Diana K. Grube Contracting Officer RFI Answers Nashville Roof Replacement, Project 626-21-501 Solicitation 36C24922B0033

1. Question: Drawing A-001: Are access scaffolds required at all buildings that do not have a roof access door or a ladder?

Answer: Scaffolding is recommended for safety; however, the contractor can use a ladder or scaffolding. All OSHA elements are required for either option. Both options need to be properly secured to the building, no exceptions.

2. Question: Drawing A-002: With reference to the Non-Installed Fall Protection. Will the COR require the contractor to remove the remaining fall protection after installation. Will the government provide and place fall protection material onto roofs if quantities aren’t enough to complete installation?

Answer: All unused fall protection should be removed from the building. If there is not enough existing fall protection to complete the installation, a contract modification will need to be requested from the general contractor.

3. Question: Drawing G-001: Will the staging area have an electrical source for an onsite office trailer?

Answer: There is no power located in the staging area. The area noted on sheet G-001 is only representative of the general staging location, in the past the contractors have been given 6 parking spaces located in the far Northwest location of the parking lot for staging. The area must be fenced in with a 7’ tall fence (covered with fabric to limit visibility into the staging area).

4. Question: Drawing A-001 Sheet Note #C: It states that lightning system is to meet UL Master Label Certificate. Master Label means 100% of the entire building. Is that what you want, or do you want just the specific roof areas in the scope of work to have a “Letter of Findings” which refers to the individual roofs on the scope of work.

Answer: It is the intent to have the system inspected to the standards of the UL Master Label Certification, but the scope of the certification is limited to the individual roofs being replaced and attachment points into the existing lighting protection system. Aluminum materials are not permitted in the lightning protection system, copper and bronze components are specified.

5. Question: Drawing A-101: Does the specified new ladder supplied and installed on section #1. require a fall protection cage?

Answer: Yes, please include a fall protection cage.

6. Question: Form 1442 #11: 61 Calendar days is not enough time to complete the scope of work. I request 180-day timeframe to do the complete job.

Answer: The period of performance will remain the same and if there is a delay in material after award it will be addressed at that time.

7. Question: Drawing A-104: Roof Legend on each sheet shows a pointing line that states "Indicates Roof Slope". Are all roofs structurally sloped by the deck or does the contractor need to figure using tapered insulation to achieve roof slopes?

Answer: The roof deck is not sloped; tapered insulation will be required.

8. Question: Drawing A-104: Key Notes, "Remove all components of complete roofing system down to existing structural deck. Including, but not limited to: Roof insulation, cover board, roof membrane, and roof edge & coping”. Can the contractor assume there is only 1 roof system needs to be removed? I.E., there's not an Asphalt Built Up Roof System underneath the existing EPDM single ply membrane roof system?

Answer: There may be another layer under the EPDM, but in past projects there have been only one roofing layer system.

9. Question: Specification Section 07 01 50.19 Part 1 General and Part 3 Execution: The following are available for contractor reference: 1.7B.1b.Field Conditions, Test cores analysis and 3.1 A. Examination, Infrared Roof Moisture Survey. Can you please send these to me?

Answer: This spec should have been excluded, the VA does not have a moisture survey or test cores analysis.

10. Question: Specification Section 14 91 82 Gravity Trash Chutes. Are trash chutes required for this project? I did not see any on the plans.

Answer: Trash chutes are not required, but it is an option. A trash chute for this project may not be the most effective solution. In the past, contractors have used a crane to remove debris from roof projects.
