About this file
This document contains questions and answers regarding a solicitation for a design-build project to prepare a site for a new MRI at the Alvin C. York Campus of the Tennessee Valley Healthcare System. The project involves designing and constructing an addition to an existing MRI building as well as renovating the existing MRI suite. Key details include that Phase I proposals are due by October 3, 2022 and should only include project experience, past performance, and personnel qualifications factors. Phase II will be requested from a maximum of five offerors and should include both technical and pricing factors. The duration requested for design is 125 days and 240 days for construction. Questions were answered regarding responsibilities for the temporary and existing MRIs, tree removal, end user involvement, as-built plans, specifications, and other requirements.

Michael R Brown Contracting Officer Project: 626A4-CSI-105 Design/Build:
Prepare Site for York MRI TVHS, Alvin C. York Campus
1. Solicitation Section 2.10 52.236-28 Preparation of Proposals – Construction (Oct 1997), Evaluation Factor, Phase I has the contractor submitting Volumes 1 and 2. Volume 2 has Factors 4, 5, 6, & 7 which includes Technical Solutions, Construction Management, Schedule and Price. Under the Evaluation Factors for Phase 1, you are not evaluating Volume 2. Are we to include a volume 2 in Phase 1?
A: No Phase I submittals WILL ONLY be Volume I- (Factors 1, 2 and 3), Project Experience, Past Performance, and personnel Experience. Phase I of this procurement will result in a narrowing of offerors to a maximum of five (5) firms (unless the contracting officer determines that a number greater than five (5) is in the Government’s interest and is consistent with the purposes and objectives of this two-phase design build project) based on the following technical evaluation factors: Phase II submittals will be requested from a maximum of five (5) firms, unless the contracting officer determines that a number greater than five (5) is in the Government’s interest and is consistent with the purposes and objectives of this two-phase design build project). Phase II requested Packages will include all factors in Volumes 1 and 2.
Volume I- (Factors 1, 2 and 3), Project Experience, Past Performance, and personnel Experience.
Volume II – (Factor 4 5, 6, and 7), Technical Solutions, Constructions Management (sub factor a, b, and c), Schedule, and Price.
1. Is there a specific installation date the GOV must have the MRI installed?
A: No that will be coordinated with the selected contractor’s schedule.
1. How long does the GOV intend to rent the temporary MRI trailer?
A: It is scheduled to be rented for 3 months. Right now it is slated for Dec 1 to arrive on site but will be coordinated with schedule.
1. The proposal lists the contract duration as 160 calendar days for design and construction. From past experience on design build projects for MRI site preps, this duration is not nearly enough to complete each of the design stages, to build an addition on the existing MRI building and to renovate the existing MRI building. Therefore, we respectfully request the following:
3. 125 calendars for design.
0. 35% Set: 45 calendar days from NTP. This would include drafting of the preliminary 35% set, design charrette meeting with VA engineering, MRI end users, and the VA interior designer, revision with all notes from design charrette, and submission of 35% set to the GOV. Additional a 7-day review/approval period is included for the GOV.
0. 65% Set: 40 calendar days from NTP. This would include drafting of the preliminary 65% set, design charrette meeting with VA engineering, MRI end users, and the VA interior designer, revision with all notes from design charrette, and submission of 65% set to the GOV. Additional a 7-day review/approval period is included for the GOV.
0. 95% Set: 40 calendar days from NTP. This would include drafting of the preliminary 95% set, design charrette meeting with VA engineering, MRI end users, and the VA interior designer, revision with all notes from design charrette, and submission of 95% set to the GOV. Additional a 7-day review/approval period is included for the GOV.
3. 240 calendar days for construction of the addition and renovation of the existing MRI suite.
3. Total requested Contract Duration is 365 calendar days.
A: No the SOW tells you that design and construction can overlap once VA approves CDs
1. Will Philips be 100% responsible for rental of the crane, all rigging equipment and manpower to remove existing MRI and install new MRI? This will require 2 separate mobilizations by Philips.
A: Yes Phillips will be responsible. Contractor will only have to open the roof hatch and close the roof hatch.
1. Is the GOV responsible for rental costs of the temporary MRI trailer and setup?
A: Yes except contractor will run conduit from temp trailer to doorway on north end of Bldg 3 for data line.
1. We have found that end user input by the MRI staff and the VA interior designer during the RFI’s is critical to ensuring an accurate design and price proposal during Phase II. Will these necessary staff be available to review and RFI questions and give their input for design requirements?
A: Yes but most stuff is in the SOW.
1. Has a recent shielding inspection been performed? If so, is there a shielding report available?
A: Yes it will be provided.
1. Is the existing shield adequate for reuse?
A: For your designer to determine.
1. What is the existing RF shield construction (i.e alum plates/mesh, galvanized plates/mesh, copper plates, etc.)?
A: Welded Aluminum
1. Does the patient lift in the MRI prep room remain, get removed, get replaced, etc?
A: It will remain but may need to be modified or moved depending on the new design.
1. There was discussion to remove the large mature tree outside of the existing MRI to allow the crane access. Is this correct?
A: Yes, tree is beyond life expectancy.
1. Will Philips be responsible for removing the tree?
A: No
1. Is the new area to be Bariatric accessible (i.e. patient lift, door openings, toilet fixtures, etc.)?
A: Yes
1. Can the existing stair retaining wall support the lateral load from the new foundation of the proposed addition?
A: See SOW Statement of A/E Task
1. Are there as built plans of the existing underground utilities around the existing MRI building?
A: Yes included.
1. Are there as built plans of the existing MRI building to include arch, structural, MEP, etc?
A: Yes
1. May we receive a shielding survey report A: Yes
1. May we have any existing TAB reports for this area/these areas?
A: It will not be necessary since a new unit/s will be provided with design to meet the VA HVAC design guide
1. May we receive an existing shield design for the existing exam room?
A: Yes
1. Are there any known hazardous materials or environmental elements within the confines of this project?
A: No
1. What seismic zone is this facility located in?
A: Zone 1
1. Will facility provide specific finishes (manufacturers, model number, color etc) with locations for this project?
A: Yes
1. Will medical gas remain part of this project?
A: Yes
1. May we have a copy of facility standards?
A: Yes
1. May we have a copy of the existing building structure in which the existing MRI exam space, control room, prep area/s and equipment room are located…please include structural floors, foundations, underground utilities (including the area in the exterior stairwell area) as well as electrical (power diagrams, mechanical, med gas and plumbing elements.
A: Yes
1. Can after hours work and weekend work take place? If so what are the requirements?

1. May we have a copy of the physical security and Resiliency Design Manual?
A: Yes it is located on the VA’s OCAMES website
1. What is the Current Lead Shielding in the MRI Room and is it solid aluminum? Or is it Copper?
A: Welded Aluminum
1. What are the Measurements of the roof hatch in the roof above the current MRI Room?
A: 8’ x 9’ see attached drawings
1. How thick is the concrete between the current MRI Room and the Mechanical Room below?
A: MRI is located on ground. The mechanical space is not under the MRI space
1. Is the floor between the Current MRI Room and the Mechanicle room below post tension or poured concrete?
A: There is no floor between the MRI and mechanical space.
1. Can a current full set of plans for the existing MRI and Mechanical room below be released for review to include all MEP’s?
A: Yes for what we have.
1. Can you release the current shielding report?
A: Yes
1. Can the new building be constructed out of wood, or does it need to be block?
