QUESTIONS FOR FIRE ALARM TESTING AND INSPECTION SERVICES –

SOLICITATION# 36C24824Q0228

1. Section C. Subsection A Para 3 the last lines states “any charges for parts, manuals, tools, or software required to successfully complete scheduled testing and inspection are included within this contract, and it’s agreed upon price unless specifically stated in writing otherwise.” As there is no maintenance included in this contract this is just to perform the inspection, correct? (I.e. having a laptop to record the inspection, having the proper screwdrivers to remove the tamper covers, etc.). Correct – any parts, manuals, test equipment, tools, software or anything else that would be needed to complete the inspections; there is no maintenance in this contract requirement.

2. As there is not any maintenance covered in the contract, what is the procedure for repairing deficiencies that are found during the inspection? (i.e. do we have to submit quotes that will lead to contract modifications, or will it be GPC, etc.) From the PWS, “Comments, discrepancies, and failures will be listed and explained; a recommendation for resolution will be made.” Testing contractor is not expected to perform repairs for failures, but to provide recommendation for resolution which could include a quote for correction. If the facility determines that the vendor’s quote for correction is acceptable, a separate purchase order will be issued (which could be on a government purchase card).

3. The contract does not cover any service call, or service call response times. Do we not have any service call responsibilities for this contract? There are no service call responsibilities in this contract; it for testing and inspection only. Timeliness of testing and reporting must be in accordance with NFPA and Joint Commission requirements.

4. Can we get a site visit? A site visit will be scheduled.

1. Are we responsible for providing monitoring services for this contract? No, there is no monitoring associated with this requirement – it is testing and inspection

2. If we are not responsible for providing monitoring services for this contract, who is providing the monitoring services for the fire alarm? Not relevant to this requirement.

3. Will the VA be able to have elevator techs on site for testing or will we need to coordinate with the elevator contractor to have them on site for testing? All coordination will be done through the VA COR; the Elevator contractor is onsite daily, and work will be coordinated with him.

4. Is this part of the elevator contract or will we have to pay them separately? Fire Alarm Testing and Inspection contract is separate from the Elevator Maintenance contract .

5. Who has the elevator contract currently? N/A

6. Who currently has the contract to inspect the fire alarm? N/A

7. What is the solicitation number of the existing contract? N/A

8. Who has the contract to inspect the sprinkler systems? This contract is for fire alarm testing and inspection only.

9. Will we need to be present when the sprinkler inspections are being completed as they will have to set off the alarm and create troubles on the panel? No

10. The SF 1449 states that the solicitation was issued on 24 FEB 2024, however the contract was not publicly posted in SAM until close of business on 27 FEB. Who received the solicitation prior to being published to SAM? A Site Visit will be scheduled.

11. I understand that the start date is the 6 th of March and that is not an issue as I already have a team in Florida, but as this Solicitation was not published until the 28 th to all contractors can we get an extension of the solicitation date until 1300 on 5 MAR so that we have time to analyze the information that was published and have time for you to answer the RFI questions and for us to analyze those answers? This will put us on a level playing field and will not give the incumbent (or whoever the incumbent is pairing with if they are not an SDVOSB) a competitive advantage over the other SDVOSBs that wish to compete for this contract. The incumbent will not be quoting.

12. Are we responsible for providing monitoring services for this contract? No, there is no monitoring associated with this requirement – it is testing and inspection.

13. If we are not responsible for providing monitoring services for this contract, who is providing the monitoring services for the fire alarm? Not relevant to this requirement.
