1
Please clarify if a heater will be required for the shower in the deacon? If so, please provide the available power locations.
Midwestern
VA Response
Hot water is required in accordance with OSHA 1926.1101(j)(1)(i)(b) and 1910.141(d)(3). The owner may supply hot water for the decon if available depending on location of the decon, otherwise, it is the responsibility of the contractor to provide a heater for hot water. The location of available power will depend on the location of the decon unit.
2
It appears the Deacon will have to be built out in the hallway and load out of asbestos will be done in the hallway as well. Will special considerations need to be made for this load out?
Midwestern
VA Response
Load out is to be performed between the hours of 1300-0400 to ensure minimum disturbance to normal operations of the hospital. A haul out route will be determined depending on the location of the containment.
3
Please provide the available locations for water for the deacon.
Midwestern
VA Response
This will be decided depending on the location of the decon.
4
Please provide a revised drawing identifying all existing card reader and keypad access-controlled openings within the project limits and indicate which openings are included in this contract. The door schedule does not match the existing field conditions observed during the site visit.
Midwestern
VA Response
General intent is to maintain existing operating conditions (like-for-like) unless otherwise noted on the drawings, to include PIV. If door currently has access control, it shall be reinstalled and reconnected to new door unless otherwise noted.
5
Multiple intercom stations were observed during the site visit that are not identified in the contract documents. Please provide a revised drawing identifying all existing intercom devices within the project limits and indicate which devices are to be removed and reinstalled as part of this project.
Midwestern
VA Response
All devices shall be removed and re-installed as part of this scope of work. If particular devices are determined to be abandoned by the VA prior to/during demolition, the VA will notify the contractor that they do not need to be reinstalled.
| 6 | |
| Existing CCTV cameras observed during the site visit are not identified as active or abandoned in the contract documents. Please provide a revised drawing or device list identifying all existing CCTV cameras within the project limits and indicate which cameras are to be: | |
| a. | removed permanently, |
| b. | temporarily removed and reinstalled, or |
| c. | excluded from this contract. |
Midwestern
VA Response
All devices shall be removed and re-installed as part of this scope of work. If particular devices are determined to be abandoned by the VA prior to/during demolition, the VA will notify the contractor that they do not need to be reinstalled.

Answer#50 The hallway must be accessible at all time. After building the scaffold start building the containment above the scaffold and establish negative pressure in the containment prior to start removing the ceiling tiles and grid. Make sure there are sufficient negative air machines to compensate for the loss of negative pressure once the ceiling tiles are removed.
We are unclear how this is to be achieved with the existing ceilings only being ~8’. Once the scaffold is erected to allow proper overhead clearances below (sprinkler heads, lighting, alarm devices, speakers all below the scaffold), the remaining space will be ~12”. This will not leave enough room to safely perform the work. Another solution must be provided as this could also be considered a confined space by safety department which would add additional cost to the project if it was even feasible. The hallways in each phase will need to be shut down for several days to realistically make this happen.
Midwestern
VA Response
The VA will not provide means and methods for constructing the containment. The contractor will submit means and methods in their abatement plan for approval by the owner.
8.
Answer #16 Yes, the intent is to recess the surface mounted items. Situationally, if furred wall can be constructed in front of block wall without interfering with required corridor widths (with VA’s approval), this will be permitted. Note – if a wall is fire or smoke rated, the furred wall must be constructed with the same rating.
Why would this be necessary if the wall behind carries the rating already. The furred wall would simply be cosmetic at this point. This appears to simply add redundancy and unneeded cost. Please clarify.
Midwestern
VA Response
This can be revised. This only needs to occur if furred wall goes to deck. If furred wall ends 4-6” above ceiling (so there is visibility of the fire wall to check for integrity), then it does not need to meet the fire rating.
9.
Answer #9 Site walk to be scheduled to allow contractors to go above ceiling (following VA above-ceiling requirements, including PPE and containment both- see attached).Because of this opportunity, this would not be considered unforeseen.
We respectfully request that this statement be removed. Due to the limited time allotted for the site visit, it was not feasible to visually inspect every inch of space above the ceiling. As a result, additional unforeseen conditions may present themselves in other areas.
Midwestern
VA Response
Multiple site visits were given and no requests for more time that day were received. If bidders choose not to take advantage of multiple time frames, this is not the VA’s issue. Because the opportunity was offered, this will not be considered unforeseen.
10.
Does the VA has a preferred material for fireproofing
Blue Cord
VA Response
The GC shall bid per spec section 07 81 00.
11.
Please confirm what fire rating is needed for the above ceiling fireproofing.
Blue Cord
VA Response
2-hr (full flooring system with concrete, etc. must be 4-hr. 2-hr is for the new applied fireproofing)
12.
Can the VA provide as built, structural sheets to show existing floor deck
Blue Cord
VA Response
Attached
13.
It was stated at the 6-24-26, 5:30 AM site visit that the VA would be willing to give up entire sections of hallways for a phase. Can the VA please identify these areas on a drawing so that bidders can include this in our phasing and schedule that is submitted for the solicitation.
Blue Cord
VA Response
There are not entire hallways. The hallway that will be able to close the most is shown as phases 8 and 9. Access to ROI and electrical/mechanical/IT closets will need to remain so tunneling would only be required in those areas.
14.
On drawing ASB-1 under Asbestos Abatement Legend/Key Notes, Note 3 under sequencing for abatement, it states to abate the ductwork insulation first. If this is the case it wall cause the ductwork to sweat until new insulation can be installed. New insulation cannot be installed until after air clearance without the risk of the new duct being cross-contaminated. Will the AHU’s associated with this ductwork be shutdown during the abatement phases to prevent the ductwork from sweating?
Blue Cord
VA Response
No. The sequence of work can be modified to remove the ductwork last to minimize condensation. Based on abatement requirements, work area shall already be contained to prevent water intrusion into non-work areas during abatement.
15.
During the site visit on 6-24-26 it was observed in several areas that the ductwork is directly underneath the deck with less than 1’ in-between the top of the ductwork and bottom of the deck. In order to complete the abatement of the fireproofing on the deck the ductwork will need to be removed. Please advise if this is the intent in order to complete the abatement of the fireproofing. If the fireproofing is inaccessible is utilizing a penetrating encapsulant a viable option?
Blue Cord
VA Response
How to access area to abate is means and methods. If contractor determines duct removal is necessary to abate the fireproofing, this shall be done. The intent is to remove all ACM fireproofing and not encapsulate.
16.
In the solicitation drawings it lists the room GD-038 as construction laydown. Is this room designated as the construction laydown during the entire duration of the project?
Blue Cord
VA Response
No that room is not part of the project area or designated as construction laydown and is an old room title. That space is now active. VA is working to provide space near each phase for decon, etc. where possible. Potential locations for connex and dumpster outside facility are provided.
17.
Please provide the available as-built drawings for Electrical and Plumbing disciplines for areas affected by this project
Blue Cord
VA Response
Reattached.
18.
On the demolition drawings there are various notes for removing existing devises on walls and recess conduit and boxes and in wall. Several of these locations in all wings are block walls. Are these block walls structural or poured solid? Please provide a structural detail for recessing the boxes and installing the conduits in the block walls without disturbing the structural integrity of the wall.
Blue Cord
VA Response
The VA have provided existing structural drawings for review. Otherwise, the GC shall bid the project as if the walls are non-structural.
19.
Drawing AE.430 shows replacing the freezer pair of doors (Room GD-007) to a single door. Is this correct? If, so does a new frame need to be installed?
Blue Cord
VA Response
This is not correct. See revised drawings and door schedule.
20.
Under the general demolition notes it states turn sprinkler heads up during construction. Does that mean that areas that portions of the corridors will remain active of during construction to staff and patients will not have fire sprinkler coverage? If the corridors do need to remain active during construction can the existing fire sprinkler pipe support having double the sprinkler coverage (sprinklers turned up and sprinklers turned down in the active corridor)?
Blue Cord
VA Response
Sprinklers shall be turned up in work area. Work area must have fire rated barriers; The accessible areas/tunnels shall have fire alarm notification, not sprinkler protection. Interconnected smoke detectors could satisfy this requirement so long as when one smoke detector goes into alarm all within the tunnel go into alarm. This will get the attention of anyone in the area after normal working hours, and they can make notification to the Operator of the code red situation.
21.
It was identified in multiple locations on the 6-24-26 above ceiling site investigation that several active utilities (HVAC ductwork, electrical conduit, low voltage free wire data and fiber cables, cable trays and plumbing lines sit directly on top on the ceiling grid in multiple areas (in several areas in A wing and D Wing the ceiling grid bows down due to this). Are these utilities to demoed in order to safely access the fireproofing for asbestos abatement? If they are to remain active can the existing supports support workers on top of them to reach the deck? If not please provide support details to support the above ceiling utilities to allow for workers to safely work on top of them to perform the asbestos abatement.
Blue Cord
VA Response
Shoring and / or supporting elements for “workers to safely work on top of them is a means and methods that should be figured out by the GC.
22.
Are there any above ceiling MEP utilities that the VA knows is abandoned or no longer in use that can be permanently demolished within the affected areas?
Blue Cord
VA Response
Not at this time. Any potentially abandoned utilities found during construction shall be brought to the attention of the CORs for confirmation of removal.
23.
Will the VA consider extending the period of performance of the project? Based on the phasing plan provided by the VA it does not appear the current period of performance can be achieved unless multiple phases are given to the successful contractor at once.
Blue Cord
VA Response
Yes. See revised SOW for extended PoP (730 days)
24.
It was stated in RFI Response 114 and 115 that negative air should be exhausted outside of the building. Please confirm if the VA’s intent is to penetrate the exterior to provide an acceptable exhaust area.
Blue Cord
VA Response
It is not the intent of the VA to penetrate the exterior to provide exhaust area. The exhaust location shall be determined for each containment separately depending on the location of the containment. How this is exhausted is means and methods.
25.
For exhausting negative air will the VA allow the contractor to run negative air tubing/ductwork below ceiling, or will the tubing/ductwork be required to be ran above ceiling?
Blue Cord
VA Response
Exhaust ductwork will be located above the drop ceiling as much as possible. If that is not possible then the VA will consider running the ductwork below the drop ceiling as long as it is not too noisy and interferes with patient comfort or safety. If below ceiling, contractor must ensure it is adequately supported and maintains integrity at all time to prevent any cross-contamination to areas outside the work area.
26.
Please confirm all ductwork and piping insulation that is demoed/abated during construction must be reinstalled.
Blue Cord
VA Response
All ductwork and piping insulation that is demoed/abated during construction must be replaced with new, compliant insulation. See insulation specifications.
27
Please confirm that phasing plans can be modified/changed to accommodate specific access safety or operational considerations?
LC3 Solutions
VA Response
Yes
28.
Can elevators and phase 5 be taken out of service while work is being done or will tunnel/access need to be made available?
LC3 Solutions
VA Response
Access will need to be made to either Elevators 4 and 5 or elevators 10 and 11 (two of the four must remain accessible at all times as they are the only elevators in the area that can fit patient beds). Alternately, contractor can propose a change in phasing to separate the two banks into separate phases
29
Please advise on location and size of staging areas and locations we can place dumpsters?
LC3 Solutions
VA Response
VA will provide a location for one dumpster and one connex (approx. 10’x30’ each). Potential laydown area for dumpster is outside Building 39 (nearest 131st Ave). Potential area for connex is either same location or in Freedom lot. The exact locations will be confirmed by the VA upon award.
30
Please clarify work hours.
LC3 Solutions
VA Response
See revised SOW.
31
Please clarify whether the contractor will be permitted to perform work in multiple phases concurrently or if work will be limited to one active phase/work area at a time.
LC3 Solutions
VA Response
Contractor may submit an alternate phasing plan for the VA to review that decreases the number of phases or includes multiple phases at once. However, impact to hospital operations shall be minimized at all times so several phases cannot be combined due to heightened impact/longer duration (ie phase 7 provides alternate access for areas impacted in phase 8, so they cannot be combined, etc.)
32
Will fire detection systems be shut down/the energized and work areas?
LC3 Solutions
VA Response
The fire detection system shall remain energized unless other means of protection is proposed and approved by the VA.
33.
Will all building systems within containment area areas be the energize and locked/tagged out while work is being performed
LC3 Solutions
VA Response
Building systems cannot be deenergized during construction since they supply multiple areas outside the work areas.
34.
Well, relocation of hospital operations be acceptable in areas where maintaining access is not possible?
LC3 Solutions
VA Response
VA will vacate as many areas as possible. However, this mostly only applies to offices. Multiple areas have operations that cannot be relocated which is why tunnel system is needed. VA plans to reroute as much patient traffic as possible to first floor but key support areas on ground floor must remain (including but not limited to SPS, morgue, linen, etc.)
35
Does the VA contain technical data sheets of Terrazo tile for what’s already in place?
LC3 Solutions
VA Response
Current tile is not terrazzo, it is VCT. Data sheets are not available for existing.
36
Manufacturer listed for terrazzo tile does not produce product given. Please provide an alternate.
VA Response
Products are just for basis of design. Requirement is to meet specification.
