RFIs Q&As
Q1. Please clarify if the VA still needs the requirements in Building 1 performed as part of this project given it is currently under construction.
A1. The first floor is still a requirement; however, the 2nd, 3rd, 4th, and 5th floor are currently under renovation and is no longer part of the scope.
Q2. Please provide the notes for the Penetration Schedule. It appears only note number 1 is provided. Referring to A/E.
A2. GENERAL NOTES on Sheet A503 are limited to Number 1. Penetrations as scheduled on Sheet A503 are identified on the PENETRATION DESCRIPTION schedule provided on building floor plan sheets.
Q3. There are several sheets that don’t have any notations as to what work is needing to be performed. Sheets B100-101BI, B111-A103, and B102-A101A-D are examples.
Referring to A/E.
A3. Sheet B100-101BI included for Building 100 reference only.
Sheet B111-A103 identifies Door 3A143. Refer to Sheet A501.
Delete Sheets B102-A101A, B102-A101B, B102-A101C, and B102-A101D from the drawings. Work in Building 102 (CLC) is delineated on Sheet B102-A101E.
Q4. Upon review of the interstitial on floor 1 requiring a handler closet, it appears a lot of piping has been added since this design was completed making it impossible to erect the wall in the selected location. Will an alternate location for the walls be provided?
A4. No new piping has been installed in those areas. While not every piece of piping in that area is not reflected on the prints, there is flexibility on wall placement based on existing pipe and duct locations.
Q5. We need to know what the name is of the company that handles the controls for the doors at your facility?
A5. MCS or JCI are accepted vendors for our access control system.

The information provided will be used to evaluate the relevancy and depth of each Offeror’s experience. Offerors are responsible for providing project descriptions in sufficient detail to permit evaluation of project relevancy to this procurement. The more relevant the experience, the more credit will be given.
The experience information provided will be used to evaluate the relevancy and depth of each Offeror’s experience. The more recent and relevant experience, the more credit will be given. The Government may place greater importance on projects performed as a prime contractor than as a subcontractor, depending upon overall role and relevancy considerations. The Government may place greater importance on projects that were performed at an active VA hospital, depending upon overall role and relevancy considerations.
The rating for this factor will be expressed as a degree of confidence in the Offeror’s ability to successfully accomplish the contract requirements. Factors will be rated using an adjectival rating system. For evaluation purposes, each technical factor is equal in importance.
Subfactor 2 – Past Performance

The Government will assess the past performance on projects submitted under the Experience Factor and reserves the right to conduct telephone interviews with points of contact identified in the proposal and/or to review other recent projects rated in CPARS or other agency performance databases, review and/or contact Offeror-furnished references, or to review personal knowledge. The Government will first assess the relevancy of recent projects accomplished by the offeror to the scope of this contract and consider how well the Offeror performed on the contracts. Past Performance will be evaluated based on information provided and any other past performance information obtained by the Government such as Contractor Performance Assessment Reporting system (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS) and may contact customers other than those identified by the Offeror when evaluating past performance.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror and the government is under no obligation to check other sources and/or may not contact all the identified points of contact.
If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s).
Note: Subcontractor’s Consent – Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor’s consent. Provide, with proposal, a letter of consent from referenced subcontractors authorizing release of their past performance information for this requirement.
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance.
FACTOR 3: PRICE
Price proposal shall be a separate file (clearly separated from the technical and past performance volumes.)
1. Completed Price Schedule on Standard Form (SF) 1442 (Total of Proposed Price)
2. Price Proposal Breakdown
Price proposals shall be submitted on SF 1442, completed, and signed by authorized individual(s) of the Offeror. Offers submitted in the name of a Joint Venture must be signed in accordance with the terms and conditions specified in the joint venture agreement as evidenced in the proposal. The price proposal shall encompass all costs associated with the requirements of the solicitation. The total proposed price for CLIN 0001 shall be rounded to the nearest dollar. Price will not be rated or scored but will be evaluated for fairness and reasonableness through the use of price analysis. In accordance with FAR 15.404-1(b)(2) the government may use various price analysis techniques and procedures to ensure a fair and reasonable price. It shall be noted that an unrealistically low, or high proposed price may be grounds for rejecting an offeror’s proposal on the basis that the offeror does not understand the requirement or has submitted an unrealistic proposal.
