The system requires approximately 179-192 cameras, 13 mobile cart systems, multiple nurse station systems, and various monitoring hardware, with a 12-month base period and potential option years.

Key details include the solicitation number 36C24726Q0116, with quotes due by 11/19/25 at 12:00 PM EST, submitted electronically to jeremy.calligan@va.gov. The Q&A document reveals multiple clarification requests about device quantities, CLIN structure, invoicing methods, and hardware specifications. Is this a new contract or is there an incumbent performing these services? This is a new requirement.

Given the complexity, completing a full proposal within the next couple of days would be difficult. Please let me know if there’s any flexibility on the timeline. The deadline for submittal of quotes will not be extended.

CLIN Structure and Invoicing The Price/Cost Schedule lists each CLIN as 12.00 months, which reads as a monthly payment structure or leased service rather than a traditional Firm Fixed Price breakout. To ensure we structure pricing correctly:

Could the Government confirm whether it intends for CLINs to be invoiced monthly, or if a one-time FFP structure is preferred for hardware and installation items? These items can be billed as completed and confirmed as received. Whether it must be in phases for completion or at once.

CLIN 0001 currently encompasses both one-time installation activities and substantial equipment procurement. Should CLIN 0001 be separated into one-time FFP supply ( portable cameras, Mobile cameras and Nurse Station monitors by QTY) and installation CLINs, with recurring software/support placed in the option-year CLINs? These items can be billed as completed and confirmed as received. Whether it must be in phases for completion or at once.

As a small business, we seek clarification on whether hardware items (once delivered to and controlled by the Government) may be invoiced upon delivery. Yes

Camera, Controller, and Device Quantities Section D contains several quantity references that appear to differ:

1. “179 cameras for the rooms, 13 mobile cart systems, and one nurse station system per 20 cameras”

1. “137 portable monitors within AVAMC”

1. “3 mobile hardware within AVAMC”

1. Building A and C totals sum to 209 devices

1. TDVV references “42 portable monitors” and “10 mobile hardware,” but also lists four houses (A–D), rooms 1–12, which would total 48 rooms To accrately propose quantities, could the Government please clarify:

The total number of controllers/cameras required for AVAMC and TDVV.

For AVAMC, it’s 137 portable and 3 mobile.

For TDVV, it’s as stands 42 portable and 10 mobile to cover general nursing areas telesitter coverage may be required.

Whether rooms listed in TDVV (A–D houses, Rooms 1–12) are to receive actual cameras or be made camera-ready with cabling and SmartMounts only. Showing mobile and portable for TDVV, camera-ready.

Whether the intended total camera quantity is 179, 192, 198, or 209 units. 192 Whether additional SmartMounts (for rooms without initial cameras) should be included to make those rooms “CareView ready” within the CLIN structure. Can show availability and make optional.

Nurse Station / Remote Viewing Station Requirements Solicitation Section 4(a) states that one nurse station system is required per 20 cameras; however, the total number of controllers is not yet clear. For planning and pricing purposes:

Should monitoring be performed from one centralized Nurse Station or separate Nurse Stations at each installation site? It’s per nurse station.

Salient Characteristics 1.1.3.1 require the vendor to provide workstation hardware (PC, monitors, keyboard, headset). Can the Government confirm whether Nurse Stations will utilize VA-provided workstations, or if the contractor is required to furnish all workstation PCs? PCs is not included but any necessary hardware to make compatible is required.

If the VA intends to supply the workstations, we respectfully request confirmation or removal of Salient Characteristics 1.1.3.1 so that requirements are aligned.

Note: Vendor would prefer to utilize Government-furnished workstations where feasible and vendor to provide the monitoring displays to ensure PC security compliance and increase functionality at the Nurse station.

The 1449 states 36C24726Q0116, but the following pages for the SOW state 3624725Q0961. Can you clarify which is the correct RFQ number and update solicitation documents? The correct RFQ number is 36C24726Q0116

Schedule B reflects a 12 mo. term for a turn-key solution covering the scope of work. Does this reflect the VA's desire to use a subscription model for procurement? Ex. 1 line item / cost per year. Each POP requirement follows the specific 12 month range outlined, each year is a contractual option.

If we proposed a subscription model, what is the expected result when the Period of Performance has ended and option year is not awarded? If the option year is not executed, services can not legally be rendered.

Would the VA like pricing for CAT 6A cabling to each room for portable fixed devices? Need is as listed, for portable if cabling is required the pricing should be included.

Should cabling be required, is POE++ or UPOE available on existing switch's? Yes

Should cabling be included, are more network switches needed, and should they be included in the quote? If so, how many? No

Salient characteristics outline a Lifetime Warranty of Hardware, is this aligned with the duration of period of performance? What expectations are there for continuous warranty terms, should an option year not be awarded consecutively? The option years are awarded per POP and aligns with the contract. A warranty and service maintenance should be available and terms and conditions should be provided.

Would the service line prefer a fixed solution in all rooms integrated with the TV rather than a mix of device types? Rationale would be that it is more cost effective for fixed devices vs. Mobile carts and better workflow for staff / storage. Need is as listed.
