About this file
This is a Questions and Answers (Q&A) document for RFQ 36C24826Q1110 issued by the U.S. Department of Veterans Affairs, Veterans Health Administration, Bay Pines Healthcare System, for Pharmacy On Demand Courier services.
The requirement involves pharmacy courier delivery services operating 24 hours a day, seven days a week from C.W. Bill Young pharmacy (10000 Bay Pines Blvd.) to various locations within Pinellas County, Florida within a 1 to 20-mile radius. Unit pricing is based on complete round trips beginning and ending at the primary pharmacy location. CLINs 0013 through 4013 provide 31 annual deliveries to local hospitals, pharmacies, and patient residencies. Response times are specified as 60 minutes for emergency deliveries and 120 minutes for standard deliveries. The contract is structured as a firm fixed-price agreement with option year pricing that remains fixed unless market conditions dictate otherwise, in which case adjustments may occur as discounts or increases at the time of option exercise. The document provides corrected facility addresses for three delivery locations: Sebring CBOC (2931 New Life Way, Sebring, FL 33870-0354), Naples CBOC (800 Goodlette Road North, Suite 120, Naples, FL 34102-5402), and North Pinellas Community Based Outpatient Clinic in Clearwater (26286 U.S. Highway 19 North, Suite A, Clearwater, FL 33761-4506). Contractors must comply with all applicable state and federal vehicle operation laws, with vehicle type selection left to contractor discretion. Award evaluation uses a comparative process based on three factors: Technical merit, Past Performance, and Price, with preference given to offerors demonstrating relevant experience.

1. Please confirm the unit price per JB is based on the complete round trip, beginning and ending at the C.W. Bill Young pharmacy, 10000 Bay Pines Blvd. A:Yes to job – usually pick up from C.W. Bill Young pharmacy – one job
2. CLINs 0013 through 4013 provide 31 annual deliveries to "various local hospitals, pharmacies, and patient residencies" with no locations or geographic limit. Please provide the destinations served in the current period, or a maximum radius offerors should assume for pricing. A: Pinellas County area – 1 to 20 miles.
3. SOW ¶6 states option year pricing is "subject to revision based on current prices at the time of notification of the government's Intent to Extend an Option." Provision E.2 contemplates a Firm-Fixed-Price contract, and the schedule requires fixed prices for all four option years. Please confirm whether quoted option prices are firm for the contract term or adjustable at exercise, and if adjustable, the mechanism and any ceiling. A: Firm fixed price contract, the option year pricing is fixed unless market conditions dictate otherwise. Pricing for option years can adjust in the form of a discount or increase.
4. Three location entries are inconsistent between the Price/Cost Schedule and the SOW. Please confirm which governs:
• Sebring CBOC — 3760 US Hwy 27 S (CLIN 0005) or 5901 US Hwy 27 S (SOW ¶2.I(e))
Correct address: 2931 New Life Way Sebring, FL 33870-0354
• Naples CBOC — 2685 Horseshoe Dr (CLIN 0008) or 800 Goodlette Rd N (SOW ¶2.I(g))
Correct address:
800 Goodlette Road North Suite 120 Naples, FL 34102-5402

26286 U.S. Highway 19 North, Suite A Clearwater, FL 33761-4506
5. Volume 1, Document 2 requests a manufacturer's authorization letter or seller's distribution agreement. Please confirm what the Government requires for a services-only requirement — for example vehicle registration, insurance, temperature-control capability and driver licensing — or that this element is not applicable. A: The contractor must abide by all applicable state and federal laws regarding vehicle operations. Type of vehicle is determined by the contractor.
6. SOW ¶4 requires service 24 hours a day, seven days a week, but states no response time. Please confirm the required time from notification to arrival at the pharmacy for pickup, and whether routine and emergency call-outs carry different standards.
A: Within 60 min – emergency and within 120 minutes - standards
7. Factor 2, History, assesses "the relative risks associated with a quoter's likelihood of success." The predecessor solicitation provided that offerors without relevant past performance would not be evaluated favorably or unfavorably. Please confirm how the Government will evaluate a quoter without a record of directly relevant past performance. A:The government will use a comparative evaluation process where each quote will be evaluated to the next quote and the evaluation factors are Technical, Past performance, and Price, the quote that provides the best overall value to the government will be awarded the contract. If you as a quoter has no experience and your quote is compared to a quoter that has experience and the other quoter has experience the better value to the government is the quoter with experience.
