About this file

This document contains a request for information (RFI) tracking log and questions and answers related to solicitation number 36C24821R0095 for design-build services to replace cooling towers at the Lake Baldwin campus of the Orlando VA Healthcare System.

The RFI tracking log addresses fifteen questions submitted by various contractors, with responses provided by the VA. Questions cover clarification on submission requirements, requests for facility drawings and reports, qualifications for safety staff, and definitions in statements of work. The related federal contract opportunity notice provides additional details on the scope of work, which involves installing two new cooling towers along with associated piping and equipment. The project is set aside for Service-Disabled Veteran-Owned Small Businesses and has an estimated budget between $1,000,000 to $5,000,000 and completion period of 360 calendar days. The solicitation is expected to be issued on July 21, 2021 using a trade-off best value selection process.

Block 13a states “sealed offer in original and via email” does that mean we should send a snail mail hardcopy original AND email submission. Or can an email only submission be acceptable for phase 1 submission.
4Vets Consultants, LLC
08/03/2021
VA Response
Please refer to “Proposal Submission”, item #2.1, pg. 56. Proposals shall be submitted by the Prime Contractor via email to the Contracting Officer at elizabeth.romero@va.gov. No other forms of submission will be required.
2.
A bid bond offer grantee is required 20% estimate at max $1,000,000. Why is a bid guarantee required for phase 1 submission since price and technical date will be provided for phase two? Is the offer guarantee for phase two submission. See page 64 of 66.
4Vets Consultants, LLC
08/03/2021
VA Response
Please refer to “Instructions to Offerors and Evaluation Information”, item #15, pg. 55. Only those contractors invited to Phase Two are required to submit bid bonds.

6.
Can the superintendent also act as the SSHO? Or will a second individual be required to be onsite at all times?
Blue Cord Design & Construction, LLC
08/03/2021
VA Response
Provided the superintendent has the required minimum 30-Hour OSHA training and certifications to meet this requirement, a dedicated SSHO on-site at all times will likely not be necessary. However, for large scale construction activities such as rigging and placement of the new cooling towers, the actual SSHO from the Contractor shall be on-site for those activities.
7.
Please provide the most current hazardous material survey for the area.
Blue Cord Design & Construction, LLC

VA Response
See attached report.
8.
The solicitation states that the existing cooling towers will be abandoned in place but then later says that the contractor is responsible for the removal and disposal of both existing towers. Please clarify.
Blue Cord Design & Construction, LLC
08/03/2021
VA Response
These are ceramic cooling towers built into the building and will need to be abandoned in place. However, the fill media, nozzles, etc. will need to be demo’d. Refer to item 2 under Part B in the Statement of Work.
9.
Page 7, Section B, Item #13, states the following: “Provide and install two (2) new flow meters on the main chilled water lines (one on the supply and one on the return piping) leaving and returning to the CEP from the rest of the campus. Flow meter measurement parameters shall at minimum include flow rates, water temperatures, and pressure of the chilled water (CHW) supply and return, with the capability to record data readings and interface with existing building management systems, where this data can be retrieved.”

Please clarify the intent. It would seem that to install two (2) new flow meters on the main chilled water lines (one on the supply and one on the return piping) leaving and returning to the CEP from the rest of the campus, would be a waste as they would read the same flow unless there was a very significant leak somewhere on campus.

Is the intent actually to have a BTU meter installed on the chilled water lines? A BTU meter consists of a single water flow meter in either CHW line along with a calibrated matched pair of temperature sensors (one in the chilled water supply and the other in the return), with a BACNET compatible BAS interface that records interval and cumulative data. A CHW differential pressure meter can also be included at the same location.

Blue Cord Design & Construction, LLC
08/03/2021
VA Response
Yes. The intent is to have an actual BTU meter installed for energy management (to track the energy usage of the central energy plant), with calibrated sensors that can measure multiple parameters, and interface with the existing BACnet BAS that records interval and cumulative data.
10.
Page 7, Section B, Item #14, states the following: “New CHW flow meters in item 14 above shall be tied into the existing JCI MetaSys BAS. Where power and/or HVAC controls communication is non-existent. The Contractor shall install all new electrical work and communications infrastructure in order for the BAS to connect and communicate with the new CHW meters.”

Can the respondents assume the reference to “item 14 above” should read as “item 13 above”?

Blue Cord Design & Construction, LLC
08/03/2021
VA Response
Yes. This was a typo.
11.
Page 8, Section C, 8th bullet item states the following: “All new and old chilled water lines within the confines of the cooling tower yard shall be coated with an approved industrial coating used in marine type applications.”

Can the respondents assume the reference to “new and old chilled water lines” should actually read as “new and old condenser water lines”?

Blue Cord Design & Construction, LLC
08/03/2021
VA Response
This primarily refers to the condenser water piping to and from the cooling towers. However, any newly installed piping on this project and old piping (not replaced as part of this project) located in the cooling tower yard shall be coated accordingly.
12.
Page 8, Section C, 13th bullet item states the following: “Contractor shall test existing chilled water system for chemical levels for existing towers before installing new tower and connecting to existing system.”

Can the respondents assume the reference to “existing chilled water system” should actually read as “existing condenser water system”?

Blue Cord Design & Construction, LLC
08/03/2021
VA Response
Yes. This refers to the condenser water system.
13.
Page 9, Section C, 1st bullet item on the page states the following: “Contractor shall test entire chilled water system once new tower is complete and chemically treated to ensure entire chilled water condensate water system is not under or over treated with the following chemicals:”

Can the respondents assume the references to “entire chilled water system” and “entire chilled water condensate water system” both should actually read as “entire condenser water system”?

Blue Cord Design & Construction, LLC
08/03/2021
VA Response
Yes. It refers to the entire condenser water system.

Factor 2, Item (1), Definitions, Scope states “to install two (2) new cooling towers”. Please clarify whether this statement means two towers in a single project or does it mean a total of two towers under one or more projects? If the statement is intended to mean two towers on under a single contract/project, we request the VA consider that from a contractor’s ability to execute this work, if the contractor has successfully executed multiple cooling towers among multiple projects, or has performed other heavy mechanical projects involving water cooled systems, then demonstrating the ability to successfully install one, or more, cooling towers under a single project/contract is sufficient to demonstrate the ability to execute the work under this Lake Baldwin project.
Contracting and Purchasing Solutions, Inc.
08/04/2021
VA Response
The statement, “Two new cooling towers” refers to two new cooling towers under one single project. However, the complexity of the submitted previous experience will also be assessed. Refer to the definition ‘Complexity’.
15
Factor 2, Item (1), Definitions, Scope states “in an active hospital environment and/or a

health care facility”. Please consider revision to this language to add after the word “facility” the words similar to “or other similar active operational type facility”. There are a number of facilities similarly situated such as operational military support facilities, commercial office buildings, etc. that represent similar challenges to the contractor regarding safety, air quality, maintaining of continuous operations, high visibility, critical infrastructure and on-going critical operations, etc., on which contractors may have successfully executed the installation of cooling towers and for which such work would demonstrate the contractor’s ability to successfully execute the Lake Baldwin cooling towers project.

Contracting and Purchasing Solutions, Inc.
08/04/2021
VA Response
Refer to the solicitation, first sentence under this factor, “Offeror shall demonstrate recent, relevant experience (using Specialized Experience Form), see attachment E, that are similar in size, scope, and complexity to the project contemplated for this solicitation.”
