Summary of Solicitation Amendment and RFI Responses

This document is a Standard Form 30 Amendment to Solicitation No. 36C24726R0085 issued by the Department of Veterans Affairs, VISN 7 Network Contracting Activity (Augusta, GA). The amendment posts responses to multiple Request for Information (RFI) submissions regarding a comprehensive roofing and building envelope renovation project across five VA hospital buildings (Buildings 19, 20, 50, 51, and 62). The due date for offers remains unchanged, and the contractor is required to acknowledge receipt of this amendment prior to bid submission.

The RFI responses address critical scope clarifications across five question sets. Key technical clarifications include: (1) no coal tar pitch is present in the built-up roof (BUR) fields; contractors should price asphalt-based BUR demolition; (2) Buildings 50 and 62 have concrete roof decks sloped 12 inches from ridge to parapet, exceeding the 1/4" minimum slope requirement; Building 51 has sloped concrete decks requiring tapered crickets only at drains; (3) contractors must price 40% of roof areas as wet insulation for demolition labor on Buildings 50, 51, and 62; (4) all flat roofs require minimum R-33 polyisocyanurate insulation in three 2-inch layers (totaling R-34.2), with tapered crickets applied on top; (5) Buildings 19 and 20 low-roof entries require one layer 2-inch poly-iso insulation, 1/2-inch 80-psi high-density poly-iso cover board (GAF EnergyGuard HD or equal), and 60-mil fleece-back TPO membrane, all attached via low-rise foam; (6) contractor unit prices for wood repairs must be submitted with the bid using the Price Breakdown Worksheet (Attachment 4), though not binding on future modifications; (7) core drilling required only at six new roof drains at the connector, included in base bid; (8) no potable water or usable electrical power available on-site; contractors must provide all generator power; and (9) no second pre-bid site visit can be accommodated. Operational clarifications specify primary parking at Lot Q (no fee), requirement for contractor notification of high-noise activities near Buildings 19 and 20 (24/7 facility), and coordination with the Contracting Officer regarding crane travel plans. The wage determination does not include a specific roofing classification; contractors must use the post-award conformance process (SF-1444) to establish prevailing wages for roofers.

SECTION A — PRIORITY TECHNICAL RFIs | Flat Roofs (Buildings 50, 51, 62) & Shingle Roofs (Buildings 19, 20)

Basis of reference: Sheets 50/51/62.AD101 (General Notes H & I); Spec Sec. 02 82 13.21 (Asbestos Abatement); Spec Sec. 07 01 50.19 (Preparation for Re-Roofing); Spec Sec. 07 22 00 (Roof Insulation); Spec Sec. 07 54 23 (TPO Roofing); Sheet A-001 (Quantities).

# Question / Request

A-1 COAL TAR PITCH — PRESENCE IN EXISTING BUR SYSTEM (Buildings 50, 51, 62): Drawing Note H (Sheets 50/51/62.AD101) confirms a 2-ply Built-Up Roof (BUR) over Poly ISO insulation, but does NOT identify whether the binding agent is asphalt or coal tar pitch. Spec 02 82 13.21 (ACM table) confirms Chrysotile in roofing tar at flashings and parapets but does not classify the field BUR membrane. (a) Confirm whether coal tar pitch is present in the field BUR on any of Buildings 50, 51, or 62. (b) If pitch is present, confirm abatement requirements beyond current Spec 02 82 13.21 scope, applicable disposal classification, and any TPO membrane compatibility requirements after tear-off. (c) If pitch is NOT present, confirm the BUR is asphalt-based so abatement can be priced accordingly.

Answer: Sheet note H states insulation type not known, price 6" polyiso with the intent that this covers the labor as the building methods at the time of construction typically used thinner insulation. Upon re-reading the Asbestos report, there is no mention of ACM in the BUR field. Offerors are to propose

# Question / Request on asphalt, not coal tar pitch.

A-2 EXISTING ROOF SYSTEM — BUILDING 51 LAYER DISCLOSURE (Building 51 only): Drawing Note H on Sheets 50.AD101 and 62.AD101 explicitly disclose each building’s existing system (Bldg 50: 2-ply BUR + 6" Poly ISO unknown thickness; Bldg 62: 2-ply BUR + 2 layers of 3" Poly ISO). No equivalent Note H disclosure exists on Sheet 51.AD101. (a) Confirm Building 51’s existing roof system composition top-to-bottom: membrane type, number of BUR plies, insulation type and total thickness, vapor retarder presence, and substrate board. (b) Confirm whether “price demolition of 6" Poly ISO” applies equally to Building 51.

Answer: Building 51 has sloped concrete roof decks. Existing drawings do not show insulation type, but list out 1" thickness. BUR is 2 ply. No vapor retarder is shown on existing drawings. No cover board is shown on existing drawings. Confirmed, sheet note H as it appears on Buildings 50 and 62 shall apply to Building 51.

A-3 DECK SLOPE — FLAT ROOFS (Buildings 50, 51, 62): Demo Plan Notes I (all flat-roof demo sheets) state: “CONTRACTOR TO ENSURE ROOFS SLOPE TO DRAINS, MINIMUM ROOF SLOPE 1/4" = 1’-0".” This places slope-creation responsibility on the Contractor. The new system specifies R-33 flat Poly ISO plus tapered ISO crickets at drains only (Keynote 12, Detail 4/A-502). (a) Do the existing concrete decks have any inherent positive slope, or are they dead-flat? (b) Is the contractor’s bid basis a flat R-33 ISO field layer with drain crickets only, or a fully tapered ISO system across the entire field? (c) If a fully tapered ISO field system is required to achieve 1/4"/foot, confirm minimum starting thickness at low point and acceptable taper rate. (d) Will the VA accept a tapered system as a value-engineering alternate if the field is currently dead-flat?

Answer: This statement is incorrect. Notes call for. INSTALL ROOF

INSULATION AND INSTALL MIN R-33 POLY ISO INSULATION. APPLICATION

METHOD - LOW RISE FOAM. This note does not delineate what needs to be tapered or flat. Tapered crickets are called out to be tapered. a.) Buildings 50 and 62 roof deck is sloped from ridge to parapet wall - 12" b.) tapered as required to direct water to drains. c.) Starting thickness at low point 4" d.)

Drawings and specification to be bid as issued.

A-4 MOISTURE SURVEY / CORE SAMPLE RESULTS (All Flat Roofs — Buildings 50, 51, 62): Spec 07 01 50.19 §1.7(B) states that a roof moisture survey and test core analysis are “available for Contractor reference.” No moisture survey or core sample results were distributed with the bid package. (a) Please provide the infrared moisture survey report and any test core analysis results for Buildings 50, 51, and 62. (b) If no survey was performed, confirm that the contractor shall price worst-case full-depth wet insulation removal and replacement as a contingency allowance. (c) Spec §3.1(A) requires an infrared survey prior to work — confirm whether this is Contractor- or Owner-furnished.

Answer: Moisture survey was not performed. Core samples were not taken.

Upon the AE walking the roofs, wet insulation was observed. Contractors are to price 40% of roof areas on Buildings 50, 51, and 62 as being wet for demo labor costs. Disregard specification 07 01 50.19 3.1. Since this is a complete tear off, no moisture survey necessary.

A-5 EXISTING ROOF SYSTEM THICKNESS / DOOR THRESHOLD CONFLICT

(Buildings 50, 51, 62): Demo Plan Keynote 15 (Sheet 51.AD101) notes:

“EXISTING DOOR THRESHOLD — VERIFY THICKNESS, APPROX. 6” EXISTING

INSULATION REMOVED AND APPROX. 6” NEW BEING INSTALLED.” The new system adds vapor retarder + R-33 ISO + 5/8” cover board + 60-mil TPO, which may raise the finished roof surface above or flush with existing door sills. (a) Confirm the total existing system thickness at each building (approximate is acceptable for bidding). (b) Confirm whether new metal thresholds and/or door sill modifications are required at ALL roof-access doors for Buildings 50, 51, and 62, beyond the two locations shown on Sheet 51.AD101 Keynote 15. (c) Who is responsible for door frame modifications if finished roof height conflicts with existing door sill height?

Answer: a.) The basis of design for the new insulation is nominal - 3 layers of 2" poly iso. The thickness of the existing insulation is not known. The design parameter for insulation is R-33 which, depending on the manufacturer, can vary slightly. b.) sill modifications are required for doors as shown.

A-6 ASBESTOS ABATEMENT SCOPE — ADDITIONAL QUANTITIES (Buildings 50, 51, 62): Spec 02 82 13.21 provides estimated ACM quantities: Bldg 50 — 2,500 SF parapet flashing tar; 100 SF penetration tar; penthouse caulking.

Bldg 51 — 2,750 SF roof flashing; parapet roofing tar (quantities not fully disclosed). Bldg 62 — 2,500 SF roof membrane/tar. These are listed as “informational only” with a ±10% clause. (a) Confirm the complete ACM quantity table for all buildings, including any items not shown in the summary table but referenced in the abatement spec text. (b) Confirm whether the roofing tar present in the BUR field membrane (beyond flashings) has been sampled and classified. (c) Confirm the extent of any asbestos-containing substrate boards or vapor retarder materials below the BUR.

Answer: The BUR fields in Buildings 50,51, and 62 were not tested for ACM and found - none detected. See report for additional information. The report is not intended to be part of contract documents and is only included for reference.

A-7 BUILDING 19 & 20 SITE ACCESS — PRE-BID RE-INSPECTION: During the pre-bid site walk, Buildings 19 and 20 (asphalt shingle/wood frame) were not accessible. These buildings carry the largest wood repair scope in the project (fascia, soffit, sheathing, rafter repair, integral copper gutter, parapet rebuild). Drawing Note D (all demo plans) confirms all quantities are based on minimal as-built information and are subject to field verification. (a) Will a second pre-bid site visit to Buildings 19 and 20 be granted prior to May 14, 2026? If yes, provide scheduling contact and required lead time. (b) If no second visit is granted, confirm that the bid may be based on the A-001 quantities as the contract basis, with a unit price mechanism (per RFI-03, previous submission) governing excess quantities post-award.

Answer: a) No second site visit can be accommodated. b) Offerors are to price according to the available documents.

A-8 POWER AND WATER AVAILABILITY ON-SITE: Drawing Note I (Sheets 19/20.AD101) explicitly states: “POWER IS NOT AVAILABLE AT THIS

BUILDING SITE. ANY ELECTRICAL POWER NEEDED SHALL BE PROVIDED BY

THE CONTRACTOR.” (a) Confirm whether this applies equally to Buildings 50, 51, and 62. (b) If power IS available at Buildings 50/51/62, confirm panel location, available amperage, and whether a permit is required to tap. (c) Confirm whether potable water is available on-site for contractor use (mixing, cleanup). (d) If contractor must provide generator power for all 5 buildings for the full performance period, confirm no VA penalty for generator exhaust/noise within the hospital campus environment.

Answer: (a) Power cannot be used. There is power available to Buildings 50, 51, and 62. However, site electricians recommend not using because the panels are in such bad shape. (b) in such bad shape, it is not safe to test amperage. (c) no potable water available for contractor use. (d) there is not penalty for exhaust/noise. We do ask for notification of working hours in order to notify staff that there will be high noise.

A-9 UNIT PRICES — LUMBER, SHEATHING, FASCIA, SOFFIT & DEMO (All Shingle Buildings): Spec 06 10 00 and Sheet A-001 list approximate repair quantities for Buildings 19 and 20. Because actual wood damage extent is unknown, a unit price mechanism is required before award for quantities exceeding the A-001 estimates. (a) Confirm which party establishes unit prices: VA by addendum (Option A) or Contractor-submitted with bid (Option B). (b) Confirm the correct submission vehicle (Price Breakdown Worksheet, Attachment 4, or separate exhibit). (c) Confirm whether submitted unit prices become binding contract rates for all change orders related to wood repair quantities. [Previously submitted as RFI-03; addendum response required.]

Answer: (a) Option B. (b) Offeror to use Price Breakdown Worksheet (Attachment 4). (c) They are not binding on potential modifications, but justification for higher pricing would be required.

A-

INTERNAL DRAINS — LOCATION AND COUNT CONFIRMATION (Buildings 50, 51, 62, Connector): Demo Plan Note M (Sheets 50/51/62.AD101) states:

“INTERNAL DRAINS NOT ABLE TO BE LOCATED… CONTRACTOR TO

INCLUDE PRICING FOR INSTALLATION OF 6 NEW ROOF DRAINS AT

CONNECTOR.” (a) Confirm the total number of existing internal roof drains at Buildings 50, 51, and 62 (excluding Connector). Are all existing drains to be replaced per Keynote 9? (b) Confirm the 6 new drains at Connector are included in the base bid. (c) Confirm whether core-drilling through the concrete deck for new drain installations is included in the base bid scope or is a separate allowance. (d) Confirm drain sizing requirements — current drawings show J.R. Smith 1010; confirm no upsizing is required based on updated drainage calculations.

Answer: a.) Number of drains to be determined from drawings. b.) Confirmed c.) Only location coring may be needed is the connector. All other drains are existing. Core drilling at the 6 drains at the connector to be included in base bid. D.) Confirmed, no upsizing

SECTION B — GENERAL SITE LOGISTICS & OPERATIONS | All Buildings (Informational — No Addendum Required)

Note: The following questions are operational in nature. Written confirmation (email or addendum) is requested. These items do not independently affect bid pricing but are necessary for scheduling, mobilization planning, and crew safety logistics.

# Question / Request

B-1 STAGING / LAY-DOWN AREA (All Buildings): Confirm the approved contractor staging and lay-down area for materials, equipment, and dumpsters across all 5 buildings. Is Lot Q the designated area? If not, provide the approved location. Confirm no conflicts with emergency vehicle access routes.

Answer: Refer to the drawings

B-2 CAMPUS ROAD WEIGHT LIMITS / CRANE ACCESS: What is the posted weight limit on the main campus access roads? Can a 50-ton or 80-ton hydraulic crane travel on these roads to access Buildings 50, 51, and 62? Is a crane travel plan or road protection (crane mats) required by the VA?

Answer: The weight limit is unknown, and the contractor is to take proper precautions to avoid damage. A Crane Travel Plan or similar coordination with the COR will be required to ensure safety.

B-3 VA INTERFERENCE CLAUSE — STOP-WORK PROTOCOL: Under RFP Section E (Government Interference), who has authority to issue a stop-work directive on the roofing crew? What is the typical resumption lead time after a stop-work? Is there a documented protocol, and will the VA compensate for labor/equipment standby time during hospital-directed work stoppages?

Answer: Only a Contracting Officer has the authority to formally stop work.

However, this section of the SOW is more relevant to scheduling and planning rather than a suspension of work (i.e., stop work order). The contractor must properly coordinate with the COR and facility to plan for normal hospital functions mentioned in section E. of the SOW.

B-4 CAMPUS NOISE / WORK HOUR RESTRICTIONS: Are there any enforced quiet hours on the VA hospital campus (e.g., for patient care)? Do restrictions apply to equipment noise, generator operation, or HVAC fan removal? Are weekend or early-morning work hours prohibited without special approval?

Answer: Due to the remote nature of Bldgs 50, 51, and 62, there should be no issues with noise restrictions. Buildings 19 and 20 are close to a 24/7 facility, so those areas will require coordination and notification of high noise activities. Weekend and Early-Morning work hours require special approval.

B-5 CONTRACTOR PARKING: Is there a designated parking area for contractor vehicles and crew? Is there a fee? What is the approximate walking distance from the parking area to each of the five buildings?

Answer: Primary parking area would be Lot Q. There is not a fee.

B-6 HOTEL ACCOMMODATIONS — RATE VERIFICATION (Tuskegee / Montgomery Area): The contractor’s per diem estimate is based on $85/night per room in the Tuskegee/Montgomery corridor. Please confirm whether the VA is aware of any VA-negotiated hotel rates in the area, and whether on-campus housing (if any) is available to construction crews.

Answer: This is not known.

B-7 ACTIVE FIRE SUPPRESSION / ROOF-LEVEL UTILITIES: Are there any active fire suppression system tie-in points, standpipes, or fire protection appurtenances at roof level on any of the five buildings that must remain operational during construction? Who is the VA’s fire safety point of contact for coordinating temporary impairments?

Answer: No active fire suppression systems at any of the 5 buildings. No buildings will be operational during construction

B-8 BUILDING 19 — BOOM LIFT / EQUIPMENT ACCESS TO EAVE LINE: How close can a boom lift or telescoping forklift approach the eave lines of Building 19? Are there any buried utilities, underground vaults, or soft ground conditions within 20’ of the building perimeter that would restrict heavy equipment approach? Are there below-roof occupied spaces requiring interior protection during roof demolition?

Answer: Contractors to confirm if planning on using heavy equipment. The building is fully unoccupied.

SECTION C — ADDITIONAL SCOPE & DRAWING CLARIFICATIONS | All Buildings (Addendum Response Requested)

C-1 EXISTING ROOF CORE PROFILE — ALL BUR BUILDINGS: Note H on Sheet 50.AD101 references a 2-ply BUR with 6" Poly ISO, but no equivalent disclosure is confirmed for all built-up roof areas. Confirm the existing roof core profile (membrane plies, insulation type and thickness) at all built-up roofs. If core sample data is not available, confirm whether the contractor may assume 6" 2-ply BUR for all BUR demolition pricing purposes.

Answer: No core samples available, contractors to use 2 ply BUR and 6" insulation for demo for Buildings 50, 51, and 62

C-2 MECHANICAL UNIT REMOVAL — INTERIOR CONNECTION SCOPE (All Flat Roofs): The drawings indicate removal of rooftop mechanical units on Buildings 50, 51, and 62. Confirm whether the contractor is responsible for removing all connections to the interior of the building (ductwork, refrigerant lines, electrical disconnects, drain pans, etc.), or whether removal is limited to roof-level equipment only, with interior disconnection by others.

Answer: Mechanical Equipment removal is limited to roof level equipment.

C-3 BUILDING 20 — SLOTTED PARAPET WALL DETAIL: Note 20 on Sheet 20.A- 101 references a slotted parapet wall condition. Confirm whether a slotted parapet wall detail has been provided for the contractor to match the existing profile. If not, provide a detail via addendum. Without a matching profile detail, the contractor cannot accurately price metal counterflashing and parapet cap work at Building 20.

Answer: Refer to Drawings

C-4 BUILDING 51 — R-33 INSULATION CONFIRMATION (Main, East, and Canopy Roofs): Sheet 51.A-101 includes a note (Note 3) indicating R-33 insulation;

however, this note does not appear to be called out on the Main, East, or Canopy roof areas of Building 51. Confirm that R-33 insulation is NOT required at the Main, East, and Canopy roofs of Building 51, and identify which roof area(s), if any, do require R-33.

Answer: All flat roofs in the project, all locations must have R-33 insulation.

C-5 BUILDING 51 — CANOPY ROOF INSULATION TYPE (Note 1/51.A-101): Note 1 on Sheet 51.A-101 references 2" insulation at the canopy roof. Confirm that this insulation is 2" EPS or XPS (expanded/extruded polystyrene), and NOT polyisocyanurate (Poly ISO). If polyisocyanurate is intended, confirm compatibility with the canopy roof substrate and whether a moisture barrier is required between the steel deck and ISO board.

Answer: EPS, XPS insulation types are acceptable insulations for canopy.

Canopy roof substrate is concrete

QUESTION SET 2

SFG RFI-001: Clarification of Roof Slope – Structural Deck vs. Tapered Insulation

Specification References:

• Section 07 22 00 – Roof and Deck Insulation

• Section 07 54 23 – TPO Roofing

• Section 07 31 13 – Asphalt Shingles

• Section 07 01 50.19 – Preparation for Re-Roofing

Drawing References:

• A-001 – Architectural Repair Items and Quantities

• A-501 / Roof Details

• Applicable Roof Plans for Bldgs. 19, 20, 50, 51, and 62

Request for Information

The Contract Documents indicate installation of new roofing systems over existing concrete roof structures, including notes referencing installation of rigid insulation “sloped to roof drains” and details showing tapered insulation at drain locations.

However, the documents do not clearly state whether the existing concrete roof structures are:

1. Structurally sloped to drain, or

2. Structurally flat (or near-flat) requiring full slope to be provided by tapered insulation systems

Additionally, the drawings do not provide:

• Explicit slope callouts (e.g., 1/4":12) for the structural deck, or

• A defined tapered insulation layout or design criteria (e.g., minimum slope, cricket requirements, saddle locations)

Clarification Requested

Please confirm the following:

1. Existing Roof Structure o Are the existing concrete roof decks for Buildings 50, 51, and 62 considered structurally sloped, or nominally flat?

o Answer: Buildings 50 and 62 the existing roof slabs are sloped based on the existing structural drawings. Building 51 the concrete deck is sloped based on existing drawings.

2. Design Responsibility for Drainage o Is the Contractor responsible for providing a complete tapered insulation system to establish positive drainage across all applicable roof areas?

o Answer: A completely tapered system is not required at all flat roofs (Buildings 50,51, and 62) At Building 50 and 62, the roof deck is sloped from the ridge (middle of the roof) to the parapets 12". The span is 33'-0" - the 12" slope exceeds the 1/4" slope requirement. Building 51 the deck is sloped so only tapered would be crickets to direct water to the drains.

3. Minimum Slope Requirements o If tapered insulation is required, confirm the minimum design slope (e.g., 1/4":12) to be used for drainage.

o Answer: Minimum design slope is 1/4":12"

4. Tapered Insulation Design Criteria o Are there specific requirements for:

▪ Crickets and saddles at curbs and penetrations

1. Answer: All crickets and saddles to be 1/4":12" slope minimum

▪ Slope transitions at parapets

1. Answer: Follow all TPO manufacturer's recommendations and standard details.

▪ Maximum insulation thickness limitations

1. Answer: Only requirements for roof insulation is R-33 value.

▪ Drain sump requirements

1. Answer: Follow all roof drain manufacturer's recommendations and standard details

5. Submittal Requirements o Confirm whether a manufacturer-designed tapered insulation shop drawing package is required for review and approval prior to installation.

▪ Answer: Confirmed, manufacturer designed tapered insulation shop drawings required for approval prior to installation

QUESTION SET 3

With regard to the referenced project in the subject (notice ID 36C24726R0085), we would like to inquire as to whether wage rates are available for roofers. The wage determination document attached to the solicitation does not seem to include wage rates for roofing contractors.

Answer – The current wage determination attached to the solicitation does not list a specific wage rate for roofers. This occasionally occurs when wage surveys in a locality do not establish a prevailing rate for certain classifications, such as roofers. When a needed labor classification is not included in the applicable wage determination, the conformance (“additional classification and rate”) process is used.

However, this process can only be formally initiated after contract award. The awarded contractor must submit a request for an additional classification and wage rate (using SF- 1444) to the Contracting Officer before those workers begin work. Offerors are advised to consider this potential requirement in preparing their bids. Any necessary additional classification and wage rate for roofers will be determined after award through the conformance process.

QUESTION SET 4

We would like to perform some core testing and spend additional time assessing the roof conditions. Is it possible to hold a second site visit for this project?

Answer: Unfortunately, another site visit cannot be accommodated.

QUESTION SET 5

1. On building 50, 51 and 62 the ISO rigid insulation is to be 25 psi. It is to be an R 33 with any insulation being over 2.7” be in 2 layer. This would make the insulation 3 layers of 2” which would reach an R level of 11.4 x 3 which is 34.2. Is this correct?

Answer: Verified. Whatever manufacturer of poly iso you are using, use their R values, and the minimum is R33. Anything above that is acceptable. the Crickets need to be applied on top of the 3 layers of 2"

2. We are requesting clarification for the two small TPO roof areas at Buildings 19 and 20 under Solicitation No. 36C24726R0085. Our estimator was unable to locate a clear specification for the insulation and coverboard assembly for those areas.

Would you please provide the required insulation type, thickness, and attachment requirements, along with the required coverboard type, thickness, and attachment requirements for these two roof sections? We would appreciate this clarification so we can ensure our proposal is based on the intended roof assembly.

Answer: The (2) low roofs at the entries of Buildings 19 and 20. All sheathing is specified to be replaced. Install shims as per Keynote 14/20.A-101 to attain slope to perimeter gutters -1/12 slope. Mechanically attach one layer 2" poly iso insulation.

Install 80 psi High Density 1/2" poly iso cover board (basis of design: GAF EnergyGuard HD - or equal) Attachment method: low rise foam. Install 60 mil fleece back TPO membrane Attachment method: low rise foam.
