About this file

This document is an amendment to a solicitation for lightning protection system inspection and testing services at multiple buildings on the Murfreesboro Campus of the Veterans Affairs Medical Center. The amendment provides answers to questions from potential offerors, including clarifying that the contractor must supply their own safety equipment for roof inspections due to steep pitch, and attaching single line diagrams and three line drawings of the campus buildings. Inspection and testing is required at 17 buildings ranging from 1 to 5 stories, with a variety of roof types. The total estimated square footage of lightning protection systems to be inspected is over 500,000 square feet. The solicitation number is 36C24923Q0197 and is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 for a period of 120 days.

Questions & Answers

1. Are you able to provide single line and/or three line drawings for the York Campus?

Answer: Yes, two different sets of drawings are attached.

ACY Updated One-Line (working 12-29-2020) Model (1) 1 page

2. Do you also have the roof safety protocol on the lighting suppression systems? For example, is the customer providing the safety equipment for these inspections or does the contractor need to provide it?

Answer: The contractor provides their own safety equipment. Due to the steep pitch of most buildings have 6/12 pitch, a few with 5/12 and a couple with 7/12, the last triennial they did not physically get on these roofs to inspect but utilized a drone for the visual inspection in a logical and cost effective manner to attempt to meet the simplistic approach in the VA Directive, my thoughts being a visual inspection of LP system of each building containing a system and possibly a simple measurement of the down rod resistance to mother earth, I would except a measurement with an inductive clamp-on ground meter. The VHA directive indicates ground resistance no greater than 25 ohms for grounding systems and touches on the LP system in the same paragraph. I do realize this will not be a cheap endeavor as we have many buildings on this facility with LPS installed but I am not going to tear up the facility or run into astronomical requirements and cost to perform an inspection of a system that has been here for eons.

Below are the buildings I am well aware of having installed LPSs. Most of these buildings have had roof replacements within the last 10-12 years.

Bldg. 1 – 5 story 97,529 sqft. external system, pitched roof

Bldg. 2 – 2 story 46,633 sqft. external system with an antenna mast, flat roof

Bldg. 3 - 3 story 50,958 sqft. external system, pitched roof

Bldg. 4 – 2 story with theater roof, 18, 306 sqft external system, flat roof

Bldg. 5 – 3 story 45634 sqft. external system, pitched roof

Bldg. 6 – 3 story 55,559 sqft. external system pitched roof

Bldg. 7 – 3 story 41178 sqft. external system mostly pitched roof with 2 areas flat

Bldg. 8 – 3 story 40,509 sqft external system mostly pitched roof with 2 areas flat

Bldg. 9 – 3 story 45,627 sqft. external system, pitched roof

Bldg. 10 – 3 story 15,300 sqft. external system mostly pitched roof with 2 areas flat

Bldg. 11 – 3 story 17,250 sqft. external system mostly pitched roof with 2 areas flat

Bldg. 13 – 1 story 4840 sqft. external system, pitched roof, 2 years ago the system was modified with new roof

Bldg. 16 – boiler plant 4844, certified installation 4 years ago, flat roofs, square footage may be shy and not including the CoGen plant roof - +/- 3000sqft

Bldg. 17 – 1 story, 9430 sqft, internal installation certified 3-4 years ago, combination flat/pitched roof

Bldg. 106 – 1 story 14, 550 sqft, internal installation, certified 3 years ago, low sloped roof (3-4/12)

Bldg. 107 multi-level, 57,100 sqft, external installation, flat roofs

Bldg. 116, , mainly 1 level with 2nd floor service room, 55245 sqft. external system mostly flat roof with pitched service room roof

Bldg. 117, 2 story 53,690 sqft. with 2- 3rd floor service rooms, external system, flat roofs

Bldg. 120. 2 story 12,264 sqft, I believe it is all external system, flat roof

Cooling towers 4000 sqft (+/-) certified external system 2 years ago.

Most buildings have 6/12 pitch, a few with 5/12 and a couple with 7/12.
