The VA reserves the right to increase or decrease the pickup frequency, estimated Number of Containers listed in Table A through a bilateral modification at no additional cost. The additional containers will be purchased at the prices quoted.
2. 1.1. “All Labor” Please confirm that ‘all labor’ does not refer to packaging the containers up for transport as this is a requirement of the generator.
RESPONSE:
1.1 is amended:
1.1 The contractor shall furnish all labor, materials, transportation, tools, equipment, containers, and supervision necessary to provide transportation and disposal of the following wastes for the Memphis VAMC, Memphis, TN and surrounding Community-Based Outpatient Clinics (CBOCs) listed in the Performance Work Statement. The Memphis VAMC staff will package the containers up for transport.
3. 1.1 “Daily” Please define Daily? 7 days/week or 5 days/week?
RESPONSE: See Question 1 Response
4. 1.1 Containers: Are 28 Gallon containers acceptable in the clinics also?
RESPONSE: No. 28-gallon containers are not acceptable at the CBOCs
5. 1.1 RMW and TCW- Do you know what percentage of each type of waste (in pounds) is produced? Is the VA open to 2 pricing line items? One for each? The COR should be able to provide this info for all vendors otherwise we will have to provide a blended rate which would be unfair to any vendor who is not the incumbent and already has this information. If this information is not provided to all vendors a blended rate (autoclave and incineration combined) will result in elevated pricing and again will be unfair to all vendors but in favor of the incumbent. Incineration costs for TCW is significantly higher than autoclave disposal.
RESPONSE: See Amended Price Schedule at the end of this document which now includes separate line items for RMW and TCW transportation and disposal.

RESPONSE: See Amended Price Schedule at the end of this document. If additional containers are required, a modification will be issued for the type container, quantity, and location.

7. RFI #1 – 1.7 of the solicitation refers to the contractor’s response to spills, please confirm that the required response is for spills that occur while waste is being handled by the contractor.
RESPONSE: Para 1.7 is amended:
1.7 While the medical waste in the possession of the contractor, the contractor shall be responsible for reporting to the COR all spills regardless of quantity, and all personnel exposures. Such reports shall first be reported by telephone immediately following the incident and shall be followed up in writing no later than seven (7) days after the initial report. When reporting a spill, the following information shall be furnished: (1) Quantity spilled; (2) Exact location of spill; (3) Containment procedures initiated; and (4) Clean-up and disposal procedures. If any spills occurred during contract performance these shall be briefly summarized. Include: quantity spilled, personal injury involved, assistance required, and a narrative summarizing all on-scene visits made by local, state or federal officials. The Contractor shall be solely responsible for all spills or leaks during the performance of the contract. The contractor agrees to clean up such spills or leaks to the satisfaction of the Government in a manner which satisfies the applicable state, federal and local laws and regulations, at no cost to the Government.
8. RFI#2 – Pricing, there are two separate methods of destruction that would need to be used, autoclave and incineration. The price per pound for each method is very different. In order to provide the VA with the best possible pricing could the VA separate the line items with estimated weight for waste that requires autoclave and estimated weight for waste that requires incineration?
RESPONSE: See Amended Price Schedule at the end of this document which now includes separate line items for RMW and TCW transportation and disposal.
9. RFI#3 – If the answer to RFI#2 is no, can the VA provide historical information about the percentage of waste that requires each method?
RESPONSE: See Amended Price Schedule at the end of this document which now includes separate line items for RMW and TCW transportation and disposal.
10. RFI#4 – Table A under 1.1 of the solicitation states pickup frequency for the VAMC Memphis is daily, please confirm that daily refers to all weekdays not weekends.

B.2. PRICE/COST SCHEDULE
The contractor shall furnish all labor, materials, transportation, tools, equipment, containers, and supervision necessary to provide transportation and disposal of the following wastes for the Memphis VAMC, Memphis, TN and surrounding Community-Based Outpatient Clinics (CBOCs) listed in the Performance Work Statement Work.
The contractor's maximum amount is 2.0 million pounds The contractor's minimum guaranteed amount is 10,000 pounds Ordering Periods: The contract will have five ordering periods as listed in the price schedule below. Task orders may only be placed by NCO-09 contracting officers The contractor shall only invoice for actual pounds of medical waste collected and disposed of. The estimated quantities listed in the Table below are not guaranteed amounts.
