About this file

This is a Questions and Answers (Q&A) document for federal contract opportunity 36C24826Q0451, PROJECT 673-21-153, issued by the Department of Veterans Affairs (VA). The document addresses 127 contractor inquiries submitted during the Request for Information (RFI) period regarding a ground floor renovation project at a VA medical facility involving asbestos abatement, construction, and building system upgrades.

The project encompasses renovation of multiple ground floor wings involving removal of asbestos-containing materials (ACM) including fireproofing, drywall, ceiling tiles, and ductwork insulation; replacement of terrazzo tile flooring; door hardware replacement on 88 doors with existing hardware removal and reinstallation on 51 doors; wall tile removal; paint application; electrical, mechanical, and plumbing system work; fire alarm and security system modifications; and installation of a new fan coil unit tied to Johnson Controls building automation systems. Work must be conducted in multiple phases while maintaining access to critical areas including electrical, mechanical, telecom rooms, morgue, kitchen, pharmacy, and elevators. The VA specified that all terrazzo installation will use tile rather than poured systems to allow flexible installation procedures within corridor constraints (approximately 6-7 feet wide). A site visit was scheduled allowing contractors to access above-ceiling areas to inspect existing conditions following VA safety protocols. The quotes due date was extended to 07/17/2026 at 2:00 PM EST per Amendment 0002. The contract includes a liquidated damages clause of $1,700 per calendar day for delays. Key requirements emphasize coordination with VA for scheduling tunnel/scaffolding setup closures during non-business hours with minimum three-week notice, contractor responsibility for means and methods including negative air exhaust routing, and preconstruction test and balance reports if existing reports are unavailable.

36C24826Q0451 PROJECT 673-21-153

No. Question Reference Contractor

Please clarify if PPQ’s already obtained can be submitted? Trying to get these completed and sent in multiple times is next to impossible.

Midwestern

VA

Response Yes, if less than a year

This project appears to be highly unique in both size and type, and the proposal requires past performance examples of similar size and magnitude. Given the distinct nature of this project, it may be challenging to provide examples that match both criteria precisely. This is very limiting on the pool of potential SDVOSB’s.

Would it be acceptable to submit more than five projects that demonstrate comparable experience—some similar in scope but not magnitude, and others similar in size but not identical in scope?

Midwestern

VA

Response

No more than 5 will be evaluated. It will be acceptable to demonstrate comparable scope OR comparable magnitude, etc. in projects but more weight will be given to projects that are both.

On AE.524, Detail 2 lists a Schluter ramp divider strip at the terrazzo and concrete.

The finish plans do not show the adjacent finishes to the terrazzo, so we are not able to get a count on those strips.

Midwestern

VA

Response

Refer to AI Sheets for interior floor transitions and the typical terrazzo details on AE.524. Please provide transition counts per the finish plans

Also, on AI.102, the Room Finish Schedule lists GT-1 as an “epoxy grout at terrazzo”.

We don’t apply grout at terrazzo. What was the reason for this note?

Midwestern

VA

Response

See AI.101 for finish materials. Terazzo Tile and epoxy grout

For Factor 1, A compliant, evaluator‑ready response to this section cannot include phasing strategy, organizational structure, and personnel narratives within 5 pages.

Expanding to at least 10 pages is the only

Midwestern way to maintain clarity, compliance, and technical sufficiency. Please clarify if this is acceptable.

VA

Response Yes

For Factor 2, A compliant, evaluator‑ready response to this section cannot include a potential of 5 projects, provide all the required information, and fit within 5 pages.

Expanding to at least 10 pages is the only way to maintain clarity, compliance, and technical sufficiency. Please clarify if this is acceptable.

Response yes

The floor plans and door schedule indicate only one (1) card reader-controlled opening.

However, during the site walk, multiple card reader-controlled doors were observed throughout the project area. Please provide an updated door schedule identifying all existing card reader doors that are to remain, be modified, or be included in this project.

Response

Refer to door schedule note 2 for new card reader. Refer to door schedule note 1 to replace any existing door hardware, to include PIV

8.

Will there be a requirement for fire protection and fire alarm under the scaffolding/tunnel system for each phase?

This assumes the Sprinkler and alarm will also need to remain above the scaffolding/tunnel system.

Refer to note 9 of the phasing plan on

AS.200

9.

Per the drawings, most deck-mounted items above the ceiling are to remain in place.

Can you provide photos of the above-ceiling spaces so we can identify any obstructions that may impact access to the asbestos fireproofing for removal? If photos are not available, will any unknown obstructions be considered unforeseen conditions?

Site walk to be scheduled to allow contractors to go above ceiling (following VA above-ceiling requirements, including PPE and containment both- see attached).

Because of this opportunity, this would not be considered unforeseen.

10.

Does the VA concur that to set up the tunnel/scaffolding, hallways will need to be completely closed for short durations to make this task happen?

Yes. This work will have to be done during WHEN hours and carefully planned in conjunction with VA with a minimum 3-week notice and access closure work plan

11.

The drawings do not provide a clear location of where the negative air machines are to be vented during construction activities in each phase. Given this is a BB project, the A/E should be providing this information Please provide those locations to understand routing for the rigid ducting.

This is considered means and methods and is the contractor’s responsibility.

12.

Door Schedule Note 1 88 Doors Replace existing hardware with new hardware…function to remain the same.

New hardware style and manufacturer to match facility standards Will JAHVA be providing hardware specifications (manufacturer/model) or additional guidance for replacement hardware for these openings?

Doors will be per typical VA hardware sets.

GC to work with COR and JAHVA locksmith. Locksets shall accept IC 7-pin small format cores. VA will provide keyways and cores. Mortise locks shall be used.

13.

Door Schedule Note 2 1 Door (GC-006) Card reader by Others This door is included in Note 1 above. We need to verify that replacement hardware is compatible with access control (electric strike, electrified trim, etc.) Please confirm what the hardware intent is.

Hardware intent is to maintain all current functionalities + a card reader

14.

Door Schedule Note 3…139 Doors Please identify any changes to fire ratings as indicated on the Door Schedule. How are we to include this in our quote? Will this be handled as a changed condition after award if identified?

VA

Response

There are no changes. Existing rated doors will be replaced by an equivalent rated door.

15.

Door Schedule Note 6….51 Doors Existing door hardware to be removed and reinstalled on new door •Please confirm that all door panels under Note 6 will need to be replaced.

Response Note 6 Specifies new door

16.

Is it the intent to have all the surface mounted devises recessed into the walls even if the substrate is a block wall or wire lath and plaster?

Yes, the intent is to recess the surface mounted items. Situationally, if furred wall can be constructed in front of block wall without interfering with required corridor widths (with VA’s approval), this will be permitted. Note – if a wall is fire or smoke rated, the furred wall must be constructed with the same rating.

17.

There are several abandoned devices above ceiling and on the ceiling grid, most specifically cameras. Are those items going to be identified for replacement as part of an addendum and upgraded or is it the intent to just remove those devices entirely?

I believe the abandoned devices have functioning replacements already.

Coordinate with VA for identification and removal of abandoned items. Non-abandoned devices shall be reinstalled by contractor.

18.

Are there any areas of the project that absolutely cannot be shut down if it is decided to deviate from the plans phasing protocols? Can those areas be provided?

Access must remain to multiple areas, including but not limited to: Electrical, mechanical, and Telecom rooms, Morgue, SPS, Kitchen, OIT, Linen, Pharmacy (inpatient and admin areas), Police, Request for Information Office, Biomed Shop area, MSDU, Mail Room, Sim Lab, elevators (can be closed in phases), Maintenance shops. Once abatement is complete, emergency-only access (mech room, elec room, telecom, etc) can be accessed through construction site. Other occupied areas must maintain public access

19.

It is the intent to remove all the wall tile in the areas that have wall tile. What are the existing substrates for those areas and will details be provided as to how those areas are to be restored? Some appear to be block surfaces with a skim coat, others may be wire lath with plaster.

Yes. Remove the white wall tile in the A-wing outside room GA-013 as ACM and the white wall tile in the pool area containing Lead glazing. The substrate is unknown.

20. Please provide all as-builds for the affect areas.

VA

Response

Some as-builts provided here but request is not specific enough. As-builts provided are for reference only and it is the contractor’s responsibility to validate. As-builts of all areas may not be available

21.

The current door schedule does not appear to identify doors with intercom devices located outside offices/suites within the project area. Please provide a list of all intercom devices that are to be removed, relocated, or reinstalled as part of this

Keynote 53 on demo elevations indicates removal of intercoms. Confirm with VA prior to removal.

22.

Several video surveillance cameras observed within the project area appear to be non-functioning, obsolete, or legacy analog devices. Please clarify how these cameras are to be addressed under this project, as reinstallation of non-functioning or outdated equipment may not be appropriate.

I believe the abandoned devices have functioning replacements already.

Coordinate with VA for removal of abandoned items. Select cameras (for pharmacy and police areas) will need to be temporarily relocated into passage tunnels to keep visibility in front of those areas.

23.

Is a camera schedule available, whether within the reflected ceiling plans or elsewhere in the contract documents, identifying the existing camera model and location for each device currently installed?

VA

Response

See attached. Please note this may not be fully up-to-date and shall be validated by contractor.

24.

During the site walk, additional unidentified devices were observed at several door openings, including key switches and similar ancillary devices. Please provide a device schedule identifying these items, along with the function and purpose of each device, and clarify whether they are to remain, be removed, or be reinstalled as part of this

Refer to demo elevations – keynote 35 where occurs. Any conflicts shall be brought to the VA for confirmation.

25.

We are hearing consistently from the terrazzo contractors that the corridor widths—approximately 6-7 feet—do not provide adequate working space. Their equipment requires roughly 3 feet of clearance, plus additional room to maneuver, leaving barely 2 feet for passage. Based on these constraints, a poured terrazzo system does not appear feasible within the current phasing approach. It seems each phase would need to be fully closed to allow terrazzo installation to occur safely and correctly.

Can you clarify what the A/E team’s intended plan or sequencing was for installing terrazzo under these conditions?

Terazzo will be tile per AI.101. The Terazzo tile allows for more flexible installation procedures

26.

The mechanical note states that any elbow over 45 degrees is to be a hard installation.

Without being able to get above the ceiling to evaluate the conditions how are we to determine the extent of hard installations needed? Did the A/E get pictures or perform an evaluation? Will this be treated as an unforeseen condition? The duct sizes vary greatly.

Site visit will be held for bidders to look above ceiling to see existing conditions (following the VA above-ceiling permit protocols that are attached – respirator, containment booth, etc.). This will not be considered as unforeseen. VA will work with contractor in areas that may prevent this from being done to come up with an acceptable solution.

27.

As part of the project, we are to be removing the spray fireproofing on the deck. Can the VA confirm if there is enough space to access the fireproofing once above the ceiling? If not, will any obstructions be considered unforeseen?

Site visit will be held for bidders to look above ceiling to see existing conditions (following the VA above-ceiling permit protocols that are attached – respirator, containment booth, etc.). This will not be considered as unforeseen. Method to access and abate fireproofing is considered means and methods and thus contractor’s responsibility.

28.

Please provide the path for the pharmacy delivery robot and what constraints it may cause when determining if the hallways can be shut down completely.

Pathway to be provided once available-awaiting response from vendor. Certain areas around pharmacy will require TUG to be out of service for short periods of time and these closures can be coordinated with VA staff. Aside from immediate areas around pharmacy (front and back entrance) and elevators 10/11 which will require TUG to temporarily be stopped, TUG pathway does not include any space that could fully be shut down.

29.

Can elevators have access removed to the ground floor while performing work in each bank of elevators? Is it to be assumed that the other bank of elevators will take the load of traffic during those phases?

Yes. Note no more that 2 elevators out of elevators 4, 5, 10, and 11 can be shut down at one time to maintain patient transport

30.

Please provide the life safety plan for the entire ground floor to determine egress while performing our work.

Response Attached.

31. Please provide any and all as-builds for the spaces in each phase.

VA

Response

Some as-builts provided here but request is not specific enough. As-builts provided are for reference only and it is the contractor’s responsibility to validate. As-builts of all areas may not be available and are known to not fully show all updated spaces on the ground floor

32.

Considering the amount of potential RFI’s can the due date be extended 2-3 weeks to allow us to make additional site visits to confirm what was provided during the RFI period?

Quotes due date was moved by Amendment 0002 to 07/17/2026 at 2:00PM

EST

33.

Response See hazardous materials report for extent

45.

While fireproofing and other above-ceiling ACMs are being removed, will an adjacent room off the corridor being abated be made available for installation of a decon, storage of materials, etc.?

While the VA will do their best to provide adjacent space where feasible, this should not be planned for. Decon should be constructed at the entrance of the phase area. Storage connex location will be provided. Please note that if there is contamination of any adjacent spaces being used, the contractor will be responsible to abate these as well.

46.

If an adjacent room is made available, will we be able to cut an access hole through the smoke/firewall to access the ceiling in the corridor?

VA

Response

Yes but must have a fire/smoke-rated access panel to keep work area isolated and must be properly patched following completion of said area. Please note some adjacent areas also have ACM so proper infection control requirements would be required in those spaces as well

47.

Where is negative air from the containment to be exhausted? Please provide a proposed location for each phase.

Means and methods. Contractor to propose and coordinate with VA

48.

Will particle counters be required for this project, and if so, are they to be data logging, and at what time intervals?

Particle counter is not required for this project.

49.

Are there any uninsulated exhaust ducts in the corridors with gold ACM mastic? If so, is the mastic to be removed from the duct or the duct removed and replaced?

AESUS: Per Asbestos Abatement contractor, all ductwork insulation is to be replaced, and mastic utilized on joints to be encapsulated. Uninsulated exhaust ductwork still requires encapsulation.

50.

The existing ceiling and grid will need to be removed as ACM debris prior to construction of the above-ceiling containments. What are the requirements for prep in the corridors after the tunnel is constructed but prior to full containment being established above the scaffold deck?

The hallway must be accessible at all time.

After building the scaffold start building the containment above the scaffold and establish negative pressure in the containment prior to start removing the ceiling tiles and grid. Make sure there are sufficient negative air machines to compensate for the loss of negative pressure once the ceiling tiles are removed.

51.

What systems are necessary to remain actively functioning while the workspace is under construction?

Fire alarm and fire sprinklers (unless fire watch is chosen to do by contractor), lighting (temp lighting), security cameras for pharmacy and police dispatch, etc. (this list is not conclusive) And all systems that serve active areas that aren’t in the work area.

Any questions on any specific system shall be asked to the COR.

52.

Who will be responsible for devices taken down to be reused that are from an asbestos environment?

Contractor is responsible for cleaning per asbestos procedures, storing the devices, and reinstalling

53.

Will the VA require new devices to be installed in place of removed devices. (i.e.

Fire Alarm, Paging, WAP, Lights, Security/PIV, Telecom, Nurse Call, etc.)?

Yes unless otherwise identified as abandoned.

54.

Who will be responsible for the three existing wireless telephone antenna systems that are located above ceiling?

Response Contractor

55.

Will the relay boxes that are mounted below ceiling for Fire Alarm be relocated above ceiling or are they to remain below ceiling for access?

Response Intent is to relocate these above ceiling

56.

Will existing cable tray(s) be required to be removed. If so, will new cable tray(s) be required to be installed?

Cable trays will either need to be cleaned and protected from abatement and new fireproofing or removed and reinstalled. New cable trays will only be required if existing cable trays are damaged.

57. Will all work be conducted at night?

Response

No. All temporary full closures of otherwise-occupied hallways and other intrusive activities must be WHEN hours. VA will allow daytime work as much as possible while maintaining hospital operations.

58.

Much of the Ground Floor has concrete block walls, it is unknown which cells (if any) are poured with concrete. Will the block walls be required to be cut open to install conduit and prevent from having exposed raceways in the hallways?

VA

Response The intent is to recess. Coordinate with VA

59.

Above ceiling, where access to wire raceways or anything else deemed necessary to reach is not accessible because of ductwork being in the road will the duck work be removed for the trades? If so, how are the bidders to quantify the amount without seeing above the ceilings to verify quantities?

Site visit will be held for bidders to look above ceiling to see existing conditions (following the VA above-ceiling permit protocols that are attached – respirator, containment booth, etc.). This will not be considered unforeseen. Method to access is considered means and methods and thus contractor’s responsibility.

60.

ED 101A - Demo of light fixtures, will abatement contractor, general contractor, or electrical contractor responsible for disposal of any PCB ballasts?

This is the responsibility of the GC to determine. Abide by VA Standards.

No. However, if devices can be compliantly installed within 2” from ceiling grid, surface-mounted will be permitted.

63.

ED 101A – Note P, General Notes, if a lighting circuit is discovered to have over 16 Amps, will a change order be provided for installment of additional lighting circuit.

If this situation is encountered, contractor shall bring it to the attention of the COR. It will then be decided if the VA will add the circuit or if the VA will request a proposal to do this work.

64. ED 101A – During demo, if it is discovered that the lights are not supported properly, will the expense to support them be in addition to the initial bid?

VA

Response

No. As the lights are being replaced, it is the responsibility of the contractor to support the new lights appropriately.

65.

ED 101A – During demo, if it is discovered that there are wiring issues such as missing grounding wires and/or shared neutrals will we be required to install missing wire. If so, will the expense to add them be in addition to the initial bid?

If this situation is encountered, contractor shall bring it to the attention of the COR. It will then be decided if the VA will correct the issue or if the VA will request a proposal to do this work.

66.

ED 101A – Note H, Demo Notes, who will be responsible for cleaning any ACM containment devices, and who will be responsible for storing said devices?

Much of the Ground Floor has concrete block walls, it is unknown which cells (if any) are poured with concrete. Will the block walls be required to be cut open to install conduit and prevent from having exposed raceways in the hallways?

VA

Response

The intent is to recess. Coordinate with VA. Adding a furred wall and running conduit behind it will situationally be permitted if the furred wall does not conflict with required corridor widths. Please note, if a furred wall is added in front of an existing fire wall, the furred wall must also meet fire wall requirements.

Above ceiling, where access to wire raceways or anything else deemed necessary to reach is not accessible because of ductwork being in the road will the duct work be removed for the trades?

VA

Response

This is means and methods and will be the responsibility of the contractor to determine best method.

Are there any areas above the ceiling where the ductwork or other interferences are present that will prevent full abatement of the fireproofing? If so, is the abatement contractor to encapsulate it, and in what manner is it to be encapsulated?

VA

Response

Contractor will determine means and methods to abate all fireproofing, to include moving interfering items temporarily if needed. Encapsulation would only be permitted in extreme circumstances with COR and AE’s agreement and should not be planned on (other than duct mastic that is in scope to encapsulate)

114 Where is negative air from the containment to be exhausted?

VA

Response Means and methods. GC to coordinate

If negative air from the containment is unable to be exhausted outdoors, what alternate method is the abatement contractor to employ?

VA

Response

Contractor shall find a path to exhaust outdoors (means and methods). Contractor may propose alternate approved method for abatement area exhaust to be reviewed by VA, VPIH, and CIH for potential approval but should expect to find a path to exhaust outdoors.

Are there any uninsulated exhaust ducts in the corridors with gold ACM mastic? If so, is the mastic to be removed from the duct or the duct removed and replaced?

VA

Response

AESUS: Per Asbestos Abatement contractor, all ductwork insulation is to be replaced, and mastic utilized on joints to be encapsulated. Uninsulated exhaust ductwork still requires encapsulation.

The existing ceiling and grid will need to be removed as ACM debris prior to construction of the above-ceiling containments. What are the requirements for prep in the corridors after the tunnel is constructed but prior to full containment being established above the scaffold deck?
