The purpose of this amendment is to incorporate the Request For Information (RFI) Set #1 dated April 9, 2018

See Continuation Pages for Details

Tiffany Garfield Design Build Replace Chillers at Viera 36C24818R0238 Request For Information Set #1 April 9, 2018

1. Please define “Operating Conditions” as shown on Page 19 under Line Item 18.

VA: operating conditions as stated on line item 11, page 19 of 98.

2. If available, please provide any existing Mechanical and Electrical Drawings for the existing chiller plant.

VA: Please see attachment RFI 1-2 (this is RTU and Chiller drawings dated 7/20/2012, VA does not guarantee accuracy of all provided drawings/information)

3. Are all existing chillers & pumps on backup power? Do all, some, or none of the new chillers, pumps, and cooling tower need to be on back power?

VA: Only one 400-Ton chiller is on emergency power but new emergency generators are being installed to accommodate an additional 400-Ton chiller. The entire new chilled water system (under this project) shall be on emergency power.

4. What is the capacity of the chilled water plant that needs to be provided for this project?

VA: three 400-Ton chillers

5. Where is the new chilled water plant to be located on the Viera Campus?

VA: Please see proposed location, attachment RFI 1-5 (actual location will be based on required acoustical analysis, local ordinance, functions of the surrounding spaces, etc.).

6. Where will the temporary chilled water plant be located?

VA: temporary chilled water plant will be located near the existing 400 Ton chillers but may be moved to a different location as construction progress.

7. Do the past performance evaluations count against the page count for Factor 3?

VA: No

8. What fonts and page margins are allowed for this RFP response submission?

VA: Times Roman, 12.

9. The SOW mentions both asbestos testing and environmental assessment. Please advise is these are needed considering the facility was constructed in the post asbestos era.

VA: Yes

10. Not much information is provided about the canteen cooler/freezer replacement beyond what is in the SOW. Can the government provide us any additional details such as as-builts, new cooler specs, existing cooler specs, etc? Any additional detail for defineable feature of work would be helpful.

VA: Freezer/Cooler

American Panel, Ocala, Florida 34472
Model No. FW3677.LLTNWNL
VOLTAGE: 115PHASE: 1
AMPERES: 3.2HERTZ: 60

You may contact the manufacturer for further information.

11. The phase 1 proposal appears to be requesting very detailed project-specific information (such as specific technical project approach, phasing plans, etc.) that will also be provided as part of the Phase 2 proposal. Until firms have a chance to review the site conditions during the site visit (after submission of Phase 1 but prior to Phase 2), providing this project-specific information seems premature (and not particularly relevant, without the benefit of site-specific knowledge). To that end, we would respectfully suggest removing the following requirements from the Phase 1 RFP:

· Factor 1 (Technical Approach)

· Factor 4 (Project Planning / Safety / QC / IC) – Part 1 (phasing plan) These factors would be best addressed by firms as part of the Phase 2 proposal.

VA: Factors remain unchanged

12. Reference Section II, paragraph 3, Factor 3, Item 1.h. on page 11 of 99 of the solicitation…this item states “Past Performance Questionnaire/Evaluation (optional but highly recommended).” Please accept the following RFI as it pertains to this item:

The previously mentioned item states that PPQ/E is optional but highly recommended, but the solicitation didn’t provide a blank PPQ for the offeror to use in sending out to previous customers. Please clarify if the Government will accept previously completed PPQ/E’s or if the Government will provide a blank PPQ/E form for the offeror’s use.

VA: VA will accept previously completed PPQ/E’s (blank PPQ/E form will not be provided by VA).

13. Sub Factor 1(b), section 2b requests SF 330s of key A-E personnel. Does the VA want just the SF330 Resumes (SF330 Section E), or are they wanting a full SF330 Part I (Sections A-H) and Part II?

VA: just the resumes,

14. In Factor 3, section 1, the VA asks for the inclusion of “examples within the last 3 years (5 years for design firms), of design/build projects, in which the designer and/or constructor or key trade subcontractors have been involved, if any.” Since we are submitting as a Joint Venture, are we required to show experience in working with our key subconsultants? Additionally, is the Joint Venture required to show experience working together on previous projects?

VA: you must show experience as the Joint Venture that you are submitting your proposal under. Keep in mind the JV must have its own DUNS and registered in SAM and Vetbiz

15. Factor 4, section 5 states that the narrative has a 5 page limit, excluding the EMR documentation. There is no statement in Factor 4 that requests that we include EMR information. Does the VA still want EMR information included in Phase 1 of this solicitation?

VA: EMR (Experience Modification Rate) is required per line item (7) page 15 -16 of 98.

16. Will a metal building and/or metal building exterior finishes be acceptable to house the new chillers?

VA: No

17. Is a tilt wall or precast concrete exterior building wall required to match the existing main building required for the new chiller building?

VA: Yes

18. Will all proposed chillers and pumps and associated equipment need to meet the Buy American Act? Many times, there are less expensive selections with shorter lead times from overseas.

VA: Yes. Please refer to FAR for any exceptions.

19. If temporary chiller is already in place furnished by the VA, will we still need to provide our own temporary chillers and remove the VA temporary chillers?

VA: Yes (see line item 8, page 18)

20. Original Solicitation page 19 of 99, item 11, states “Chillers should be sized such that two chillers can satisfy the maximum required cooling load of the facility plus future expansion”. How many additional square feet of future expansion should be accounted for in our size selection, or should we simply include the three 400-ton chillers as described in the VA scope of work?

VA: include three 400-Ton chillers

21. Original Solicitation page 19 of 99, item 18, states “modify/upsize the chilled water pipe to match the new chilled water flow for all possible operating conditions”. To what extent does the existing chilled water piping need to be upsized, 10’ from the new chillers, to the other side of the road, all the way to the building, or all the way to each RTU on the main building roof?

VA: CW pipe shall be upsized from chillers to RTU as needed. This will be verified during design phase.

22. What is the minimum required height above grade for the cooling tower block screen wall?

VA: 8 ft. min

23. Please provide as-built floor plan drawings of the existing cooler freezer equipment that is to be replaced.

VA: Please see attachment RFI 1-23 (not as-built drawing)

See attached document: Attachment RFI 1-5 Proposed New Chiller Layout.
