About this file
This document contains questions and answers from a contractor inquiry regarding a solicitation to replace emergency generators and paralleling gear at the West Palm Beach VA Medical Center.
The solicitation requires contractors to completely prepare the site for construction by demolishing existing structures and furnishing labor, materials, and work to replace the emergency generators and paralleling gear. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 is the contracting agency. Contractors must provide pricing for the base work and any options. The response time for the solicitation is seven business days from when the agency answers all questions.
The document provides clarification around existing site conditions, responsibilities for temporary power and fuel during construction, specifications and standards for electrical and mechanical systems, and qualifications for key personnel. It also addresses questions on past performance evaluations, insurance, schedules, and other proposal requirements.

No. REFERENCE (PWS, SOW, CLIN Structure, etc.) COMMENT(s)/QUESTION(s) RESPONSES
There were 2-1 MegaWatt Temp Generators onsite during the walkthrough, is the contractor to provide the temporary power as per the plans or is the VA providing the temporary generators?
9 Who is taking possession of the existing generators after demolition?
The VA shall retain ownership of the gemnerators, the contractor will containerize the generators in an approved Fashion and store them in a designated area here on campus.
If the VA is to take possession of the exisiting generators after they are removed? Where are they to be transported to?
11 Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO?
Superintendant can be dual hat providing they meet all VA standards and Criteria. Certifications are required.
12 If no to the question above, will the SSHO need to be full-time for this project?
This is always dependent upon the contractors safety plan and needs to be clearly defined
See Keynote #11 on sheet E-101 for what should be included in bid. Sheet E-101 also indicates the proposed temporary generator sizes.
The VA shall retain ownership of the gemnerators, the contractor will containerize the generators in an approved Fashion and store them in a designated area here on campus.
Will the sign-in sheet from the pre-bid site visit be provided to attendee’s? A site visit sign in sheet will not be provided.
Drawing A-100 demolition keyed note D-4 The temporary chillers will be moved as far as possible based on space by the VA. The contractor will be responsible for breaking down the generators enough to get them out based on this condition.
Drawing A-100 demolition keyed note D-4 “PORTION OF EXISTING CMU WALL, CONCRETE COLUMNS & BEAM
TO BE REMOVED TO ALLOW FOR THE REMOVAL OF THE EXISTING GENERATORS”
There are currently two large temporary chillers located on the exterior of this wall. Will these be removed prior to construction?
Specification section 264200 Specification section 264200 Cathodic Protection. I do not see cathodic protection system shown on the drawings. Where is this required?
Section 264200 specifies cathodic protection systems for underground steel tanks and piping. Since this project scope does not include anything underground, then this spec section should not apply.
Specification section 211313 Specification section 211313 Wet-Pipe Sprinkler System. Who are approved installers? Who is the installer of the current system?
Installers must have certification for installation of these components. 5
Specification section 251010 Specification section 251010 Advanced Utility Metering System. Who are approved vendors and/or control integrators for this system. Who is the current control integrator at VAMC?
All controls technicians and vendors must be certified by Niagara N4, thru any various distributors- Siemens, Trane, Niagara, Honeywell, JCI, Distech etc. Please provide certifications as part of the submittal process and total number of certified technicians. The contractor will be responsible to provide the appropriately certified controls contractor and integrator for this project.

Please clarify the scope of work for the GENERATOR FUEL LINES AND FUEL PIPING TRENCH. Architectural Drawing A-100 notes: 1. CLEAN AND PAINT EXISTING TRENCH GRATES AND REINSTALL. 2. TRENCH TO BE PRESSURE WASHED AND PAINTED TO MATCH FLOOR. Electrical Drawing E-401 : 1.MANUFACTURER'S RECOMMENDATION IS FOR DUAL LINE CONNECTION. MODIFY EXISTING FUEL LINES TO ALLOW CONNECTION TO NEW GENERATORS. 3. NEW DAY TANKS AND FUEL PUMPS. MAXIMUM BASE DIMENSION SHALL BE 24 INCHES BY 36 INCHES. ALIGN THE TANK AND ARRANGE THE FUELPUMPS AND CONTROL PANEL SO THAT IT DOES NOT INTERFERE WITH MEANS OF EGRESS. MINIMUM FUEL CAPACITY IS 120 GALLONS. REFER TO GENERATOR MANUFACTURERS FOR NEW PUMP FLOW RATINGS. 17. EXISTING FLOOR GRATING WITH FUEL LINES TO REMAIN IN PLACE. EXISTING FUEL LINES SHALL BE PROTECTED AGAINST DAMAGE AND THE ELEMENTS DURING
ALL PHASES OF THE PROJECT. IF ANY OF THE LINES ARE DAMAGED DURING CONSTRUCTION,
REPAIRS/REPLACEMENT TO THE FUEL SYSTEMS SHALL BE COMPLETELY COVERED BY THE GENERAL
CONTRACTOR AND TO NO COST TO THE VA
Is existing FUEL PIPING SYSTEM to remain and be reconnected to new indoor day tanks, fuel pumps and generators? Please provide schematic drawings and specifications for the existing FUEL PIPING SYSTEM. Are existing fuel lines to remain in the trench while it is pressure washed and painted? Are existing fuel pipes required to be cleaned and/or painted? Where are the existing above ground fuel storage tanks located? Is there any new work associated with them?
REF: Drawing E-401 shows new FIRE ALARM devices. Are these to be added to the existing system? Please provide information for the existing FIRE ALARM SYSTEM: manufacturer, location of existing FIRE ALARM CONTROL PANEL, one-line diagram indicating connection of the new devices to existing, current Fire Alarm System monitoring services contact.

Gantt chart is acceptable
41 RFP section B
RFP Section B, Evaluation Factors, Factor IV, Schedule, states that the horizontal axis will be scaled for time with percentage of work completed monthly displayed. Additional requirements state that "The Offeror shall specify how much allowance has been made for bad weather in the schedule, the days of the week and the hours of construction operations during each phase of the work." Please clarify that this can be provided in the schedule narrative as the timeline indicated for the horizontal axis (months) would not allow for daily indication of hours during phases (if separated by task) and allowance for bad weather (unless somehow dictated in words across the task time period).
Clarify this in your schedule narrative.
