1. Can we submit CPARS evaluations in place of the PPQs? We would pull the CPARS report and submit it with our proposal for Factor 3 – Past Performance.

ANSWER: Yes, you can submit a CPARS evaluation in lieu of completing the PPQs. It will be the responsibility of the Offeror to submit the number of requested PPQ’s from CPARS based on the scope and magnitude of the project and provide that information with the technical proposal. All CPARS information will be verified by the Contracting Officer.

1. Can we submit our proposal via Email in PDF format in lieu of a hard copy?

ANSWER: Yes, you may submit your proposal via email in PDF Format, however, the government does not accept responsibility of an offeror’s proposal receipt should the government’s server fail to allow the submission due to the file size. In addition, the Offeror accepts full responsibility for ensuring the government’s receipt of such offer. In addition, electronic submission of offer does not waive the responsibility of an Offeror’s requirement to provide original payment and performance bonds.

1. What is the deadline for RFIs for this project?

ANSWER: The last day to submit questions regarding this project and the work required is Tuesday July 3, 2018 at 10:00am. The government will not answer any questions received after that time.

1. What is the floor to floor / floor to roof height of the 4th floor?

ANSWER: Existing 4th to 5th floor height is 12’-7 ¼”. * Existing 4th floor to top of (roof) beam height is 14’-8”. Roofing system + steel deck = approx. 6” (added) inches to beam height shown. * *Heights are based upon available as-built documentation – and may vary slightly from field conditions.

1. What is the height of the existing demising walls at the operating rooms?

ANSWER: Heights of existing demising walls of the operating rooms are approximately 4” above the finished ceiling height of each operating room.

1. AD201-205 Note 1 states “remove entire gypsum (or) plaster ceiling system”. AE201-205 General Note A states “install new gypsum plaster ceiling system wherever existing plaster ceilings are removed”. Are we to remove the “entire” ceiling or only what is necessary to install the new work?

ANSWER: Based upon the extent of above ceiling work to occur – bidder to include each O.R. ceiling’s complete removal (and replacement).

1. The AE notes also call for a “gypsum plaster ceiling system”. The specifications include only a gypsum board spec. Are we wo install a “gypsum plater ceiling” or is finished gypsum board acceptable?

ANSWER: New gypsum board ceiling systems are to be installed in each operating or procedure room. Finish the ceilings with Resinous Specialty Glazed Coating System. (Wall patching within ORs is similarly finished.)

1. ADD to Scope of Work specification SECTION 09 96 59, Resinous Specialty Glazed Coating Systems for Walls, Ceilings, Wallboard, and Block CMU. (Refer to 3.7 SCHEDULE for areas included.) ***Specification 09 96 59 attached to this amendment***

1. There appears to be a common duct that supplies OR-1, OR-2, OR-3, and OR-4. It runs north and south between Q.3 and R.1 and then west along 22. These rooms are phase 6, 7, 8, and 5. If this is a common duct, how are we to maintain service of this duct to other rooms when each phase requires that the ducts be capped during construction. OR-4 (Phase 5) would not have service from this duct during the construction of OR’s 1,2,3 (Phase 6,7,8).

ANSWER: Sheets MD201-MD205, Plan Notes 3 & 4 identify ducts to be temporarily ‘capped’ during each phase of construction.

Clarify that this temporary cap location is near to (and covering) the existing air device at the end of the branch ducts where the note is shown. In some cases – the primary duct (above) appears to be the intended location for the note - and this is not the case.

The design intent in capping the branch ducts (and affected exhaust air inlets), is to isolate the active ‘Phase’ of construction from the overall HVAC system to remain in place an operational.

1. Drawing AE401 indicates a single roof curb required for the temporary exhaust fan. Drawing MH401 indicates that two curbs are required, one for the opening for the duct and one for the mounting of the fan. What is required one or two curbs?

ANSWER: 2 new roof curbs are to be provided. One (1) at the location of the (temporary) roof mounted exhaust fan, and one (1) at the location of the duct penetration. (Refer to diagrammatic framing plan shown by attached sketch SK-1 dated 07/10/2018 for additional information.)

1. Detail 1 on GI004 indicates that a roof frame may be required for the roof curbs (angles shown cross hatched). Are roof frames required? If so, what are the details of the frame construction?

ANSWER: Provide steel framing as shown by attached sketch SK-1 dated 07/10/2018.

(SK-1 – 07.10.2018.pdf)

1. What is the size of the window that is to be removed in order to install the exhaust fan for the renovation of OR-6?

ANSWER: The referenced window is approximately 4’-4” wide by 6’-4” tall

1. Are the extensions to the demising walls around the operating rooms to be removed once the construction inside the rooms is complete?

ANSWER: The extensions to the existing O.R. demising walls are to remain in place.

1. I noticed that the Solicitation states that "VA Past Performance questionnaire and ask the client to forward directly to the CO via email at Roxie. Keese@va.gov by 2:00PM, Eastern Time on Friday July 6, 2018." Would it be acceptable to have until the proposal due date (July 16th) to be able to get Past Performance Questionnaires due to you? It would help to be able to have the extra time to get the PPQs to you.

ANSWER: VA Past Performance Questionnaires/CPARS ratings must be received by the Contracting Officer no later than the solicitation due date and time of July 16, 2018 at 12:00pm, Eastern Time (ET).

1. Note H on AE401 indicates that the COR is to provide the name and contact information for the roofing contractor. What is this information? Will it be released with the next Amendment?

ANSWER: Jim Ramser Highland Roofing 502.968.2009

1. Is stick welding for the installation of the truss reinforcement and boom supports acceptable if a smoke extractor is used?

ANSWER: Stick welding is not acceptable for truss reinforcement. (Stick welding increases risk of compromising existing steel truss members with installation of reinforcement).

1. What fire rating is required for the access panels in the operating room ceilings?

ANSWER: There is no fire rating required for the access (doors) panels in the operating room ceilings. Access doors are specified to be stainless steel and gasketed. (Refer to Specification SECTION 08 31 13.)

1. What is the purpose of the containment extensions on the south and west wall of Equip Storage C-409? It appears that construction dust containment would be accomplished with the wall extension on the south wall of OR-1. I do not see that any work is required in room C-409 except the installation of the wall extension for the south wall of OR-1.

ANSWER: Delete from Scope of Work shown - the provision of partition extensions shown for the South and West walls of Equipment Storage Room C-409.
