PERFORMANCE WORK STATEMENT (PWS)
1. Introduction. The VA Caribbean Healthcare System (VACHS) has a requirement for window cleaning services at its Administrative Building. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the required service at the VACHS Administrative Building as defined in this Performance Work Statement (PWS).
2. Scope. The Contractor shall perform these services in accordance with this PWS, and any applicable local, state, federal laws and regulations, as well as any applicable VA guidelines. In the event of conflict between regulatory guidance, the most stringent requirement shall apply.
2.1. The scope includes the cleaning of the windowpanes, horizontal concrete overhang in all south elevation windows and window roofing located on the entrance of the administrative building. The scope also includes the glass roofing structure by the entrance to the “rotunda”, side panels frames, doors of full length, semi-transparent awning-like panels that cover the walkway from the Admin Building’s main entrance to the main entrance of the hospital and the window exterior panels of the area denominated “New Canteen Service Dining Area”. The Contractor shall not be responsible for cleaning the pavement on the walkway itself, as that is covered by another contract.
2.2. The façade of the northwest corner stairwell consists of a five (5) story curtain glass wall system. There is a railing at each stair landing that separates the curtain wall from the landing.
2.3. There are anchor points available on the perimeter of the Admin Building at the roof level for equipment attachment.
2.4. The exterior for various windows and glass surfaces of the Admin Building are not accessible from the inside. The cleaning of these glasses shall be accomplished through the use of scaffold/platform, rappelling or boatswain’s chair, or other technology. The equipment to be used for the provision of these services must conform to all federal, state, and local safety requirements, and will be inspected by the Contracting Officer’s Representative (COR) prior to its use.
2.5. Glass cleaning for the New Canteen Service Dining Area is included in this PWS.
Interior glass cleaning of such area shall be implemented into this PWS once it is opened. At that moment, it shall be added via a supplemental agreement.
3. Period of Performance. The period of performance for this service contract will be one
(1) twelve (12) month base period, and four (4) twelve (12) month option periods.
4. Building Description. The VACHS Administrative Building is a five (5) story building with a basement and penthouse level. The exterior glazing consists of fixed glass panes in an aluminum structure. The north elevation is a five (5) story curtain wall system. The south and west elevations consist of punch through windows within a concrete structural system.
4.1. Estimated total measurement of windows and glass surfaces: Approximately 36,273 ft2.
4.2. The Government will not be responsible for any error or variation in the square footage listed. Contractor shall verify square footage by means of a proper site visit and shall be responsible with the intent of the areas covered in this solicitation thereafter called “contract”. The windows and glass surfaces count are based on VACHS’s computation.
5. Required Services.
5.1. Cleaning of all windows and glass surfaces: The Contractor shall perform cleaning of all horizontal, vertical and slopped glass windows, windows frames, side panels, doors of full length or with panes, glass panels in railings, skylight, and other surroundings.
Glass shall be wiped free of drippings and other watermarks. After windows have been cleaned, exterior frames, and glass shall be free of film, dirt, smudges, water, and other foreign matter. Cleaning of both sides shall be done (inside and outside), in accordance with the industry standards. All work is to be performed in accordance with established federal, state, OSHA, and local ordinances.
5.2. Window Washing Cleaning Standards: Washed glass shall be clean and free of dirt, grime, streaks and excessive moisture and shall not be cloudy. Window sashes, sills, concrete overhang, or metal and other surroundings of interior glass shall be wiped free of dripping and other watermarks.
5.3. Any stains or discolorations, which were caused by the glass surfaces cleaning, shall be thoroughly corrected on floors, sill, furniture, and other Government property.
5.4. Any window or glass broken by the Contractor’s personnel during the performance of this contract shall be replaced or repaired to its original condition within two (2) weeks. The repair or replacement will be inspected by the COR, for acceptance.
5.5. The Contractor shall coordinate dates for the provision of these services, which shall be performed on weekends. Schedules of when the work will be done to include area to be service shall be submitted to the COR not later than five (5) days after the contract effective date. Once the schedule is accepted by the Government, the Contractor shall adhere to the service schedule. Any changes to the accepted schedule must be approved by the CO or COR.
6. Safety Requirements.
6.1. The Contractor shall designate a Site Safety Officer to administer the Contractor’s site safety program and fall protection program. The Site Safety Officer or an equally qualified alternate shall maintain a presence on site during cleaning operations.
6.2. Fall Protection Program: The Contractor having personnel working at heights and/or exposed to fall hazards, shall develop and submit a Fall Protection and Prevention Plan to the CO and COR for review and acceptance, prior to the performance of his duties under this contract. This plan shall be site specific and may be developed by a qualified individual (see section 7 for qualifications). If the plan includes fall protection components or systems requiring direction, supervision, design calculations or drawings, the name, qualifications, and responsibilities of the qualified individual shall be addressed. It shall describe, in detail, the specific practices, equipment, and control methods used to protect workers from falling to lower levels.
This plan shall be updated as conditions change, at least every six (6) months and shall include:
6.2.1. Duties and responsibilities: Identify the responsibilities and qualifications of the qualified individual responsible for the Fall Protection Program.
6.2.2. Description of the tasks to be performed.
6.2.3. Training requirements to include safe use of fall protection equipment.
6.2.4. Anticipated hazards and fall hazard prevention and control.
6.2.5. Designation of anchorages/fall arrest and horizontal lifeline systems. All anchor points need to be identified and detailed in the Fall Protection and Prevention Plan and Activity Hazard Analysis on how work will be performed safely.
6.2.6. Inspection, maintenance, and storage of fall protection equipment.
6.3. Any observance of unsafe procedures or working conditions being performed will result in an immediate shut down of cleaning operations until the safety issue has been reviewed by the VACHS Safety Officer or the COR. The COR shall notify the Contractor when it is safe to resume operations.
6.4. The Contractor shall maintain a safe working area and shall ensure a safe use of the facility’s utilities. Contractor shall perform services in a manner that precludes the waste of utilities.
6.5. The Contractor shall provide personal protective equipment (PPE) and attire to his employees as required for the performance of their duties.
6.6. Injury or Accident: As defined by OSHA, the Environmental Protection Agency (EPA), National Fire Protection Agency (NFPA) Life Safety Codes, and all other regulatory requirements any incident of a major malfunction, accident, or injury, shall be notified to the CO and COR as soon as possible, and a written report shall be submitted by the Contractor to the CO, COR, and VACHS Safety Officer within three (3) working days following the incident. The report shall state the cause, what, where and when and why the incident happened and the repairs and tests that were or are to be made to correct the cause of the incident. Refer to VACHS Safety Management Plan (Center Memorandum No. 00-19-81) for completed details.
7. Contractor Qualifications and Training.
7.1. All designated qualified individual responsible for the Fall Protection Program shall have completed the OSHA 30-hour Construction Safety Course within the past five (5) years.
7.2. In addition to the OSHA 30-Hour Construction Safety Course, the qualified individual responsible for the Fall Protection Program shall possess experience with developing such plans in high hazard work operations such as operations involving asbestos, electrical, cranes, demolition, work at heights/fall protection, fire safety/life safety, ladder, rigging, scaffolds, and trenches/excavations. This person shall also possess a specialized formal course in hazard recognition & control associated with the aforementioned high hazard work operations.
8. Additional Requirements.
8.1. The Contractor shall be certified by the International Window Cleaning Association
(IWCA).
8.2. The Contractor shall use green cleaning products and processes. Green cleaning is a planned and organized approach to cleaning that uses products and processes that go beyond simple appearance and focuses on reducing impacts on human health and the environment.
8.3. Influenza Vaccine: “Flu Shot” is mandatory for all VHA employees and contractors as per VHA Directive 1192.0. Contractor shall provide a list of employees under BPA performance with their vaccination compliance. This requirement is to be submitted annually. Employees and Contractors who are not vaccinated as per authorized exclusions on VHA Directive are to be documented as such and always required to wear healthcare face mask while on VHA premises.
9. Addition or Reduction of Services.
9.1. During the life of this contract, there may be additional areas within the VACHS in which window cleaning services are needed. In such case(s), window cleaning services for such areas may be added or removed from this contract via supplemental agreement. In such cases, a quote may be requested by the CO, for the price amount of these additional services.
9.2. Additionally, the service frequency for these services may be increased or reduced as needed, via a supplemental agreement.
10. Quality Assurance Service Plan (QASP).
10.1. The Contractor shall establish complete a quality control program (QCP) to ensure the requirements of the contract are provided as specified.
10.2. The Contractor shall submit the QCP to the CO and COR within five (5) workdays prior to the contract effective date, for acceptance.
10.3. At a minimum, the QCP program shall include the following:
10.3.1. The names of the individual(s) who will perform the services described in contract.
10.3.2. A system for identifying and correcting deficiencies in the quality of services before the level of performance becomes unacceptable.
