2.2 52.222-5 CONSTRUCTION WAGE RATE REQUIREMENTS—SECONDARY SITE OF THE WORK (MAY 2014) (a)(1) The offeror shall notify the Government if the offeror intends to perform work at any secondary site of the work, as defined in paragraph (a)(1)(ii) of the FAR clause at 52.222-6, Construction Wage Rate Requirements, of this solicitation.

(2) If the offeror is unsure if a planned work site satisfies the criteria for a secondary site of the work, the offeror shall request a determination from the Contracting Officer.

(b)(1) If the wage determination provided by the Government for work at the primary site of the work is not applicable to the secondary site of the work, the offeror shall request a wage determination from the Contracting Officer.

EVALUATION FACTORS

This section describes the evaluation process, proposal preparation, the significant factors and sub-factors and criteria to be used in the evaluation process. This procurement action is Trade-off selection process in accordance with FAR 15.101-1. Proposals will be evaluated for acceptability. All (non-price) factors, when combined, are equal to price.

The Government intends to award a single contract to a qualified (SDVOSB) determined responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to all the requirements in this solicitation and is further determined to meet or exceed the standards of acceptability based on trade off procedures. The Government intends to evaluate proposals and award a contract without discussions with Offerors. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from both a technical and cost standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

The evaluation of offers submitted in response to this Request for Proposal (RFP) solicitation will be conducted utilizing FAR 15.101-1 Trade-off Selection Process. The Contracting Office upon receipt of offers, will determine eligibility and compliance to the solicitation requirements. The SBA VetCert page at https://veterans.certify.sba.gov/ will be checked to ensure that any offeror submitting a proposal to perform the work is both listed and verified. All proposals received will also be checked for an active registration in the System for Award Management (SAM).

Thereafter, the Contracting Officer will review all proposals to ensure that the minimum proposal submission requirements have been met. Once these requirements have been satisfied, the Contracting Officer will submit all offerors to the Technical Evaluation Board (TEB). The TEB will evaluate all offeror’s proposals against each evaluation factor set forth in this solicitation. Evaluation Factor are broken down into two (2) Phases.

Phase I: Phase I Evaluation Factors will consider Factors 1-3 of the technical proposal submitted as described in Phase I Evaluation Factors. During Phase I the TEB will identify a maximum of five (5) firms to advance to Phase II, (unless the contracting officer determines that a number greater than five (5) is in the Government’s interest and is consistent with the purposes and objectives of this two-phase design build project). Phase I Factors are rated in descending order of importance and will be used to evaluate proposals. All (non-price) factors, when combined, are equal to price.

Phase II: Phase II Evaluation Factors will consider Factors 1-3, and 4-7. All offerors evaluation will be considered based on trade-off procedures. During Phase II, the TEB will identify the offerors proposal submitted that is in the best interest of the Government to consider award. Phase II Factors are rated in descending order of importance and will be used to evaluate proposals. All (non-price) factors, when combined, are equal to price.
