About this file
This document is a Request for Information (RFI) response matrix for the VA Medical Center electrical deficiencies correction project in Lake City, Florida. The RFI contains 30 detailed questions and responses from potential contractors and VA representatives, covering technical specifics about electrical work across multiple buildings, including panel replacements, conduit installations, ventilation modifications, and equipment specifications. Key technical clarifications include confirming new sensor installations, receptacle replacements, circuit configurations, and preferred electrical equipment manufacturers (with Square D being the first preference, followed by Eaton).
Critical project details include the solicitation being set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB), with a project duration of 730 calendar days and an estimated construction magnitude between $10-15 million. The project involves correcting electrical deficiencies at the Lake City VA Medical Center, with critical dates including a site walk on 04/28/2025, RFIs due by 05/02/2025, and proposals due by 05/01/2025. The VA explicitly stated no additional site visits would be permitted beyond the initial walkthrough, and contractors were directed to carefully review drawings and specifications for project requirements.

After attending the site visit on Monday, 4/28, there were several areas that we could not visit that would indicate the locations of source panel’s locations in various buildings. Knowing these source locations are critical to properly bidding the project, PCG believes that it is in the best interest of VA to schedule another site visit, if possible, so we can confirm the locations of the source panels. Below is an email excerpt that we received today from a key Electrical
Contractor (who also attended the site visit) that would like to bid this project to

5/20/2025
In the course of reviewing the documents, we wanted to see if we could schedule an additional site visit to gather information that was not included in the drawings. Many of the panel replacements in the drawings call for replacing / relocating an electrical panel and demo’ing / reinstalling raceways and conductors from the source panel to the subject panel. For most locations, the source panel name is indicated on the drawings, however, the location of the source panel is not
No additional site visits will be held.
Update to this RFI will be posted once received.
5/20/2025
For example, in Building 19, Sheet EPB-
101, Keyed Note 1 calls for replacement on Panel M with new raceways and conductors from the source and refers to EB-601 for details. Sheet EB-601 indicates Panel M being fed from
“existing”. The location and details for the existing source of Panel M are not indicated. A similar situation exists for other panels and buildings throughout
Should focus on panelboard schedule to determine panelboard size. In this example it would be on sheet EB-602.
5/20/2025
In order to provide an accurate proposal, we need to be able to see the locations of the subject panels to identify the existing conditions. Also, we need to identify the location and details of the source panels. We can accommodate an additional site visit if one can be arranged. Would you mind
No additional site visits will be held.
Update to this RFI will be posted once received.
