About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, Network Contracting Office 8 (NCO 8) located in Tampa, Florida.

The amendment extends the due date for receipt of quotations for Request for Quotations (RFQ) 36C24826Q1057, originally issued September 15, 2026, from Wednesday, October 28, 2026, to Monday, November 9, 2026, at 4:30 PM EDT. The primary purpose is to update Section 6.8 (Contractor Security Requirements) of the Performance Work Statement, which addresses VA Handbook 6500.6 cybersecurity and privacy requirements. The amendment notes that a separate amendment addressing vendor questions will be forthcoming, and no additional questions will be addressed beyond that point. The contracting officer is Jayne Messer, and the contract is identified as VA-VHARPOE-2023-0120.

The updated Section 6.8 establishes comprehensive VA cybersecurity and privacy requirements applicable to contractors, their personnel, subcontractors, and affiliates working with VA information systems. Requirements span general security standards compliant with NIST frameworks and FISMA; VA information custodial obligations including data rights, encryption, and handling; access controls and personnel vetting; security incident investigation and reporting within one hour to the VA Office of Information and Technology; information system design and development standards; system hosting, operation, and maintenance procedures; compliance testing and auditing; product integrity and supply chain management; virus and malware protections; cryptographic requirements; patching governance with specific timelines (14 business days for critical vulnerabilities, 30 days for non-critical); specialized device requirements including medical devices and IoT compliance with FDA and FCC standards by January 4, 2027; and data center provisions for network access, encryption, and facility security. The requirements emphasize zero-trust architecture, continuous authentication, and immediate revocation of access upon contract termination or personnel changes.

CONTINUATION SHEET

Section 6.8. Contractor Security Requirements (VA Handbook 6500.6) of the Performance Work Statement, pages 27 through 47 of the Request for Quotations (RFQ), is hereby removed and replaced with the following:

6.8. Contractor Security Requirements (VA Handbook 6500.6)

VA CYBERSECURITY AND PRIVACY

The Department of Veterans Affairs (VA) Cybersecurity and Privacy language from Sections a-m are the minimum VA requirements, and each section shall be included in full, without alterations, in the Statement of Work (SOW), Performance Work Statement (PWS), Product Description (PD) or contract.

NOTE: Medical devices / systems as defined by VA Directive 6550, Pre-Procurement Assessment and Implementation of Medical Devices / Systems may be exempted from specific cybersecurity requirements below where implementation is not technically feasible, would invalidate manufacturer support, conflict with FDA-cleared configurations, or adversely impact patient safety or clinical operations. Any proposed exemptions must be documented, including risk justification and compensating controls, and be approved by the requesting office, Information System Security Officer (ISSO), and Contracting Officer (CO) prior to contract award/implementation. VA minimum privacy and security requirements address:

a. GENERAL

(1) Contractors, Contractor personnel, Sub-Contractor and Sub-Contractor personnel (hereinafter referred to as “Contractor”) will be subject to the same Federal laws, regulations, standards, VA directives and handbooks as VA personnel regarding information and information system security and privacy.

(2) VA Cybersecurity and Privacy language included in the solicitation or contract applies to the Contractor and all Contractor affiliates and agents.

(3) All information systems, applications, and services operating on behalf of or within VA must meet or exceed all applicable federal cybersecurity and risk management minimum standards. At a minimum, systems shall implement and maintain compliance with the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-37, Risk Management Framework for Information Systems and Organization: A System Life Cycle Approach for Security and Privacy, Federal Information Security Modernization Act of 2014 (FISMA) requirements, and all applicable federal laws, and Office of Management and Budget (OMB) mandates. Contractual terms, implementation approaches, or operational constraints shall not supersede or circumvent these federal minimum security and compliance requirements. Authority established under this handbook is limited to technical, and enterprise architecture matters; interpretation or adjudication of non-technical policy or programmatic content remains the responsibility of the appropriate business or governing policy offices.
