Evaluation Factors:
The following factors can be addressed in a paragraph, and not listed one by one. A summary that your company can comply with it, and can do the job required will be sufficient; as long as you address the most important aspects of the technical, and past performance requirements.
1. Technical and Management Capabilities
1.1 Offeror shall comply with applicable laws and regulations as per Performance Work Statement: USEPA, PREQB, OSHA, etc. Offeror shall be authorized by all local and federal regulations to perform this work; specially the Department of Transportation and Puerto Rico Environmental Quality Board permits to collect, transport, and dispose wastewater or oil and grease waste.
1.2 Contractor shall have all certifications, permits, and licenses required to perform these services.
1.3 Service personnel must be technicians with experience in grease traps cleanup. Offeror shall have the maintenance equipment required. Evidence of compliance is required. Offeror shall possess the technical capability in grease traps to perform the work.
1.5 Offeror shall provide proof and verifiable documents that grease traps is the major business line of his/her company.
1.6 Offeror must possess all necessary licenses from equipment manufacturer to serve, and provide the required maintenance to the equipment included in the contract. Evidence of compliance is required, and must be requested.
1.7 Service personnel must have been trained and certified for service and maintenance of the equipment or products to be used for the services required in the Performance Work Statement.
1.8. Offer shall have staffing with at least 2-5 years of experience to perform the work required on the statement of work (position description, and resumes, may be requested). Offeror must provide the list of employees responsible to complete the repairs and maintenance services requested in this contract. New contractors/offerors must comply with the Department of Labor such as: Non-displacement of Qualified Workers, Vacations, Fringe Benefits (Health and Welfare), but not limited to.
1.9 If the Offer is considering any partnering agreement, those agreements shall be submitted with offer to be reviewed prior to award.
2. Technical Approach
2.1 Offeror shall provide action plan addressing compliance with Government requirements. Plan shall demonstrate how the Contractor will ensure services will be provided in accordance with Government requirements, quality standards and established business practices.
2.2 Experience in managing a similar contract at a medical facility institution accredited by The Joint Commission.
2.3 Offeror must provide the preventive maintenance procedure to be completed for product treatment included in this service contract.
2.4 Offeror must possess a complete service manual and part list for each equipment included in this service contract.
2.6. Service personnel must have the capacity to comply with new requirements conduct field corrective actions/options required by original equipment or product manufacturer or agencies such as Puerto Rico Environmental Quality Board or the US Environmental Protection Agency including PRASA.
3. Past performance
3.1 Past Performance shall be relevant and recent. To be considered relevant and recent, references shall be similar in nature to the Government requirement, and services performed within the two (2) years preceding the submission of this offer.
3.2 Offeror shall provide three (3) references of past or current contracts. References may include federal, state, local government and/or private sector. References shall include company name, point of contact, telephone number, contract amount, performance period, and equipment description (manufacturer, model).
3.3 Past Performance information to be evaluated includes, but not limited to:
3.3.1 Experience in tasks and jobs as specified for this service contract on the Performance Work Statement, and the Schedule of Services.
3.3.2 Quality of Service (contractor performance in making sure the service conforms to contractual specifications).
3.3.3 Timeliness (offer or adherence to contract schedules).
3.3.4 Describe any difficulties and obstacles encountered during performance of the contact and the steps taken to resolve these issues.
3.3.5 Identify key personnel and their duties and responsibilities.
3.3.6 Describe any unforeseen conditions and how were they resolved.
4. Price
4.1 The Government will do a direct comparison of one quotation/offer with another, and select the best value for the Government, as per FAR Part 13 comparison and evaluation.
BASIS FOR AWARD: The award will be made in a uniform and fair manner to determine which quote/offer provides the government what it needs, where, and when as identified in the Request for Quotations – Performance Work Statement. It will be an assessment of which response is “best” as a whole. Once one quotation/offer is found acceptable, it is compared side by side to the remaining ones, and the “best” one is chosen.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
