1. The cover page of Combined Synopsis/Solicitation Notice lists response date and time as 7/22/21 by 17:00 Eastern.

Section 8 of SF 1449 states 7/22/21 by 12:00PM.

Please confirm which is correct.

ANSWER:

CORRECT TIME IS 17:00 (5:00 PM EST).

2. In the Performance Work Statement, under "Supplemental Water Sampling", Table 4 is unclear when compared to CLIN 0007 of the Price/Cost Schedule:

Table 4 calls for 8 separate sampling/analysis, 3 of which are included in the Legionella Test bundle. Bacterial Endotoxin is listed but not required as a primary sampling, and is not required under Directive 1061 as a retest for Legionella or Dental Waterline HPC sampling.

CLIN 0007 calls for only supplemental water sampling for Legionella and HPC, both of which have different costs for sampling and analysis.

Please clarify exactly what should be included in the price for CLIN 0007.

ANSWER:

Supplemental Water Sampling (CLIN 007) should include:

Legionella Test Bundle (50 each) Total Heterotrophic Plate Count (50 each) Oxidant Residual (50 each) Temperature (50 each) pH (50 each)

3. In the Performance Work Statement under "Groundwater Sampling and Free Product Recovery Report", it states the following:

Please see attached site assessment information which includes well locations (in addition to a copy of the letter from the HCEPC). The work consists of quarterly ground water monitoring of monitoring wells TMW-1, TMW-2, MW-3, MW-4, MW-5, MW-6, MW-7 and DW-1 for BTEX/MTBE, PAHs and TRPH (see attached map).

Please provide the information highlighted as none are attached to the PWS or RFQ.

ANSWER:

4. The SOW does not address weekly/bi-weekly free product removal (this has been on-going for several years and is part of the quarterly report submitted to the EPC). Does this need to be added to the SOW?

ANSWER: VA staff will continue free product removal – Contractor will be responsible for reporting volume of free product collected to EPC in the quarterly report.

5. The SOW does not address the disposal of the well socks and recovered free product and the replacement of the on-site 55 gallon drum associated with the storage of the collected socks and product.

ANSWER: VA will continue to dispose of well socks, recovered free product, and 55 gallon drum replacement.

6. The SOW does not address the well socks that will need to be replaced.

ANSWER: VA will continue to purchase well socks.

7. The SOW does not include a new Site Specific Health & Safety Plan which is required when a new contractor takes over a project.

ANSWER: The Contractor will provide a current site specific Health & Safety Plan.

8. The SOW does not include a Historical File Review, which is a customary cost for a new contractor, so that they become familiar with the history of the site.
