About this file
This is a Questions and Answers document for Solicitation 36C24726Q0308, a federal contract opportunity for fire alarm and sprinkler system services at CAVHCS (Central Alabama Veterans Health Care System) facilities in Tuskegee and Montgomery. The contract requires semi-annual repair, service, maintenance, and testing of the CAVHCS Fire Alarm system and sprinkler systems. The scope includes work on flow switches, tamper switches, modules/ZAMs, and device communication with FAP/GCC as needed to maintain current systems. When programming issues arise or Johnson Controls/Simplex interface work is required, the contractor must schedule and coordinate with Johnson Controls, the only authorized vendor for Simplex system programming, with the Fire Department/CAVHCS assisting in facilitation. The contract covers 4 kitchen hood systems (2 in Tuskegee and 2 in Montgomery), though kitchen hood repair/service is not part of the bid scope.
Excluded from this contract are fire pump annual services, entire sprinkler system repairs, fire extinguishers, and backflow preventers, which are handled separately. However, if repair/service/maintenance/testing of devices attached to backflows is needed to maintain current systems, that work is required. The contractor will not receive copies of past inspection reports, as the VA will not release them. The bid due date is April 27, 2026, at 9:00 AM EST.

Questions and Answers
Solicitation 36C24726Q0308
The report states there are 3 kitchen hood systems we seen 4 today. There are 4 locations with hood systems. 2 in Tuskegee and 2 in Montgomery.
Is this quote going to include the sprinkler systems the report says we're not to include extinguishers, sprinklers, or fire pumps but the information given during the walk through was conflicting. The quote will include repair/service/maintenance/testing of/on all flow switches, tamper switches, modules/”zams”, and communication of devices with FAP/GCC as needed to maintain our current system, but not the entire sprinkler systems.
Extinguishers, sprinklers system repair/service/maintenance/testing, and fire pump are handled separately.
If we are providing any of the excluded inspections from the original report, could you provide numbers for those systems so we can quote accordingly. Please explain your question further so it can be answered correctly.
When servicing your system, all your systems are simplex, we can perform basic maintenance, but we want to make sure it's not an issue when programming needs to be done, we can tag in Johnson controls as need be as they're the only company with programming rights for simplex systems. This contract is for full repair/service/maintenance/testing of CAVHCS Fire Alarm system. When programming issues or anything that requires Johnson Controls/Simplex interface the Company that has contract will schedule/coordinate with Johnson Controls to have work done as part of the contract. The Fire Department/CAVHCS only assists with facilitating when Johnson Controls are on sight to program/make repairs.
There're 17 backflows in backlog what exactly does this mean? Are they deficient? Or do they just require inspecting as it has not been done in quite some time? All information is much appreciated. Thank you! No, backflow preventers are considered part of the sprinkler system and are inspected/tested separately. However, If repair/service/maintenance/testing of a flow switches, tamper switches, modules/” zam”, and communication of said device with FAP/GCC that is attached with/to a backflow is needed to maintain our current system, that will be required.
Can we have copies of any past inspection reports? The VA will not release past inspection reports.
Are fire pumps and kitchen hoods part of this bid? Fire Pump Annual is not a part of the bid.
Is it semi-annual for both the fire alarm and sprinkler? If not, is it just annual only for the sprinkler? Semi-annual for both.
Bid due date? 4/27/2026 9:00 AM Est.
Bid states there are a total of 3 kitchen hood systems but we were shown 4. Is the correct number 4? 4 kitchen hood systems.
