About this file

This document is an Amendment (0001) to a Solicitation for Surgical Scope Repair Services for the Bay Pines VA Healthcare System. The solicitation is a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside with Solicitation Number 36C24825Q0458, issued by the Department of Veterans Affairs Network Contracting Office 8. The amendment extends the closing date to August 15, 2025, at 10 AM EDT and includes responses to two key contractor questions regarding instrument technician training programs and repair turnaround times.

The amendment clarifies that the VA will consider training programs meeting national healthcare and OEM standards as compliant, and will be flexible on the 7-business-day repair turnaround time on a case-by-case basis with proper communication and documentation. Contractors must be registered in the System for Award Management (SAM) and VetCert database to be eligible for award. The solicitation seeks a contractor to provide surgical scope repair services, with an emphasis on minimizing equipment downtime and maintaining the medical center's operational capabilities.

AMENDMENT 0001

Bay Pines Veterans Affairs Healthcare System Surgical Scope Repair Services

1. Question: Per the SOW, “Instrument Technician Training Program must be approved through the Department of Labor, and the Contractor must provide a certificate.”

To our knowledge, there is no Veterans Health Administration-wide policy or Federal Acquisition Regulation (FAR) clause mandating that third-party surgical scope repair vendors must maintain Department of Labor (DOL)-certified training programs. Can the VA please confirm whether the DOL certification is an absolute requirement for this specific solicitation—or whether alternative OEM-aligned training programs that meet national healthcare and OEM standards will also be considered compliant?

Answer: We will consider training programs that meet national healthcare and OEM standards compliant.

2. We fully understand the importance of minimizing equipment downtime. However, due to variability in device complexity, part availability, and shipping logistics, we respectfully ask:

a. Is there any flexibility in the 7-business-day turnaround time, particularly for high-complexity repairs or OEM-dependent parts?

Answer: 7-day turn around is important to us due to the number of endoscopes we have, and cases scheduled. Having several endoscopes out at a time could possibly have a great impact on our case load.

b. Would the government consider exceptions or extensions on a case-by-case basis, with proper communication and documentation?

Answer: We would consider exceptions or extensions on a case-by-case basis, with proper communication and documentation, but in this case, a loaner will have to be provided.
