About this file
This document is a Questions and Answers (Q&A) file for federal solicitation 36C24827Q0025 concerning Critical Care Hospital Bed Rental Services, dated October 15, 2026, and incorporated into the solicitation through Amendment 0002.
The solicitation is a new competitive procurement for the rental of critical care hospital beds and associated equipment for the James A. Haley Veterans Hospital. The current incumbent is Hill-Rom Inc. under GSA Order 36F79721D0160 - 36C24827F0012 with a current contract value of $263,429.44. The requirement consists of nine equipment categories (CLINs 0001-0009) billed on a daily rental basis, with all quantities representing estimated rental days per year. A single award is intended covering all nine equipment categories, and offerors must provide pricing and OEM authorization for all equipment items. The government does not guarantee minimum order quantities or purchase amounts. All services will be performed exclusively at the James A. Haley Veterans Hospital, with contractors required to maintain inventory on-site at their own expense without government-provided storage or staging space. The daily rental rate must be all-inclusive, covering delivery, setup, pickup, maintenance, repairs, replacement of defective equipment, and required training, with billing occurring monthly supported by weekly and monthly utilization reports. Urgent equipment requests must be fulfilled within 24 hours. Offerors may propose brand-name Hill-Rom equipment or equivalent products from different OEMs, provided they submit current OEM Authorization Letters explicitly authorizing the offeror to provide the specified rental services. Pre-owned or refurbished equipment is acceptable if fully operational and capable of meeting contract requirements throughout the rental period. TAA country-of-origin restrictions do not apply to rental equipment. The Contractor Management Plan is due by November 16, 2026, and initial training is required for all necessary Veterans Affairs medical professionals. A Quality Assurance Surveillance Plan (QASP) has been incorporated through Amendment 0002.
