About this file

This is a Standard Form 30 Amendment to a solicitation and associated Questions and Answers document for RFQ 36C24826Q0512 issued by the Department of Veterans Affairs Veterans Health Administration, Network Contracting Office 8 (NCO 8) located in Tampa, Florida. The amendment was issued on May 1, 2026, with an effective date of May 12, 2026, and addresses vendor questions regarding the procurement. The solicitation seeks Emergency Residential Services (CERS) and Low Demand Safe Haven Services in San Juan, Puerto Rico, and the U.S. Virgin Islands.

The Q&A document clarifies key requirement details: this is a new requirement with no incumbent, and contractors must demonstrate facility control at the time of quotation. Required facilities include 5 beds for CERS in the Puerto Rico metropolitan area, 5 beds for Low Demand Safe Haven Services in the Puerto Rico metropolitan area, and 3 beds for CERS in the U.S. Virgin Islands. Facilities must meet Life Safety Code (NFPA 101), state and local fire/safety codes, and health/licensing requirements, but may include leased facilities such as assisted living, apartments, hotels, or boarding homes—excluding locked facilities where veterans must be able to freely enter and exit. Both service types can operate from the same facility. Length of stays typically range from 30 to 60 days with extension options based on clinical need. The staffing ratio is 12-1, applied per service type and per facility. Contractors may contract meal delivery services and are not required to provide means for veterans to prepare their own meals. If a contractor loses facility control except due to acts of God, no alternate property substitutions are permitted. The document notes that all beds will not be under a single contract regardless of location and confirms that E-Verify participation satisfies citizenship requirements.
