About this file
This document is a set of clarifications for a Veterans Affairs (VA) Request for Lease Proposal (RLP) for a facility in Homestead, FL. The clarifications address multiple inconsistencies and questions about the lease requirements, including building specifications, sustainability standards, Design Intent Drawings (DIDs), parking, occupancy dates, and space planning. Key clarifications include: (1) both existing buildings and new building land options are acceptable, (2) Green Globes certification can be used in addition to LEED requirements, (3) Design Intent Drawings are required with the offer, (4) 150 total parking spaces are required, (5) the occupancy readiness date is amended to 8/15/2027, (6) the public bus stop distance requirement is 2,640 feet, and (7) no seismic requirements are needed for this location. The final clarification addresses space planning, specifying that the total space should be a minimum of 17,350 to a maximum of 17,400 square feet of ANSI/BOMA Occupant Area.

9. CLARIFICATION NINE:
Many line items in ASR – item #4. Space Plan shows a quantity and NUSF, that when multiplied, equals out to the listed Totals SF. Such as Lobby/Reception Area (1 x 390 = Total SF 390) or Examination Room (3 x 125 = 375SF). See the attached Excel Space Plan for a full list highlighted in green.
Other line items such as Exam/ Consultation Room, Specialty Audiology Area, and Staff Toilet locker/break (see attachment for full list of rooms) show a quantity of rooms and an NUSF, that when multiplied, do not equal the listed Total SF in Exhibit B. See the attached Excel Space Plan for a full list highlighted in yellow.
When adding up the totals that are listed in Exhibit B under the “Total SF” column, the totals add up to 23,342 SF. This is 5,942 more SF than maximum listed ABOA of 17,400 in Section
1.02 of the RLP.
Can the agency please amend the Space Plan provided to show the correct amount of room quantities and intended square footage?
The correct amount is a minimum of 17,350 to a maximum of 17,400 of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area (ABOA) square feet (SF). See attached updated ASR
