About this file
This is a Questions and Answers document clarifying requirements for a VA courier services contract at C.W. Bill Young VA Medical Center in the Pinellas County, Florida area.
The contractor must provide one-way pharmacy courier delivery services with response times of 60 minutes for emergencies and 120 minutes for standard requests. Services operate 24/7 to support a hospital pharmacy, with historical volume of approximately 25 jobs annually, including 5 weekend requests and 1 federal holiday request. The geographic service area encompasses the Pinellas County area within 1 to 20 miles. Shipments consist of small medication bottles and occasional pharmacy supplies with no controlled substances, refrigerated items, biological specimens, or specialized licensing requirements. The VA will provide packaging and requires pickup and delivery receipts as proof of delivery. Vehicle temperature maintenance between 65°F and 85°F is sufficient; the VA will provide data loggers and insulated containers if needed. Compensation is per completed job, including attempted deliveries, cancellations after dispatch, address changes, redeliveries, extended waiting time, and returns to the pharmacy. The contract is firm fixed price with option-year pricing adjustable based on market conditions as determined by the contractor, though price increases may trigger recompetition. No technical plans are required; contractors determine appropriate transportation. The incumbent contract number is 36C24822P0014. Department of Labor wage determinations are identified in RFQ Section C.6. Contractors must maintain state and federal vehicle compliance but have no specific insurance requirements beyond federal and state mandates. Experience in same or similar medical courier services is accepted for evaluation purposes.
