PROPOSAL PREPARATION AND EVALUATION INFORMATION
This part describes the precise mechanism for evaluating and selecting offers for this procurement for: PROJECT NO. 573-18-618 BB - Renovate Clinical Research Laboratories
To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Offerors are required to meet all solicitation requirements. The
Government reserves the right to make a final determination on a proposal’s acceptability/ unacceptability solely on the basis of the proposal submitted and to proceed without requesting additional information. Failure to meet a requirement may result in an offer being removed from consideration for award.
Offerors must provide all requested information for each factor. Proposals must address each element of the factors as applicable to be considered responsive to this solicitation. Factor headings should be highlighted in yellow or typed in bold text for identification. It is the offeror’s responsibility to ensure the submitted proposal is in the proper format and the provided information is clear and free of ambiguities.
Offeror’s proposal should contain the offeror’s best terms from a price standpoint. Offerors are cautioned to submit sufficient information and, in the format, specified in the proposal instructions. Communication conducted to resolve minor or clerical errors would not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for proposal revisions or discussions.
https://www.cpars.gov/
THE GOVERNMENT RESERVES THE RIGHT TO AWARD TO OTHER THAN THE
OFFEROR WITH THE LOWEST PRICED PROPOSAL OR HIGHEST RATED TECHNICAL
PROPOSAL.
Offers will be evaluated using the evaluation factors listed. It is the offeror's responsibility to ensure the completeness of the proposal. The SSEB may evaluate solely on the information provided in the initial proposal and will not assume that an offeror possesses any capability that is not specifically identified in the proposal.
a. The objective of the source selection is to select the offer that represents the best value to the Government. In order to select the offeror representing the best value, the Government will rate the offers by conducting a comparative assessment of all acceptable offers against source selection criteria in the solicitation. Benefits associated with additional costs will be identified and considered by trading off difference in capability and price. If one offeror has better capability and lower price, then that will be the better value. If one offeror has the better capability and the higher price, then the source selection authority (Contracting Officer) will decide when the difference in capability is worth the difference in price.
NOTE: Price will be evaluated but not ranked by CO.
b. If the source selection authority considers the better capability to be worth the higher price, then the more capable higher-priced offeror will be the better value. If not, then the less capable, lower priced offer will be the better value. The source selection authority will continue to make capability and price trade-offs until he has decided which offeror represents the best value to the Government. Therefore, the source selection may result in the contract being awarded to other than the lowest priced offeror or other than the highest technically rated offer.
PROPOSAL PREPARATION INSTRUCTIONS
Proposals must be complete, self-sufficient, and respond directly to the requirements of the solicitation. Any significant inconsistency, if unexplained, raises a fundamental issue of the offeror’s understanding and/or ability to perform the contract. This may be a basis for rejection of the proposal.

Awarding Without Discussions: It is the Government’s intent to award without discussions
(See FAR 52.215-1) unless it is determined to be in the best interest of the government by the
Contracting Officer. In accordance with FAR 15.306(b)(1)(i), communications may be held with offerors before establishment of the competitive range if the offerors past performance information is the determining factor preventing them from being placed within the competitive range. If discussions are required, the CO will establish a competitive range of the three most highly rated proposals and will then enter into negotiations and will allow for Final Proposal
Revisions. Final proposal revisions shall be submitted as specified except as noted below and will be due at a time and place to be determined.
Relative Weight of Evaluation Factors: Evaluations: - Factor 1 (Past Performance) is more important than Factor 2 (Technical Factor). All Non-Priced Factors (Technical and Past
Performance), when combined, are more important than Price (Factor 3) as indicated below:
Questions shall be submitted using Q&A RFI’s Template, via email to amber.milton@va.gov entitled “573-18-618 BB - Renovate Clinical Research Laboratories”. Prime offerors should consolidate questions from its team members and submit as one submission to the maximum extent practicable. Offerors may submit questions to the Contracting Officer at any time;
however, questions received after 16 August 2021 @ 1:00 PM (EST) may not be answered. No telephone questions will be accepted.

Questionnaire must be submitted by the client/evaluator directly to the Contracting Office.
It is the offeror’s responsibility to follow up with their references to ensure that the Past
Performance Questionnaires have been submitted by the offer due date to the Contracting
Office.
Again, Offerors should follow-up and encourage references to get the questionnaires to the
Contracting Office by the time set for receipt of proposals. Do not include copies of the letters or questionnaires in the proposal.
The Government may evaluate Past Performance information through the use of Exhibit B completed by the offeror's references; use data independently obtained from other Government or commercial sources, including, but not limited to, Government databases; and/or rely upon personal business experience with the offeror. The evaluation may take into account Past
Performance information regarding predecessor companies, key personnel who have relevant experience, and/or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition. Past Performance information on contracts not listed by the offeror, or that of planned subcontractors, may also be evaluated. The
Government may contact references and contact parties other than those identified by the offeror, and information received may be used in the evaluation of the offeror’s Past Performance. While the Government may elect to consider data obtained from other sources, the burden of providing current accurate and complete Past Performance information rests with the offeror. The
Government reserves the right to obtain and evaluate Past Performance information from any source it deems appropriate.
Offerors without a record of relevant past performance will be assigned a neutral rating in accordance with FAR 15.305(a)(2)(iv). However, the proposal of an offeror with no relevant
Past Performance history, while rated “Neutral” in Past Performance, may not represent the most advantageous proposal to the Government and thus, may be an unsuccessful proposal when compared to the proposal of other offerors.
In accordance with FAR 15.306(a)(2), if award will be made without conducting discussions, an offeror may be given the opportunity to clarify certain aspects of their proposal (i.e. the relevance of an offeror's past performance information) as related to this acquisition, address mailto:amber.milon@va.gov.
adverse past performance information to which the offeror has not previously had an opportunity to respond or to resolve minor clerical errors.
Performance Currency, Trends, and Relevancy: The Government will consider the currency, trends and relevancy of the performance information while conducting its performance evaluation. For the purpose of this solicitation, performance currency is performance occurring within the last five (5) years from the proposal issuance date. Within this period, performance occurring later in the period may have greater significance than work occurring earlier in the period. For example, performance information for work occurring during March 2020 may have greater importance than performance information for work occurring during March 2018.
Performance Trends may, depending upon the circumstances, have greater significance than sporadic incidents of "Exceptional" or "Unsatisfactory" performance. For the purpose of this solicitation, Performance Relevancy is defined as contracts (ongoing or completed) which are similar in scope, magnitude, and complexity to the current requirement. Higher relevancy will be assessed for contracts that are similar to the effort, or portion of effort, for which that contractor is being proposed, and may contribute to an overall higher relevancy score for the offeror. Based on the evaluation of offers, the Government will assign a performance confidence rating for each proposal at the factor level. The evaluation will consider the sub-factors as described herein. Following assignment of the performance confidence rating for each proposal, each offeror will receive a final risk rating for performance based on the cumulative rating of performance currency, trends, and relevancy. Based on the evaluation of offers, the Government will assign a performance confidence rating for each proposal at the factor level. The resulting evaluation will assign a confidence rating.
Please note that the SSEB may contact the references supplied for projects submitted. Each reference may be asked the following:
1. Was the Contractor cooperative, capable, and effective in prosecuting the work?
2. Did Contractor’s performance conform to the terms and conditions of the contract?
3. Once completed, did the project require unexpected maintenance activity?
4. Have any latent defects been found?
5. Was the staffing level consistent with the project size and complexity?
6. Would the client use this firm again? Why or why not?

FACTOR 2: TECHNICAL
General Instructions: The Technical volume should include necessary information regarding the offeror’s ability to perform complete requirements outlined in the solicitation. Failure to provide a
Technical proposal in accordance with the solicitation instructions shall render an offeror’s proposal incomplete and ineligible for award. The Offeror shall submit an approach with a narrative that clearly conveys the Offeror understands the requirements of the RFP. NOTE:
Vague, general narratives that include the restatement of the Statement of Work will be rated less favorably.
FACTOR 2: SUBFACTOR 1: TECHNICAL APPROACH

Laboratories. Provide technical methods and procedures that reflect a construction approach unique to the site and facility.
2. Schedule and minimizing downtime are crucial. Describe a plan to complete the project in a timely manner without causing disruptions to facility operations, especially during normal business hours. Also, describe actions to be taken by the offeror if completion of work is anticipated to fall behind schedule. It is critical to the VA mission that services remain intact with minimal disruption.
3. Describe how the offeror intends to coordinate and cooperate with the contractor selected for the adjacent “573-20-608 Correct Deficiencies at SPS” project, Note this
Design/Build contract was recently awarded and portions of the SPS project support elements cross through and share the same vertical shaft to the roof.
4. Describe any technical difficulties that may be encountered in a project of this type.
Provide a narrative of preventative measures or potential solutions to overcome these issues that are included in the offeror’s proposal.
FACTOR 2: SUBFACTOR 2: PROJECT PLANNING/SAFETY/IC/QC
1. Describe your plan for phasing this project in addition to the phasing indicated in the contract documents.
2. Describe approach to infection control (IC) and determination of infection control risk assessment for work outside the project area.
3. Submit Quality Control (QC) monitoring procedures that will ensure a high level of construction quality that is applicable to the Specific and General requirements of the project.
4. Develop and include procedures involving key subcontractors in the quality of the construction processes.
5. Describe the commissioning process throughout the project.
6. Provide the precautions the contractor will take to avoid damage to the facility (include how pre-existing conditions will be documented) and the proposed remediation that will take place if any damage is done to existing elements.
7. Describe approach to construction safety and submit your current Experience
Modification Rate (EMR) (which compares your company’s annual losses in insurance claims against its policy premiums over a three-year period):
▪ Your EMR shall not exceed 1.0. This information shall be obtained from the bidder’s/offeror's insurance company and be furnished on the insurance carrier’s letterhead.
▪ An EMR more than 1.0 will result in no further consideration of the proposal.
▪ Failure to submit an EMR rating will result in no further consideration of the proposal.
FACTOR 2: SUBFACTOR 3: PROJECT SCHEDULE
Submit a preliminary (CPM) Critical Path Method schedule for the design and construction satisfying the requirements of this project. A practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (acquiring materials and equipment, mobilization, demolition, installation, commissioning, etc.). The schedule shall be in the form of a progress chart (Gantt chart) of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given point during the period. Most importantly, indicate length of downtime required for any utilities affecting the operation of other parts of the facility on the schedule. The schedule shall show key milestone dates and switchover and start-up of equipment. The schedule is not included in the page limit.
To be considered technically acceptable, the proposed “draft” project schedule shall not exceed the project duration stated on the solicitation and include divisions of work required to successfully complete the project:
1. Identify the tasks required to execute the project, being as detailed as possible using a work breakdown structure to break down the tasks into manageable elements in the logical order of execution.
2. Identify the time for each task.
3. Set start and finish times.
4. Calculate the slack.
5. Determine intermediate phases and total project duration.
6. Clearly identify the critical path

Factor 3 – PRICE – EVALUATED BY CONTRACTING OFFICER (include Price in General information) Completed SF1442/SF1442 BACK with acknowledgement of amendments.
Completed Price Schedule & Price Matrix One tab for each bid item (keep excel format)
The purpose of the price evaluation is to provide an assessment of the completeness and reasonableness of the proposed price in relation to the solicitation requirements. Offerors shall submit pricing in the Schedule and on the SF1442 Back as a part of their price proposal. Price proposals will be evaluated to determine if the prices and support costs areas are:
https://www.levelset.com/blog/work-breakdown-structure/
(1) Complete – The proposal contains costs to perform all tasks required by the Scope of Work (SOW), Specifications, and Design Drawings if provided.
(2) Reasonable – The price is determined fair and reasonable using price analysis techniques described in FAR 15.404.
Each proposal will be evaluated to determine whether it complies with the stated criteria. Those proposals evaluated as not satisfying all the price criteria may be eliminated from consideration for award unless the Contracting Officer determines:
A minor clerical error has occurred, then the offeror may be given an opportunity to correct the minor error within the constraints of the "clarifications" process; or The Contracting Officer determines discussions are required.
After the non-price factors have been evaluated and rankings have been established, price will be compared against these rankings to determine the combination most advantageous to the
Government. The evaluation of price will be based on each offeror’s price proposed.
BASIS FOR CONTRACT AWARD: The Government intends to award to the offeror whose proposal is determined to provide the "Best Value" to the Government based upon technical evaluations, SSEB consensus ratings, price evaluation and overall evaluation by the SSA who will document their decision into a source selection decision document using the evaluation criteria in the solicitation in accordance with Federal Acquisition Regulation (FAR) Part 15. The
Government reserves the right to reject any or all offers if such action is in the Government's best interest.
