About this file
This document is a Revised Performance Work Statement (PWS) for the Orlando VA Healthcare System's epoxy coating project for three central energy plant chiller condensers. The objective is to protect the chillers from corrosion, chemical exposure, and water damage to enhance their lifespan and functionality. The project will be performed at the Viera VA Health Care Center from June 16, 2025, through July 15, 2025, during normal workdays (Monday through Friday, 7:00am to 4:30pm).
The scope of work includes comprehensive chiller preparation and coating, involving non-destructive testing, isolating and draining chillers, removing condenser heads, sandblasting, applying an epoxy coating system (such as Belzona), and performing pressure and vacuum tests. The contractor is responsible for coordinating with the chiller manufacturer (TRANE), following specific testing requirements, and ensuring proper safety protocols. Key requirements include achieving 95% uniform coating coverage, properly disposing of epoxy waste, and using appropriate personal protective equipment. The solicitation (36C24825Q0454) is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8.

The contractor shall be responsible for providing the epoxy coating of chillers condensers to ensure long-term corrosion resistance, durability, and aesthetic improvement. All material and supervision to perform each tasks shall be provided by the contractor.
2. OBJECTIVE: The overall objective is to protect the chillers from corrosion, chemical exposure and water to enhance the lifespan and functionality of the chillers. prevent further deterioration of the chillers and extend the life of the equipment.
3. PERIOD OF PERFORMANCE: The anticipated period of performance is June 16, 2025, through July 15, 2025.
4. PLACE OF PERFORMANCE: Viera VA Health Care Center, 2900 Veterans Way, Viera FL 32940.
5. HOURS OF OPERATION: Normal workdays are Monday through Friday, 7:00am to 4:30pm except government observed holidays. The contractor shall provide services only on normal workdays. Any work to be performed outside of the normal workdays shall be coordinated with the government project managers.
6. OBSERVED FEDERAL HOLIDAYS: The contractor shall not perform services on federal holidays, or when the government facility closes due to local or national emergencies, administrative closings, or similar government directed facility closings. Government shutdowns occur when the government refuses passage of key bills, resulting in the cession of some or all operations by the government. If Veterans Affairs (VA) is affected by a government shutdown during the period of performance, the contractor shall not provide services or submit claims against the government during and after the shutdown. The following federal holidays are observed by the government.

7. PROJECT MANAGERS: The government project managers are (to be provided upon award).
8. SCOPE OF WORK:
a. Non-destructive testing has not been previously performed on the condenser units. As, such, baseline data is not available, and the contractor shall take this into consideration when planning the inspection and testing scope. It’s the contractor responsibility to perform NDT to evaluate the structural integrity of the condenser end sheets and water boxes prior to epoxy coating.
b. The contractor shall isolate and drain 3 each, 450 Ton chillers.
c. The contractor shall remove condenser heads, open heads, end sheets and water box surfaces on both sides of the condenser.
d. The contractor shall protect condenser tubes to prevent sandblasting of end sheet corrosion.
e. The contractor shall inspect and remove plugs after sandblasting to ensure no corrosion remains on the end sheets.
f. The contractor shall apply suitable epoxy coating system, such as Belzona epoxy or “equal to” item.
g. The contractor shall apply a topcoat compatible with the epoxy layer to provide additional protection and aesthetic appeal.
h. The contractor shall ensure a uniform coverage is applied, especially at tube-to-tube sheet interfaces, to mitigate galvanic corrosion.
i. The contractor shall mechanically polish tube entries to ensure proper water flow.
j. The contractor shall pressure tests the condenser to ensure no leaks.
k. The contractor shall fill and vent chiller.
l. The contractor shall inform the program managers when the chillers are ready for operation.
9. TRANE RECOMMENDED TEST REQUIREMENTS. The contractor shall be responsible for coordinating directly with the chiller manufacturer (TRANE) to obtain all necessary technical documentation and recommendations. This includes identifying and providing the recommended tests, procedures, and frequency for each specific chiller unit. The contractor shall ensure all testing aligns with the manufacturer’s latest guidelines and industry best practices and not entirely from paragraphs 9. a. through 9. f.
a. Pressure Test (Leak Test)
i. Pressurize the condenser with dry nitrogen or a nitrogen/helium mix.
ii. Typical test pressure: 150–300 psig (check specific Trane factory specs for exact number).
iii. Hold pressure for a set period (often 24 hours) without significant loss.
iv. If pressure drops, locate leaks with a soap solution or an electronic leak detector.
b. Vacuum Test
i. Evacuate the system to a deep vacuum (around 500 microns or lower).
ii. Isolate and monitor vacuum stability for a few hours.
iii. No significant rise should be observed (indicating no leaks or moisture).
c. Hydrostatic Test (in some rebuilds or inspections)
i. Water pressure testing at 1.5 times the condenser design pressure.
ii. Pressure held for a specified period, usually 30 minutes.
iii. No leakage or pressure drop should occur.
d. Eddy Current Testing (if applicable)
i. Insert an eddy current probe into each tube.
ii. Identify defects without damaging the tubes.
iii. Common during major maintenance or before recommissioning.
e. Visual Inspection
i. Open inspection ports or heads.
ii. Examine tubes, water boxes, gaskets, and headers.
f. Flow Test
i. Measure water flow rate and compare against design flow (typically in GPM).
ii. Pressure drop across the condenser is also measured.
