About this file

This is Amendment 36C24726Q0537 P0001 to an RFQ for annual fire alarm system and sprinkler electrical inspections at the Montgomery Veterans Affairs Health Care System. The amendment extends the solicitation closing date to June 3, 2026 at 2:00 PM EDT, adds a mandatory site visit scheduled for Wednesday, May 27, 2026 from 10:00 AM to 12:00 PM EST at the Central Alabama Veterans Health Care System (CAVHCS) West Campus Building 1 (Electronic Shop) located at 215 Perry Hill Road, Montgomery, Alabama 36109, and incorporates Attachment A containing responses to vendor questions. The point of contact for the site visit is Zhivorka Yelder at (334) 272-4670 x 34868 or zhivorka.yelder@va.gov.

The Q&A responses clarify critical operational details: only one site visit will be conducted on May 27, 2026 with no alternatives available; device replacements are covered at no additional cost only if VA has required parts on hand and repair time is reasonable, with contractors able to propose optional line items for miscellaneous repairs or submit separate quotes if parts are unavailable; contractor technicians will be escorted for the first one or two inspections then provided keys and company identification for subsequent inspections; and fire sprinkler contractors will not be present during waterflow and tamper switch testing, with the contractor performing only manual verification of point and alarm activation. All amendments must be completed, signed, and returned with the bid, or the offer will be deemed ineligible for evaluation and award.

ATTACHMENT A – Q & A RESPONSES

Q1. Could you please clarify whether May 19 is the final day to complete the site visit itself, or if it is only the deadline to schedule the visit?

A1. A site visit will be held on Wednesday, May 27, 2026 from 10:00 AM – 12:00 PM EST at the following location:

Department of Veterans Affairs Central Alabama (CAVHCS) West Campus Building 1 (Electronic Shop) 215 Perry Hill Rd Montgomery, AL 36109

POC: Zhivorka Yelder, (334) 272-4670 x 34868, zhivorka.yelder@va.gov **Please Note: There will only be one site visit. No other site visits will be scheduled. **

Q2. Can you provide a more detailed description of what is considered “normal wear and tear”? For example, if the contractor performs an inspection and a device such as a smoke detector, waterflow switch, horn/strobe, panel battery, etc. does not work, is the contractor required to replace that device at no additional cost?

A2. A device would be replaced at no additional cost only if the VA already has the required replacement part on hand at the time of inspection and the repair does not require an excessive amount of time to complete. The contractor may also choose to include an optional line item in their quote to cover miscellaneous repairs, including parts and labor. Alternatively, if needed parts are not on hand or the repair falls outside normal maintenance effort, the contractor may submit a separate quote for the repair, including both parts and labor.

Q3. Will the contractor require an escort during inspections, or will a badge and keys be provided for access throughout the location to allow for smooth completion of the inspections?

A3. For the first one or two inspections, the contractor will be escorted to ensure they are able to locate all devices and become familiar with the facility layout. After the initial escorted visits, the contractor’s technicians must wear company identification at all times and will be required to sign out a key for access during inspections.

Q4. Will a fire sprinkler contractor be on site when the waterflow and tamper switch inspection and testing is performed?

A4. At this time, no. Until an arrangement can be made with the VA Fire Department, a fire sprinkler contractor will not be present. The contractor will only perform a manual test to verify the point/alarm activation.
