About this file

The document is a Request for Information (RFI) Excel spreadsheet for Solicitation Number 36C24825R0019, a VA project to correct electrical deficiencies at the Lake City Veterans Affairs Medical Center. The project is set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB) with a project scope involving electrical system renovations across multiple buildings, including demolition, panel replacements, transformer upgrades, and temporary power provisions.

Key project details include a 730 calendar day performance period, a project magnitude between $10-15 million, and critical dates such as a site walk on 04/28/2025, RFIs due by 05/02/2025, and proposals due by 05/1/2025. The project requires comprehensive electrical infrastructure work across approximately 15-20 buildings, with specific requirements for temporary power, after-hours work coordination, and compliance with VA specifications. The project is overseen by the Department of Veterans Affairs Veterans Health Administration and requires contractors to be registered in SAM, with award subject to fund availability.

26After attending the site visit on Monday, 4/28, there were several areas that we could not visit that would indicate the locations of source panel’s locations in various buildings. Knowing these source locations are critical to properly bidding the project, PCG believes that it is in the best interest of VA to schedule another site visit, if possible, so we can confirm the locations of the source panels. Below is an email excerpt that we received today from a key Electrical Contractor (who also attended the site visit) that would like to bid this project to us but has expressed the same concern as stated above:site visits wer offered to answer these questions photos included5/20/25ERRPointer Construction Group
27In the course of reviewing the documents, we wanted to see if we could schedule an additional site visit to gather information that was not included in the drawings. Many of the panel replacements in the drawings call for replacing / relocating an electrical panel and demo’ing / reinstalling raceways and conductors from the source panel to the subject panel. For most locations, the source panel name is indicated on the drawings, however, the location of the source panel is not shown for many of the buildings.site visits wer offered to answer these questions photos included5/20/25ERRPointer Construction Group
28For example, in Building 19, Sheet EPB-101, Keyed Note 1 calls for replacement on Panel M with new raceways and conductors from the source and refers to EB-601 for details. Sheet EB-601 indicates Panel M being fed from “existing”. The location and details for the existing source of Panel M are not indicated. A similar situation exists for other panels and buildings throughout the project.Should focus on panelboard schedule to determine panelboard size. In this example it would be on sheet EB-602.5/20/25ERRPointer Construction Group
29In order to provide an accurate proposal, we need to be able to see the locations of the subject panels to identify the existing conditions. Also, we need to identify the location and details of the source panels. We can accommodate an additional site visit if one can be arranged. Would you mind seeing if this can be arranged?site visits wer offered to answer these questions photos included5/20/25ERRPointer Construction Group

ALLDWGCan the VA clarify if the demo sheets say the demolish a panel and "existing feeders back to source" but the new work sheets reflect "new conduit and conductors" which would be correct since they seem to conflict each other?A-E response:Existing conductors and conduit to be demolished to source and to be replaced by the new conductors and conduit.5/20/25ERRTLS
