This project is 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) Concerns. The NAICS code for this procurement is 541330 “Engineering Services” and the annual small business size standard is $25.5M.
This project requires a full design team to complete the project. The projected award date for the anticipated A/E contract is on or before December 29, 2023. All information required for submission of SF330 documentation is contained herein. The magnitude for construction (not design) of this project is between $2,000,000.00 and $5,000,000.00 in accordance with Veterans Affairs Acquisition Regulation (VAAR) 836.204 (f)(2).
Federal Acquisition Regulation (FAR) 36.6 selection procedures apply. The architectural/engineering sources listed herein are being procured utilizing the Selection of Architects and Engineer’s statute, also known as the Brooks Act or Qualifications Based Selection (QBS), FAR Part 36.6, VAAR Part 836.6, and Veterans Affairs Acquisition Manual (VAAM) Part 836.6. All submissions will be evaluated in accordance with (IAW) the evaluation criteria identified in the Selection Criteria. At least three (3) of the firms deemed to be the most highly qualified, after initial source selection, will be chosen for interviews. Firms will be selected based on demonstrated competence and qualifications for the required work as submitted. Firms that design or prepare specifications in conjunction with this contract are prohibited from participating in any future construction contracts based on those documents.
2. DESCRIPTION: The Government is seeking an A/E firm to provide all professional services required for the design of complete construction documents (i.e., working drawings, specifications, reports, estimates, and construction period services) for Project Number 675-22-113 entitled “Add Elevators to Lake Nona Atrium” at the OVAHCS, in accordance with items herein specified. Construction document tasks will include, but will not be limited to, preparation and/or performance of reports, specifications, rendering, working drawings, site visits, meetings, meeting minutes, phasing/scheduling, and other related information, and services. The A/E shall furnish services for schematic design, design development, and construction documents. The anticipated scope is defined here for reference and final confirmation needs to be coordinated with the Government. See attached Statement of Work for more detailed information.
3. The review/design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work shall be accomplished by architects or engineers registered in a State or possession of the United States, or in Puerto Rico, or the District of Columbia and be authorized to complete professional design services in the state of Florida.
4. The project drawings/design shall follow applicable standards and codes described in VA Program Guides and design materials. Master Construction Specifications Index, VA Construction Standards Index, VA Standards Index, and Criteria are available in the Technical Information Library (TIL) on the VA Website address: http://www.cfm.va.gov/til/.
http://www.cfm.va.gov/til/
5. The awarded A/E firm shall prepare drawings and specifications in sufficient detail such that qualified outside general contracting companies can prepare accurate and timely proposals for the desired work.
The awarded A/E firm shall ensure that the specifications and drawings supplied fully represent all work described in the Request for Proposal (RFP). The Medical Center must remain operational throughout the construction period and a detailed sequence of work shall be provided by the A/E firm to minimize the impact of the construction.
6. All offerors are advised that in accordance with VAAR 836.606-71, the total cost of the contract for A/E services must not exceed 6 percent of the estimated cost of the construction project plus any fees for related services and activities. Additionally, FAR Clause 52.236-22 (c) - Design Within Funding Limitation, will be applicable to this procurement action. Design limitation costs will be provided to the most highly rated A/E firm selected to complete the design.
7. Personal visits for the purpose of discussing this announcement will not be entertained or scheduled.
Selection shall be in the order of preference from the firms considered Most Highly Qualified. Questions may be directed only by email to Shaundrica.Close@va.gov, on or before November 7, 2023, at 2:00 p.m.
EST.
8. In accordance with FAR 36.209 – Construction Contracts with A/E Firms and 36.606 (c), all interested contractors are hereby put on notice that no construction contract may be awarded to the firm that ultimately designs this requirement.
9. In accordance with VAAR 852.219-73, in the case of a contract for services (except construction), the
SDVOSB prime contractor will not pay more than 50% of the amount paid by the government to the prime contractor for contract performance to firms that are not VIP-listed SDVOSBs (excluding direct costs to the extent they are not the principal purpose of the acquisition and the SDVOSB/VOSB does not provide the service, such as airline travel, cloud computing services, or mass media purchases). When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract.
10. The selection of the most qualified contractor will follow the guidance provided in FAR 36.6 – Architect-Engineer Services. Additionally, this solicitation is also issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information, and Technology Act of 2006, Sections 502 and 503, as a set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors. Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB A/E firms, as there is a reasonable expectation that two (2) or more offers from SDVOSB contractors will be received under this solicitation.
Apparent successful offerors shall be certified at Veteran Small Business Certification (VetCert).
Failure to be CERTIFIED by Veteran Small Business Certification (sba.gov) at the time SF-330s are submitted, when the proposal is received as a result of the solicitation issued to the most qualified firm, and on the date of contract award will result in the offeror’s proposal/SF 330 being determined ineligible for award. All offerors are urged to contact Veteran Small Business Certification (sba.gov) if they have not already done so.
11. SF 330s will be evaluated in accordance with the selection criteria as stated in this pre-solicitation notice.
These evaluations will determine the most highly qualified firms for this particular requirement. In accordance with FAR 36.602-3-(c), at least three (3) of the most highly qualified firms will then be notified of the Government’s intent to send written interview questions.
mailto:Shaundrica.Close@va.gov https://veterans.certify.sba.gov/ https://veterans.certify.sba.gov/
Interviews will be held with the most highly qualified firms in the form determined to be most advantageous and economical by the Contracting Officer. This may include in writing, via phone interview, or in-person interview presentations. The firms invited to participate in the interview questions will be notified by email and provided further instructions, including any questions or topics to address. Following the completion of discussions, the firms will be evaluated and ranked for selection based on the selection criteria, and the most highly qualified firm will be selected and subsequently sent the solicitation. The final evaluation and ranking will consider the SF 330 submission for each firm, as well as additional information obtained via discussions.
A site visit may be authorized for the highest rated firm during the negotiation process at no cost to the Government. If negotiations are not successful with the highest-rated firm, the firm will be notified that negotiations have been terminated. Negotiations will then be initiated with the next highest rated firm, and so on until an award can be made or the requirement is canceled.
12. SELECTION CRITERIA: The VA will utilize the following selection criteria in descending order of importance to evaluate firms: SF 330 Evaluation - Stage I (Pre-selection)
FACTOR 1 – PROFESSIONAL QUALIFICATION: Necessary for satisfactory performance of required service. The board will evaluate, as appropriate, the education, training, registration, certifications overall and relevant experience, and longevity with the firm of the key management and technical personnel. This criterion is primarily concerned with the qualifications of the key personnel and not the number of personnel. The lead designer in each discipline must be registered but does not have to be registered in the particular state where the project is located.
FACTOR 2 – SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: The firm shall provide information on five (5) design projects that best match the scope of this project within Medical Facilities that the prime contractor participated in. Designs must be complete or substantially complete (95% complete) prior to the due date of the pre-solicitation notice. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. The Board will evaluate the specialized experience on similar projects and the technical capabilities (such as design related to the scope and magnitude of this requirement) of the prime firm and any subcontractors.
The Board will evaluate where appropriate the effectiveness of the proposed project team (including management structure; coordination of disciplines, offices and/or subcontractors; and prior working relationships). The Board will evaluate processes in relation to design quality management procedures, Computer-Aided Design and Drafting/Building Information Modeling, equipment resources, and any proposed subcontractors.
FACTOR 3 – SCHEDULE AND CAPACITY – Capacity to accomplish the work in the required time. The board will consider a firm's experience with similar size projects and the available capacity of key disciplines when evaluating the capacity of a firm to perform the work in the required time. The board will consider the full potential value of any current A/E contracts that a firm has been awarded when evaluating capacity.
FACTOR 4 – PAST PERFORMANCE – Past performance information will be obtained from references provided by the offeror and from other sources known to the Government or learned during the course of the evaluation. Each offeror will be evaluated on its performance for similar types of projects. The government will focus on information that demonstrates quality of performance relative to the size and complexity of the procurement.
a. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance, in accordance with FAR 15.305 (a)(2)(iv). Therefore, the offeror shall be determined to have unknown past performance.
b. Offerors shall provide completed Past Performance Surveys for the prime firm (within the past five
(5) years of the date of this solicitation) and relevant references to determine the degree to which it demonstrates the likelihood it can successfully perform the requirements of the work as described in the Statement of Work. Submit evaluation information for all projects submitted for Factor 2, Specialized Experience and Technical Competence.
c. Relevant means similar in size, scope, and complexity to this requirement. Past Performance will be evaluated accordingly, and sources provided may be contacted in the survey as necessary.
FACTOR 5 – LOCATION - Location in general geographical area of the project and knowledge of the locality of the project.
a. The geographic location of the main or branch office of the prime contractor shall be within a 500-mile radius between the principal place of business and the Orlando Veterans Affairs Healthcare System (OVAHCS), 13800 Veterans Way, Orlando, FL 32827. All location measurements will be made by Google Maps (https://www.google.com/maps) from the firm’s identified location.
b. Knowledge of the state of Florida regarding designs. Firms must demonstrate knowledge of the locality which may include state licenses or projects completed for designs of projects within the state. Examples of knowledge of the locality include knowledge of geological features, climatic conditions or local construction methods that are unusual or unique.
FACTOR 6 – REPUTATION AND STANDING – Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Record of significant claims against the firm because of improper or incomplete architectural and engineering services. If there are no claims, the offeror must state so.
FACTOR 7 – OVERALL DESIGN APPROACH – Overall proposed design approach, problems anticipated with this type of design and potential solutions.
FACTOR 8 – USE OF SDVOSBs
a. The extent to which potential contractors identify and commit to the use of Service-Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, and other types of Small Businesses as subcontractors.
b. Firms must affirmatively acknowledge that they will commit to the use of SDVOSBs to the maximum extent practicable.
FACTOR 9 – CONSTRUCTION PERIOD SERVICES
a. Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates.
b. Firms must describe five (5) projects that include construction period services. These projects may be the same as the projects submitted for Factor 2, with specialized experience and technical competence. Provide reference information including the email and phone number of customers and any available completed performance evaluations for these projects.
13. SUBMISSION REQUIREMENTS: All responding firms are required to submit Standard Form 330, Architect-Engineer Qualifications, Part I and Part II. The SF 330, Part I must clearly indicate the office location where the work will be performed, the qualifications of the individuals and subcontractors proposed to work on the contract, and their geographical location.
