About this file

This is an Amendment to a Solicitation (Standard Form 30) extending the deadline and providing clarifications for solicitation 36C24726Q0743, an Emergency Room Generator Preventive Maintenance Contract issued by the Department of Veterans Affairs Central Alabama Veterans Health Care System. The amendment extends the receipt of offers deadline to August 4, 2026, at 1:00 PM EDT and provides a site visit point of contact (Andrew Phillips, 843-789-5071) available between July 27 and August 3, 2026.

The amendment includes a Questions and Answers section addressing key technical and contractual requirements. The facility operates three CAT 3512 generators rated at 1500 kW each, which offerors must account for in their load bank testing quotes. Emergency service calls, troubleshooting, parts, and repairs will be billed separately outside of the quarterly preventive maintenance contract pricing. The facility must comply with NFPA 110, NFPA 99, and The Joint Commission requirements, including weekly inspections by engineering staff and monthly dynamic load testing for a minimum of 30 minutes at 30 percent load. The VA clarified that monthly operational load testing at 30 percent is required to meet regulatory standards and therefore the monthly technician onsite support cannot be removed in favor of only annual load bank testing. Annual four-hour load bank tests are required only if monthly load testing at 30 percent load cannot be achieved.

Marcus Watts Contracting Officer

1. Please provide the generator kW sizes for the three (3) CAT 3512 generators. We need this information to accurately quote the load bank testing.

A: 1500 kw per generator

1. Please confirm whether all emergency service calls, troubleshooting, parts, and repairs will be billed separately outside of the quarterly preventive maintenance contract. Since future failures cannot be determined in advance, should offerors exclude the cost of emergency repairs from the firm-fixed-price quarterly maintenance CLINs and provide separate pricing after each deficiency or failure is diagnosed and approved?

A: I can confirm that emergency service calls will be billed separately from quarterly preventative maintenance per the quote provided by the contractor.

1. Recommendation from the Vendor:

We recommend that the VA remove the monthly operational testing support. It may be more cost-effective for the VA to have the contractor perform the annual four-hour DHEC load bank test in accordance with NFPA 110, Rule 8.4.3.2, rather than sending a technician onsite monthly to support the operational run of 30 minutes under a minimum of 30% load every 30 days.

0. Even if the monthly operational requirement is met, NFPA 110 still requires a two-hour load bank test annually, which requires approximately the same amount of setup as the four-hour load bank test. A four-hour load test is also required every three years.

0. Our recommendation is to set up the generators to exercise biweekly for 30 minutes under no load, which would not require a technician to be onsite, and then perform a four-hour load bank test annually.

Our monthly testing is performed in house by our electrical shop. The ability for operational testing support from the contractor could be critical should the need arise.

A: As per NFPA 110 an annual load test is only require if the month load test at 30% load cannot be met. For this facility we meet the 30 percent load bank test for 1 hour every month.

Per VHA Directive 1028: (2) The EPSS (whether EES, emergency or standby power systems), including all related components, such as Automatic Transfer Switches and emergency generators, must be inspected weekly by engineering staff, per NFPA 110. The EPSS, including all related components, is exercised under load at least monthly, for a minimum of 30 minutes, in accordance with the requirements of The Joint Commission, NFPA 99, and NFPA 110. NOTE: The Joint Commission requires that the test be conducted under dynamic load and that the 30 minutes should not begin until the generator has reached operating temperature conditions.

(3) If the monthly EPSS tests cannot exercise the generators at 30 percent load or acceptable stack exhaust temperature, an annual test must be conducted using supplemental load banks.

A: Such test must meet applicable requirements of NFPA 99, NFPA 110, and The Joint Commission.
