QUESTION

The specifications include sections for Traditional Asbestos Abatement, Asbestos Floor Tile and

Mastic Abatement, and Lead-Based Paint Removal and Disposal. There are no areas or quantities for these materials listed. The demolition drawings of the plans do not provide any information on hazardous materials either. Is the age of the building such, that encountering hazmat during the demolition phase will not be an issue, or will a Phase 1 Environmental Report be provided prior to the bid date?

ANSWER

Please see attached Asbestos survey below – Building 2 is the only space where asbestos is expected. Please use 1400 sf for floor tile/Mastic; allow 200 LF for Pipe insulation and 400 square feet of duct insulation. No lead paint is indicated.

In the SECURITY section of the solicitation (page 9 of 59), a requirement is listed for SAC and

NACI background checks. Can you please verify that the SAC should be expected for all on-site workers? Also, can you confirm that the NACI should only be required of workers directly involved with Communications and Electronic Safety and Security work (Div. 27 and 28)?

ANSWER

Each level of security has different requirements – for the most part workers (subs) will fall into the first category (see below). For contractor employees the second scenario is most likely. The only instance in this project where the 3rd category will come into play will be during tie in of the

HVAC systems into the VA Head in – (both Alerton and Siemens are already vetted.

From Solicitation:

Levels and associated types of Background Investigations:

• If the project requires that workers have only limited physical access to the VA facility for a period of one year or less, a local flash badge with fingerprint check is issued.

• If the project requires that workers require un-supervised, logical and/or physical access for 180 consecutive or aggregate days in a 365-day period, over a 3 year period, a background investigation may be required (Special Agency Check (SAC)) which must be completed prior to being allowed access.

• If the project requires that workers have access to a VA Network (such as the Building

Management System) or un-supervised, full-time, logical, and/or restricted physical access for more than 6 months or more than 180 aggregate days in a one-year period, a background investigation is required (Special Agency Check and National Agency Check with Written Inquiries (NACI)) and access is not allowed until a favorable SAC completion.

Section 01 00 00 -9 of the Specs state that a construction Fence is to be 7 feet tall. Will a 7-feet or an 8-feet construction fence be acceptable?

ANSWER

Yes

Will the different areas of renovation be accessible all at one time or is there a specific phasing plan that the VA would like work accomplished?

ANSWER

Work in Building 1 floor 4 should be completed prior to work beginning in Building 2 to allow for the move of the Sim Lab.

Can the contractor use elevators in the building? If so, which one(s) and during what hours can elevator(s) be used?

ANSWER

Yes – Elevators in Building 1 can be used to access the 4th floor between the hours of 1630 and

0600 for material delivery. Men with hand tools may use the elevators at any time. Covid protocols of social distancing and masks are required. Please be courteous.

The Spec Table of Contents does not show a spec section for 23 21 23, however, this spec section is included in specifications. Is Section 23 21 23 supposed to be part of this project?

For planning and scheduling purposes, can you provide the expected date of award?

ANSWER

Tentative award is the second week in December. Work will not begin until on or after January

5th, 2021.

Can you please provide the drawings in Revit (preferably) or CAD (less preferred) for coordination purposes?

CAD files are available for coordination drawings to the winning bidder.

Keynote 09.90 on A01.04 states that there are ceiling mounted patient lifts required. Are they

OFOI or CFCI?

ANSWER

Ceiling mounted patient lifts are purchased and installed by the VA and a separate vendor –

Winning bidder will work with the VA to coordinate the install.

Will the ceiling mounted lift shown in drawing #A11.04 in room B1-405 be available for bid in this project?

This equipment is VA provided and VA installed.

The plans include details on masonry infill (A 08.02) and casework (A 10.01-02). Will specifications be provided for these scopes of work?

Section 01 35 26, 1.7, C states the SSHO has to be a separate qualified individual from the Prime

Contractor’s Superintendent and/or Quality Control Manager with Duties only as SSHO. Section

01 45 00, 3.4, B. states the QC System Manager is to be assigned no other duties. This means the

Prime Contractor will have three full time personnel on the jobsite at all times. This will triple the

General Conditions costs. Can the Superintendent act as the SSHO and QC Manager like most other projects?

Yes – the VA will allow it for this project.

Section 01 45 00, 3.4, D. requires the CQC System Manager to have completed the Construction

Quality Management for Construction Course offered by the Naval Facilities Engineering

Command and Army Corps of Engineers. Is this required for this project?

No

Section 02 82 11 and 02 82 13.19 are for Asbestos Abatement. The quantities in 1.1.2 Extent of

Work are blank. We could not find any notation for existing asbestos in the plans. Is there asbestos abatement on this project? If there is and the quantity is unknown, can you put a quantity to bid and a unit rate for everything over that quantity in the bid schedule? This way everybody is bidding the same quantities.

ANSWER

Please see attached Asbestos survey below – Building 2 is the only space where asbestos is expected. Please use 1400 sf for floor tile/Mastic and allow 200 LF for Pipe insulation and 400 sf of duct insulation.
