About this file

This solicitation is for a design-build project to prepare a site for a magnetic resonance imaging (MRI) system at a Department of Veterans Affairs medical center. Key details include a 160-day period of performance to complete design and construction after notice to proceed is issued. Work includes demolishing existing finishes and modifying building systems to accommodate the MRI and uninterruptible power supply equipment according to manufacturer requirements. The project value is estimated between $1-2 million. The acquisition is set aside exclusively for service-disabled veteran-owned small businesses. Offerors must be registered and verified in the Vendor Information Pages database and have an active System for Award Management registration to be eligible for award. The solicitation involves a two-phase evaluation process to narrow the field to a maximum of five companies for discussions. Technical factors such as past project experience, performance ratings, and personnel qualifications will be evaluated.

Systems that are insufficient in capacity or are no longer supported by OEM parts shall be considered for expansion and/or replacement.

c. Perform hazardous material surveys (asbestos, lead, etc.) to identify approximate quantities, type, and location for complete abatement. Examples of sampling include, but are not limited to, mastic, flashing mastic, paint, insulating materials, etc. Surveys should be performed in advance so as not to delay work.

d. Perform structural evaluation and design to include any necessary structural support for equipment and penetrations (wall, floor, etc.). Examples of structural evaluations include, but are not limited to, scaffolding, temporary platforms, rooftop equipment / supports, penetrations, etc. Contractor to provide stamped construction documents by Structural Engineer for related work.

e. Perform life safety/fire protection evaluation and design to include any necessary modifications to maintain life safety/fire protection requirements for building occupancy. Contractor shall be responsible for storing any items removed from surfaces (handrails, bumper guards, corner guards, expansion joint covers, floor stops, wall stops, cover plates, medical gas cover assemblies, signage, doors / hardware, etc. and returned to VA if required). Contractor should avoid disconnecting fire alarm devices but can take them loose and support them with wiring still connected, while working finishes around the devices. If the contractor cannot avoid disconnecting a fire alarm device, it is the contractor’s responsibility to coordinate, insure sufficient temporary coverage, bypass, disconnect, reconnect, and test. In some cases, the COR will supply the contractor with VA furnished items. Contractor shall patch and repair walls prior to installing finishes.
