1. The 3 attachments on SAM (listed below) will not open. Getting a corrupted file unable to repair message.
2. Can the Government please repost?
Bldg. 214 Architectural Record Drawings Part 2 Bldg. 214 Architectural Record Drawings Part 3 Bldg. 214 Structural Record Drawings Part 5
3. The attachment for RFIs is missing. Can you please supply the form?
VA Response: RFI’s #1, #2 & #3 was published on 10/26/2021 on Amendment 0001
4. The solicitation seems to indicate that the RFP response is for both Phase 1 and Phase 2. Is this correct? Yes. The solicitation states that the Phase 1 will be short listed to three contractors, but then goes on to speak to the evaluation criteria and pricing structure of the Phase 2 portion of the proposal. Is this for Phase 1 only, or both?
VA Response: The FAR requires that in a two-phase design build process that the evaluation factors for both Phase I and II be set forth at the initial posting of the solicitation.
5. Is the proposal to be submitted only electronically or is a hard copy required?
VA Response: Submit the proposal electronically
6. Section 2 of the “VHA Supplemental Contract Requirements for Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors” says that unvaccinated people will need to show proof of a negative COVID test within 3 days of desired entry.
a. Does this mean a person can take one COVID test within 3 days prior to entering and working on campus for an extended period of time? Or is a test required every 3 days for the duration of their work?
b. EXAMPLE: If a person is working on campus for 60 days, will the person be required to take and show a negative test result every three days for the entire 60 days or only the first time they enter the campus for that 60-day period?
VA Response: The contractor must get tested every 3 days unless they are vaccinated and can show proof of the vaccination
7. Regarding the lead shielding required in the imaging areas, will the VA provide calculations to determine the thickness of the lead shielding, or will the Design Builder be required to hire a 3rd party physicist to perform the calculations?
VA Response: Refer to Statement of work “Appendix B” for lead shielding requirements
8. During the site visit it was stated that electronic (email) submission of the proposal with the exception of a hard copy of the bid bond was the requirement.
a. Is email submission of the proposal with a mailed hard copy of the bond acceptable?
VA Response: Yes. Email/electronically is acceptable
b. If hard copy is required: From final SOW, Section 1.8.3 requires three (3) hard copies to be submitted, and Section 2.2.4 requires two (2) hard copies. Can you please confirm which is correct?

11. What size breaker is feeding Bldg. 207?
VA Response: 225 Amp breaker
12. What size wire is it fed with?
VA Response: Unknown, however the wire size is assumed to be sized for the 225 amp breaker.
13. Can the breaker feeding Bldg. 207 be up sized? (does the panel additional amperage capacity and have the physical capacity for a larger breaker).
VA Response: Yes, it can upsized however, VA will need to review and approve any proposed upsizing.
14. Based on site visit and as-built drawings, we cannot determine the roof structure. Can you please provide further information for the existing roof system?
VA Response: See attached PDF Titled “MRI Bldg 207 Record drawings”
15. Section 2.1.1 requires that all plumbing be removed back to the point of service at the building, and 2.1.10 reference a new water service. Can you please confirm that the existing service is to remain with distribution only required beyond entry into the building?
VA Response: The entry point into the building may change depending on the final floor plan however, if the existing service location is acceptable based on the floor plan, then the distribution is only required beyond entry to the building.
