About this file
This is a Question and Answer document issued as Amendment 0003 to RFQ 36C24726Q0104 for ground and lawn maintenance services at a Department of Veterans Affairs VISN 7 facility located in Tucker, Georgia. The amendment extends the deadline for receipt of offers to March 5, 2026 at 4:00 PM EST.
The document addresses clarification on a key scope requirement regarding tree and shrub removal from parking lot islands. In response to prior questions about whether "all" trees and shrubs must be removed, the contracting officer clarifies that removal is only required for trees or shrubbery that are diseased and causing curbs or sidewalks to lift or become displaced. If such damage is not occurring, the islands should remain as-is, with work limited to leveling or knocking down dirt as needed for mulch application. This clarification resolves confusion created by previous RFI responses that appeared contradictory to the original SOW language stipulating removal of "ALL" trees and shrubs.

| In reviewing the RFI response to the SOW requirement for removing “ALL” trees and shrubs in the parking lot island the answer have created more confusion. |
Below is the issue that we are having:
1. Question :Within the SOW, it states that “Remove all the shrubbery and trees from parking lot islands, stumps to be ground down, work required to be done after normal business hours or on the weekends”. There is some confusion within the PWs and the answers to the RFI. In the question #23 it was asked if ‘all trees and shrubs need to be removed from the parking lot islands and the answer was “No, all required services are to be performed within the scope, deliverables, and timelines outlined in the Statement of Work (SOW)”. Then question #24 it was asked if the “big pin oak trees in the parking lot islands need to be removed as well” and the answer was once again the same answer “NO”. These Pin Oaks are within the boundaries of the areas circled on the maps given in amendment 0002 and would be included in the term “ALL” used. Can the government give a more clarifying answer as to what you want in this requirement to include the specific number, type and size of the trees that are to be removed.
Answer: The responses to question 23 and 24 are correct, both are marked as “No.” This applies specifically to any trees or shrubbery that are diseased and causing the curb or sidewalk to lift or become displaced.
If this is not occurring, the islands should remain as they are, with the only action being to level or knock down the dirt as needed in order to apply mulch.
