II. Scope of Work

A. General Requirements

1. The Orlando VA Health Care System (OVAHCS) is seeking professional design services from a Design-Build

(D/B) firm to develop and furnish the design and construction for (1) connection to a reclaim water main and

(2) paving of an existing parking lot.

2. Contractor shall provide all labor, materials, tools, equipment, supervision, and design-build services necessary for the design and construction of the project described herein and other specific tasks as further defined by this Request for Proposal (RFP).

3. All proposals shall provide both design and construction services for this project. Services shall be divided into two parts:

(1). Connection to reclaim water main.

(2). Construction of an asphalt paved parking lot.

4. Site work shall conform to OUC, FDOT, and SJRWMD requirements (see definitions and acronyms).

5. Contractor shall also provide a Quality Level B Topographic Survey. Ground Penetrating Radar shall be required to determine the extent of existing utilities. The survey shall be provided to the VA, signed and sealed by a Florida Professional Surveyor and Mapper in hard copy and digital format. The survey shall also identify any boundaries and rights-of-way within the limits of work.

6. This project will design and construct all the elements to connect the Lake Baldwin VA campus irrigation system to the City of Orlando’s incoming reuse utility feed, located within the property boundary at the main entrance on Raymond Street.

7. The Lake Baldwin VA campus irrigation system currently pumps water from an underground aquifer for the site’s irrigation needs. The St. John’s River Water Management District (SJRWMD) requires the lowest quality water to be utilized where technically, economically, and environmentally feasible.

8. A separate study assessed the feasibility of this effort and found it to be feasible to connect to the City’s feed. The Contractor shall install new piping, fittings, valves, pumps, flow sensors, electrical wiring, connections, controllers, site work, etc. to connect to the City’s incoming feed.

9. Contractor shall also pave the gravel parking lot located southwest of Building 500 and stripe the lot with parking spaces. An additional entry point for the lot shall be constructed on the north side of the lot. Project requirements are further defined below in Section II(B), Specific Project Requirements.

10. It is anticipated that the City of Orlando will require as-builts for this proposed scope of work.

B. Reclaim Water Connection Specific Project Requirements

1. Currently irrigation for the Lake Baldwin Campus occurs under an SJRWMD Consumptive Use Permit (CUP).

The proposed scope of work shall include connecting to the City’s reclaim water line.

2. Plans, specifications, and construction for reclaim water connection shall be in accordance with the City of

Orlando Engineering Standards Manual, latest addition.

3. The contractor shall be responsible for submitting and obtaining permits through the applicable jurisdictions.

4. Tap into the City’s reclaim water main and then route the piping to the nearest connection point at the gravel lot located on the south side of the facility.

5. The D/B team shall determine the best route for the piping and conduct a ground-penetrating radar (GPR) survey prior to digging or earthwork.

6. Piping that is run to the nearest point of connection shall include a gate valve and flow sensor just after tapping into the City’s reclaim water line.

7. Contractor is responsible for obtaining the hydraulic grade line information required to determine the pressure of the existing reclaim water main.

8. If required based on tie-in pressure, a new 6-horsepower (hp) in-line booster pump motor (or as sized by the

D/B team) set on a concrete pad with sod work after completion shall also be installed. The new pump shall be sized to ensure adequate head pressure for water distribution to the entire campus for its irrigation needs.

9. Electrical wiring and conduit shall be run to the new pump from the nearest electrical panel located at the gated side entrance to the campus. The electrical engineer shall confirm the capacity of the electrical panel and feed.

10. Install wireless controls for communication with the main controller, located at the current aquifer pump location between Building 502 (Central Energy Plant) and Building 504 (Green Team Clinic), to allow for monitoring of the reclaimed water system and for the capability to remotely shut off the feed from the City in an emergency situation. Power shall be provided from the nearest power source, ensuring adequate power can be provided to the controller.

11. Verify connections of the main controller and ensure that the irrigation system is able to communicate with the main panel at the existing aquifer location. The intent is for the VA to have the same capabilities to view and control all zones from this frontend as it currently has with the aquifer system.

C. Parking Lot Expansion Specific Project Requirements

1. Contractor shall pave the gravel lot to the south of the facility with asphalt and stripe the lot with parking spaces. Refer to Attachment A of this SOW for a conceptual layout.

2. The contractor will be responsible for submitting and obtaining permits through the applicable jurisdictions.

3. A construction fence shall be provided around the site to deter staff and the public from entering the area.

4. The parking lot shall be designed to accommodate large, small, and accessible vehicles. An AutoCAD Vehicle

Tracking or AutoCAD AutoTurn plan shall be provided to the VA to ensure proper turning radii are met.

Additionally, the design shall be in accordance with the City of Orlando Code of Ordinances.

5. A new entry point to the parking lot shall be added on the north side of the lot from the existing lot.

Contractor is to provide the VA with two (2) design options (excluding the one provided by the VA) during the schematic design phase for this new entry for VA to select. The D/B team will design according to the

VA’s selection.

6. This site currently has an ERP approved under SJRWMD permit 28025-2. Based on research, the latest approved permit did not account for the gravel parking lot. Since an additional impervious area will be added, a new ERP will be required.

7. The contractor will be responsible for providing drainage calculations, a drainage report, and plans required to obtain an SJRWMD ERP.

8. Stormwater storage shall be provided in accordance with SJRWMD Handbook Volume II, latest edition.

9. Contractor is responsible for contacting and obtaining all required water permits and permissions from the

St. John’s River Water Management District (SJRWMD), or authority having jurisdiction (AHJ), to ensure any environmental issues are addressed due to potential runoff from the paving work.

10. Ensure and provide all required notifications of work to VA and other approving authorities prior to start of work. The work plan shall be well documented. Work will not commence until all proper approvals have been obtained and cleared by the required authorities.

D. Deliverables

1. Deliverables shall include a drainage report and calculations and design plans showing the reclaim water connection and proposed parking lot.

2. Permit applications shall be provided to the VA in a timely manner so the applicable signatures may be obtained. Permit applications may include those for City or Orlando, OUC, FDEP, and SJRWMD. Contractor shall confirm the applications required.

3. The deliverable shall also include a cost estimate for the construction and delivery of the final product as described in Section II(B) and Section II(C) of this SOW.

4. A draft of deliverables shall be submitted to the VA COR within 21 calendar days of completion of the site visit at that site. VA will review within 14 calendar days and provide comments for changes and clarifications.

5. Contractor shall provide the final report, incorporating all VA comments, within 14 calendar days of receipt of VA comments.

6. Plans, calculations, reports, and permits shall be provided to the VA in hard copy and electronic format.

7. The plans and drainage report/calculations shall be signed by a licensed Florida Professional Engineer.

8. Plans, calculations, and specifications that are signed and sealed by a Florida licensed architect or interior designer shall be signed and sealed in accordance with FAC 61G1-16.005.

9. Plans, calculations, and specifications signed and sealed by a Florida Professional Engineer shall be signed and sealed in accordance with FAC 61G15-23.001.

E. Bid Deductions

1. Base scope of work shall include the reclaim water connection as defined in Section II(B) of this RFP. Base scope of work shall also include an access driveway addition to the northern portion of the existing gravel parking lot. Refer to Attachment A Parking Lot Concept.

2. The bid deduction shall be to exclude any of the proposed work associated with the proposed parking lot improvements. This would include permitting and construction period services related with to the parking lot construction.
