUESTIONS/ANSWERS

Solicitation # 36C24923R0147

Project # 596-19-104 Correct FCA Deficiencies - FSC

1. Architectural note C on sheet A001 states that GC and subcontractors shall design and install their respective work. This does not appear to be a design build project. Please clarify if we are to construct based on the provided plans or if we are to redesign.

Answer - Note C on A-001 refers to building elements such as cold formed framing where Contractor must have the framing designed and sized by a 3rd party engineer. Contractor NOT responsible for design on this project and is to construct work as directed by the contract documents.

2. Note #2 on sheet A002 calls for 8” added stone base at excessive settling. Does this mean we are to remove concrete, remove existing stone, excavate additional depth of soil to allow the 8” of new stone subbase and pour new concrete Please clearly define the design intent of this note.

Answer - Yes, the intent at keynote 2 location is to remove sidewalk, remove existing stone base, excavate to 8" below existing grade, place new compacted fill, then pour new walk. Repair lawn areas adjacent to sidewalk (grade flush and seed)

3. It appears most of the walls around the doors to receive new conduit for push buttons, operators, PACS, etc are plaster. Should the new conduit for these devices be surface mounted or somehow recessed into the plaster walls?

Answer - Conduit to be installed inside framing cavity. No exposed conduit.

4. Photo #5 on sheet A003 shows a new card reader to be installed on the existing push button post. Are we to assume the existing conduit/raceways have the capacity to accept additional cabling and power conductors or will new underground conduit be required?

Answer - This condition should be field verified. For purposes of bidding, Recommendation: the cost for additional underground conduit to pedestal be included.

5. Spec Section 01 00 00, 1.6, I state that the contractor is to have a 7’ fence around the construction area. Is the contractor allowed to use orange plastic safety fence with orange rebar safety caps on the fence posts around the concrete sidewalk and stair areas?

Answer - The 7' fence is for around the staging area. Contractor permitted to use orange plastic safety fence with orange rebar and safety caps around repaired concrete walk and stair areas.

6. There are notes on the plans calling for new concrete to be poured to the new ADA standards of not to exceed 1:20 slope. The nature of the patches shown for this project will not allow a different slope to be provided. Therefore, the existing slope must be matched. Please confirm all existing sloping is to be matched.

Answer - Due to the nature of the repairs - having to tie into existing walks at 2 locations, the slope is already predetermined. Existing sloping is to be matched.

7. All of the new exterior doors to be replaced are in walls which are either exposed masonry on interior and exterior sides, or exposed masonry exterior and plaster interior.

These door frames may require demo and toothjambing of the existing wall to be infilled after new door frame is set. Will it be acceptable to patch around the interior side of plaster walls with new framing and drywall?

Answer - Yes, acceptable to patch around interior side of plaster walls with new framing and drywall. Finish to blend into adjacent surfaces, paint.

8. There is one section of concrete to be replaced near bldg 28 which is at a crosswalk. The

ADA standards would require a new curb cut ramp with warning pavers. Is this to be included in the proposal?

Answer - Yes, include ADA curb cut and warning pavers.

9. After a review of all concrete replacement locations, there appears to be one location which has already been replaced. See snapshot below.

Answer - Include the s.f. of repair at this location even though its completed.

There is an additional 250 s.f called out for. This square footage can be added to the 250 s.f. and be used at other location (if needed) to cover additional area to be repaired that are unforeseen at this point.

10. General Note 8 on Sheet A-001 says to provide expansion joints by drilling into the face of the existing walk for placement of dowels. This will add additional cost to each location. Please confirm all new/existing tie-ins are to be drilled and dowelled.

Answer - All new/existing tie ins are to be drilled and doweled.

11. Sheet A-001 appears to have an incorrect scale. At 1”=40’ scale as shown on the plans, an 82 sf section of sidewalk actual scales to about 41 sf. At 1”=60’ the same section of concrete scales to about 82 sf. Please identify the correct scale to be used.

Answer - The scale listed on plan 1/A-002 is incorrect. The correct scale for this plan is 1"=60'-0".

12. General note #14 and 19 call for all subgrade materials, i.e. stone base, to be replaced with concrete. It is not typical to remove and replace stone subbase when concrete is replaced. Should our proposal include removing and replacing all stone subbase at all locations?

Answer - No, stone sub base does not have to be removed at all locations.

13. Should ICRA barriers be provided at the interior side of all doors denoted in plans to receive new work?

Answer - ICRA barriers: Hard barriers to be used as shown on building 2.

(Corridor C-G-2-3) Barriers are required at Cafeteria 10 in building 2. All other door repair locations are not located in patient areas and do not require barriers.

Starc walls or similar are acceptable. VA to verify if they want barriers at certain locations for whatever reason.

14. Please identify which doors will require ICRA barriers at the interior side of doors.

Answer - See comment above.

15. Should all required ICRA barriers be hard barriers or can Starc panels or plastic be used?

Answer - Starc walls or Edgeguard systems acceptable except where hard barriers are specifically shown.

16. Should all ICRA barriers have negative air machines to prevent dust?

Answer - Negative air machines are not needed.

17. Can a concrete truck be pulled into the courtyard to load a Georgia buggy so long as any damage to surrounding areas are fixed?

Answer - The concrete truck will have to stay parked at the road and the buggy or concrete hopper will have to be filled and then taken into the courtyard. This prevents any shallow underground utilities from being crushed which has happened before. A washout container must be provided to washout the concrete truck.

18. The concrete specs says to install reinforcing in concrete walks as shown on drawings.

However, there does not appear to be any reinforcing shown in the drawings. Do the new concrete walks get new WWF or other reinforcing?

Answer - All new concrete walks to receive WWF 6"x6" W1.4 x W1.4.

19. Spec 32 05 23 3.17 says to apply two coats of linseed oil to exposed concrete. Is this Correct?

Answer - No, linseed oil applied to new finished concrete work is not required.

20. The 30 sf section of concrete shown on sheet A-001 in front of Bldg 29 is a bench pad.

Will the Government remove, store and reinstall the bench to allow the concrete to be replaced or will the Contractor be responsible?

Answer - Contractor shall be responsible for removing, storing, and reinstalling the bench.

21. Plan 7/A-101 denotes flooring with note #5 as existing to remain. When removing the divider wall between rooms 5C and 5D there will be a strip of flooring missing. We can either attempt to patch the flooring, which will not match, or we can replace the flooring in this one room. Please confirm.

Answer - Please include the cost of installing new flooring in entire room (including demo'd wall).

22. According to the information provided in the plans and specs, the existing concrete walks are 4” thick with 4” stone subbase. To accommodate the new 6” concrete walks with 5” stone subbase there will be +3” of soil along with the 4” of existing stone subbase to excavate.

a. Is there a location onsite to distribute the excavated soil?

b. Is there a location onsite to distribute the excavated subbase?

Answer - a. No. b. No. Contractor shall dispose of material off site.

23. Door 007 on The doors schedule on sheet A-601 shows denotes as existing door and frame to remain, but also lists new door material, new hardware etc. Is this door and frame 007 in Bldg 1 existing to remain or new?

Answer - The existing door and frame remain. Door 007 does receive new hardware set (as listed in specifications) on existing door.

24. Will there be another site visit for interested GC’s that didn’t attend who plan to pursue the project?

Answer – No, another site visit will not be held.

25. Please confirm proposals are to be submitted electronically only.

Answer – Correct, proposals are to be submitted via email only to matthew.whisman@va.gov.

26. Are starc panels acceptable for ICRA barriers?

Answer – Yes.

27. Does all ICRA barriers require negative air?

Answer – No.

28. Spec Section 01 00 00 (1.6) requires GC to have a 7’ fence around construction area.

What type of fencing is required?
