A.3 STATEMENT OF WORK r1
A.1 TEMPORARY CHILLER RFI’s
Temporary Chiller RFI’s
36C24726Q0040
1. Topic: Electrical conduit entrance to the Grounds Department. The requirements on page 7 of the doc, 36C24726Q0040, for the Grounds Department door are unclear. Further to fully understand the requirements for the Grounds Department door. Please provide a drawing of the work to be performed with estimated hole locations, hole sizes, estimated measurements of the plywood and plywood door, and location of the door.
VA: Contractor is responsible for measurements.
2. Would you prefer panels with stands or post driven fences/gates?
VA: Provide Panels with stands. The fence will not be permanent.
3. Is there a preference of windscreen or gates?
VA: Provide fence fabric.
4. Right now, with the heat of summer, we are looking at the availability of units across the company. The bid at the VA hospital is requesting 2 quantity 500-ton chillers. Is there an option to quote 2 quantity 457-ton chillers for this project? The pump specs are the same between 440t and 500t and the amp draw should be less.
VA: No, provide chillers that meet or exceed the requirements. They do not have to be the exact model specified in Table 1 but equivalent in specification or better.
5. Can the chillers stay on a trailer or do they need to be off loaded?
VA: They can stay on the trailer.
6. Is this rental going to installed during normal business hours or after hours and weekends?
VA: The Chiller can be installed during normal business hours. However, the contractor shall maintain access to the loading docks and parking lot during normal business hours. System startup and commissioning shall occur on the weekend.
7. Cable will not run in conduit due to excessive heat buildup. Can we run it on scaffolding?
VA: Yes.
8. Sidewalk where first chiller will sit will be partially blocked with equipment and fencing. Is this an issue?
VA: Route fencing around chillers while maintaining at least 6'-0" between the fence and the building so pedestrians can walk around the fencing on the remaining sidewalk. The VA understands that the sidewalk will be partially blocked.
9. Can we run all chill water and electrical up on roof of parking garage then down into fence on scaffolding? Picture attached. We would scaffold from chiller up to garage roof then run the roof till it comes into fenced area as marked on pic.
VA: This plan is acceptable as long as the selected contractor provides pumps with the additional head required and those pumps can still connect to the electrical that will be provided. Route piping and wiring on roof to maintain access to all equipment on roof. The piping and wiring must be secured to roof to prevent equipment from falling. Additionally, the roof must be protected and any damage to the roof caused by the piping or wiring would be the responsibility of the contractor.
10. Would it be possible to be able to make another site visit for final measurements once questions are answered.
VA: Yes
11. Will both trees be removed or just one?
VA: Remove as few trees as possible. The trees are owned by the City of Birmingham and removal and replacement must be coordinated with them. Contractor will have to replace both trees. The tree closest to the fire lane sits right next to a lamppost owned by the City of
Birmingham. Removal of the Lamp would need to be coordinated with the city. It is approximately 65’ between that tree and the loading dock curb on the corner of 7th Avenue and
18th Street.
12. Will the trees need to be preserved and replanted?
VA: All landscape will be required to be preserved or a new tree will need to be replanted.
13. What is the minimum height of the replacement tree’s?
14. VA: Contractor to verify height of tree and branches.
15. What type of tree needs to go back?
VA: See the answer to question 11. It appears to be a Ginkgo. Contractor to verify before removal.
16. If the make and model chiller specified in the RFQ is not available at the time of award will the government accept a Similar chiller (like equipment) make and model chiller that meets the specs of the RFQ?
VA: The model chiller specified was the basis of design so the construction project could install permanent chilled water and electrical connections. Other brands of chiller that meet the technical requirements will be acceptable. Contractor will be provided to submit documentation on all equipment be for procurement.
17. Will the government be responsible for any damage to the rental equipment?
VA: If the equipment is damaged by VA employees and REA for this can be provided. If it is done by outside entities the VA will not be held responsible.
18. Can the government please confirm that the proposed rental chiller location is rated for the weight of the two chillers?
VA: The VA cannot confirm that.
19. Is the award contractor responsible for damage to the concrete walkway curb or road?
VA: Yes
20. Is the awarded contractor responsible for permits necessary to block the sidewalk?
VA: Yes
21. Does the government currently have the temporary electrical panels available?
VA: No, electrical connections will be installed before the chiller rental contractor is required to provide a chiller. The electrical panels will be installed by a different construction contractor.
This contract has already been awarded, install is just pending receipt of the materials.
22. Is installing temporary electrical panels a portion of this RFQ? If yes, please provide a scope of work.
VA: No, electrical connections will be installed before the chiller rental contractor is required to provide a chiller. The electrical panels will be installed by a different construction contractor.
This contract has already been awarded, install is just pending receipt of the materials.
23. Does the government currently have the temporary wall connections available?
VA: The temporary connections are currently scheduled for install.
24. Is installing temporary Water connections a portion of this RFQ? If yes, please provide scope of work.
VA: No, chilled water connections will be installed before the chiller rental contractor is required to provide a chiller. They will be installed by a different construction contractor. This contract has already been awarded, install is just pending receipt of the materials.
25. Will the awarded contractor be responsible for providing BMS control of the temporary chillers or will local control at the chillers himself be acceptable?
VA: Contractor will not need to connect to the BMS. Local controls at the chiller is acceptable.
26. Can the government please identify any and all tasks that will be required to be performed after hours?
VA: No, the VA cannot identify all activities that will be after hours. System startup and commissioning shall occur on the weekend. The loading dock on the corner of 7th avenue and
18ths street and the directors parking lot operates Monday thru Friday 7am to 4pm. The trash is picked up out of the fire lane Tuesdays and Fridays any time during the day.
27. Will the government provide lockout tag out?
VA: The VA will LOTO and deenergize equipment, but contractors are responsible for verifying equipment they will be working on is deenergized before proceeding with work.
28. Will the government require monthly maintenance of the rental equipment?
VA: All maintenance required by the chiller shall be provided by the contractor. Additionally, during the course of construction of the 5 cell cooling tower, there will be a need to turn off the electrical serving the Air Cooled Chiller to replace electrical or mechanical in the existing system.
The Chiller rental contractor shall provide at least 4 additional start up services during after hours in case the air cooled chillers need to be shut off during the weekend in support of electrical or mechanical outages.
29. Will the government provide water treatment?
VA: The VA treats and filters the chilled water system that the air cooled chillers will be connected to.
30. Is it allowable for the pumps of the rental chillers to be run 24/7 for freeze protection?
VA: Yes
31. Chiller Rental – Provide rental, delivery/pickup, and installation of chiller, pumps, hoses/fittings, cabling from VA disconnect to chillers.
a. Chiller hose connections – Flange or Victaulic?
VA: Flanged
32. Scaffolding Questions:
i. Is there a minimum inside width clearance for pedestrian access under scaffold?
VA: 6’-0”
33. Fencing Questions:
a. Can the fencing be panelized with chain link on stands, so we do not have to drill anchors into the asphalt/concrete.
34. To ensure performance reliability and cost-effectiveness, we would like to confirm whether a water-cooled chiller tied into an existing cooling tower would be acceptable. Specifically, we request clarification on the following points:
a. Cooling Tower Availability
• Is there an existing cooling tower on site that may be utilized?
• If yes, please provide details such as:
• Design CW temperatures (e.g., 85/95°F)
• Available flow and delta-T
• Available CW pump head/pressure
• Connection points
• Water treatment responsibilities
VA: There will not be an available existing cooling tower. The reason the VA needs additional chillers is because the cooling tower system with extra capacity is being replaced.
b. Required Chiller Performance
• Tonnage (or load profile) and required leaving/entering chilled water setpoints (e.g., 44°F LCHW / 54°F ECHW)
• Glycol requirements (Y/N, %)
• Allowable turndown
• Ambient range and noise limits (dBA at property line or nearest façade)
• Redundancy requirements (N+1?) and whether this unit will serve as backup/emergency, primary, or seasonal duty
VA: See the SOW Table 1 for additional information.
• 44 LWT/54 EWT
• No
• The temporary chillers will work with a York model #YZMA108BV100 P102HAS chiller. This chiller is 1050 tons and will serve as the primary chiller. Selected temporary chillers should have be able to turndown in situations the York is providing the majority of the cooling.
• The VA has no preference. Comply with Birmingham City standards.
• The 2 – 500 ton temporary chillers shall serve as a backup during the winter and provide half the cooling as it gets warmer.
c. Power & Logistics
• Available electrical service (e.g., 480V 3-phase, available amps/breaker)
• Preferred disconnects/cam-locks and BAS interface (BACnet/Modbus)
• Acceptance of trailer-mounted or skid-mounted weather-rated equipment instead of fully containerized units
• Site-specific considerations: placement, access, crane path, wind/seismic requirements, and security
VA: See the SOW Table 1 for additional information.
• 480V/3ph/60hz. Two electrical panels will be installed with a 600A and 700A breaker in each panel (4 breakers total). Each Panel will be connected to a 1,200 amp main breakers in a switchgear. Each 600 or 700 amp breaker will connect to a disconnect that will be located in the room next to the chilled water connections. These breakers and panels will be installed in a separate contract already awarded.
• The electrical shall be connected to the 4 disconnects that will be installed by a separate contract already awarded.
• All units are acceptable. However, the VA accepts no liability for equipment that is not weather rated. The VA will not provide or be responsible for providing weather protection for the chillers.
• For placement, access, and security See the Scope of Work for additional information.
• There are no suggested crane paths.
• There are no specific wind or seismic requirements.
d. Connections & Duration
• Preferred temporary piping (cam-locks/Victaulic sizes) and hose routing
• Planned duration (rental vs. purchase) and required in-service date
• Submittal/approval timelines
VA: See the SOW for additional information.
• The pipe connections will be flanged. Cam Locks will be provided on the electrical disconnects. See the SOW for suggested hose routing.
• 6 months
• Submittals shall be returned to the contractor within 15 business days.
e. If a tower connection is not available, we can propose an air-cooled solution; however, we would recommend a weather-rated trailer or skid design with proper condenser free area rather than fully enclosing the condenser inside a sealed ISO container.
VA: An air cooled chiller was requested, not a water cooled chiller. Please see the SOW for more information.
35. What is the process for being badged / site access?
VA: Contractors that will be on site for more than 30 days will be required to get PIV badges. If there are contractor’s this applies too, then they will get with the COR to go through the PIV badging process. If the contractor’s are coming in infrequently, then they need to get temporary badges from the COR.
36. What is going to power the temporary unit (generator/panel)? If a panel, please provide the panel and breaker type.
VA: See the answer to question 33.
37. Who is responsible for installing the cable supplied by the rental company?
VA: The contractor is responsible for renting and installing the cable.
38. Does the temporary generator have a means of disconnect or will we be required to provide one?
VA: No Temporary generator is needed. Electrical connections for the temporary chiller will be provided. See the answer to question 33.
39. During the walk installing conduit was mentioned a few times, are they wanting the temporary cables supplied with the unit installed in a raceway?
VA: Conduit is not required for electrical. Utilize weather rated, shielded cabling per NEC. The term conduit was used interchangeably with cabling/wiring in the SOW and site visit.
40. Who is supplying the scaffold and would Unistrut hangers be sufficient?
VA: The contractor shall supply scaffolding. Unistrut is not acceptable.
41. If we are required to install conduit does it have to be installed on scaffold, or can we core drill holes to create a path for the EMT conduit?
VA: Conduit is not required. Core drilling is not acceptable. Feeder cables in accordance with
NEC 70 for outdoor use is acceptable.
42. Inspections for scaffolding will be monthly. Is that sufficient?
VA: The intent of requesting scaffolding was to provide a structure capable of holding 4 – 8” chilled water hoses, and all the cable required to connect the chillers. The use of the term scaffold was utilized to signify the type of structure required to hold the temporary connections. This temporary structure will not be utilized for scaffolding purposes. Permanent ladders to this structure will not be allowed, “Do Not Climb” signages shall be posted every 25’ on the structure, and no inspections will be required since it will NOT be utilized as a scaffold.
43. Hose connections will be to a Flanged Valve connection?
44. Could you please provide the distances from the chillers to the tie-in points for both electrical connections and hoses?
VA: According to Google Maps the hosing and cabling run is approximately 225’. However, the contractor is required to measure and verify the required distances.
45. I understand that today was the scheduled walkthrough at 10:00 AM Central Time. However, my contact has just responded asking if a job walk could be conducted prior to quoting. Would this be possible to accommodate/reschedule ?
VA: Yes
46. Can the government please confirm that tree removal is a portion of the scope?
VA: Remove as few as trees as possible. The trees are owned by the City of Birmingham and removal and replacement must be coordinated with them. Assume that you will have to replace both trees. The tree closest to the fire lane sits right next to a lamppost owned by the City of
Birmingham. Removal of the Lamp would need to be coordinated with the city. It is approximately 65’ between that tree and the loading dock curb on the corner of 7th Avenue and
18th Street.
47. Can we visit the site to confirm that the tree can be removed without removing concrete?
VA: The trees are on property owned by the City of Birmingham. The VA cannot prevent you from walking on the sidewalk.
48. Will the tree need to be removed and stored to replant, or can it be cut down?
VA: See the answer to question 45.
49. Can the government remove the tree from the scope of work and re-competed in a separate solicitation?
VA: No
50. Please confirm bids can be emailed and to what email address?
VA: Yes, David.Parente@va.gov
51. If/when the bid due date is reschedule, will the VA please consider not making bids due on a
Monday?
VA: Yes, the VA will consider it.
52. Once awarded, if the VA will not provide an Administrative NTP, will the VA allow up to 90 days between the kickoff meeting and the NTP?
VA: No, the Chillers will be needed sooner than 90 days.
53. Is any scope of work for this project required to be performed outside of regular work hours?
a. If so, what trades or scopes will be required to be performed outside of regular work hours?
b. If so, what will the work hours and days be for scopes required to be performed outside of regular work hours?
VA: The VA cannot determine all tasks that will have to be performed after hours. System startup and commissioning shall occur on the weekend. The loading dock on the corner of 7th avenue and
18ths street and the directors parking lot operates Monday thru Friday 7am to 4pm. The trash is picked up out of the fire lane Tuesdays and Fridays any time during the day.
54. If determined to be necessary, will the VA provide space near the project site for a 20-yard dumpster?
VA: The contractor can contact the City of Birmingham and coordinate a location of the 20 yard dumpster on the street.
55. Will the VA allow contractors to use VA indoor restrooms?
56. If required, can Porta-Johns be placed within a 100’ radius of the job site / work area?
VA: The VA’s preference would be to allow contractors to utilize the indoor toilets.
57. Please confirm if a 6’ tall temporary construction fencing is acceptable. We ask this because the standard VA specification is a minimum of 2.1m (seven feet) tall, which is not an industry standard height and would require a custom fence to be made at that height. Alternatively, an 8’ high fence generally tends to blow over even with sandbags on the bases when fabric is required to be fastened to the fence, since 8’ tall panels with fabric have to potential to cause damage to property and injury to personnel, we strongly recommend using 6’ tall temporary construction fencing.
VA: 6’-0” high fencing shall be allowed as long as it meets all other requirements.
58. Can contractors perform crane lifts during regular hours?
VA: Crane lifts can be performed during normal business hours if coordinated with the VA in advanced. The loading dock on the corner of 7th avenue and 18ths street and the directors parking lot operates Monday thru Friday 7am to 4pm. The trash is picked up out of the fire lane Tuesdays and Fridays any time during the day.
59. Can utility tie-ins be performed during regular hours?
60. Can system commissioning activities be performed during regular hours?
VA: System startup and commissioning shall occur on the weekend.
61. Will the VA be able to provide parking within proximity to the work area?
a. How many parking spaces will be provided?
VA: No. Contractors may drop materials off in the fire lane and then park at another location.
However, the VA provides free parking at the 24th street parking deck owned by the VA. There is a shuttle that runs between the facility and the deck 24/7.
62. Page 11 of the Solicitation indicated that 2 existing trees will be replaced at the end of construction. Is the VA planning for both trees to be removed prior to installation of the chillers?
If so, it appears there are several utilities within 5 feet of these tree roots – how does the VA plan to handle any unforeseen utilities encountered during these tree removals?
a. Will both trees need to be removed, or can only one be removed?
b. Is the VA planning for any other obstructions to be removed such as bollards or structural attach
Coordinate any additional bollard or item removal with the VA or the City of Birmingham. The goal of placing one chiller in the sidewalk is to ensure that at least one lane of traffic remains open on 7th avenue. Coordinate the exact location of the chillers with existing conditions to minimize the impact. 7th Avenue is currently reduced to 1 lane in that block by the temporary kitchen.
63. Are there any restrictions on truck access paths for delivery, placement, and connection of the chillers and pumps?
a. Will contractors need to account for traffic control measures during these activities?
VA: The loading dock on the corner of 7th avenue and 18ths street and the directors parking lot operates Monday thru Friday 7am to 4pm. The trash is picked up out of the fire lane Tuesdays and Fridays any time during the day.
If the contractor blocks the street, then they will have to implement traffic control measures.
Coordinate the block of the street with the City of Birmingham.
64. Are electrical disconnects existing or expected to be newly installed?
VA: See the answer to question 33.
65. Can the temporary units remain on a semi-trailer, or do they need to be set off on the ground?
VA: Yes they can remain on the semi trailer.
66. Will the rental chillers and pumps need to be installed outside of normal business hours?
VA: No. However, System startup and commissioning shall occur on the weekend. Coordination with COR is required.
67. Can the electrical feeders be run in free air on the scaffolding system, properly secured and supported, in lieu of being installed within conduit?
68. If conduit is required, please specify the kind, type, and size.
VA: Conduit or cable trays are not necessary. The term conduit was utilized interchangeably with cabling/wiring in the SOW and the site visit.
69. The planned equipment and fencing layout may partially block the existing sidewalk that runs between the trees adjacent to the work area. Will this be an issue for the VA
a. What does the VA plan for pedestrian access in this area? Should the contractor anticipate providing any traffic control or pedestrian safety measures (such as barricades, detour signs, or temporary walkways), or will the VA handle pedestrian rerouting?
VA: The contractor must maintain at least 6’-0” between the building and the edge of the fencing.
They cannot fully block the sidewalk. No signs are necessary, fencing around the chiller is included in this contract, and the piping and cabling shall be run in a scaffolding type temporary structure above pedestrian’s heads above the sidewalk.
70. Do the chillers need to be connected to the Building Management System?
a. If yes, please provide contact information for the controls contractor who maintains the system.
VA: No, provide local controls.
71. If the trees by the rental chillers can remain, can limbs be removed as needed for room above the chillers?
VA: If the contractor can install the chillers without removing the trees, that would be the VA’s preference. Any modification made to the trees should be coordinated with the City of
Birmingham
72. Is ’Temporary Rental Power Cable” acceptable? There are repeated mentions of conduit and flexible conduit throughout the solicitation. Temporary Rental Cable CAN NOT be installed in conduit or PVC.
a. If conduit is required would “cable tray” be an acceptable alternative?
VA: Yes Temporary Rental Power Cable that is weather rated and shielded per NEC is acceptable. Conduit or cable trays are not necessary. The term conduit was utilized interchangeably with cabling/wiring in the SOW and the site visit.
73. Is the contractor to make final electrical connections to provided breakers?
VA: The contractor shall make the final connection to the Cam Lock Disconnects that will be provided in the Fire Lane.
74. Can a forklift be stored on the sidewalk, fire lane or curb while setting up and tearing down the site?
a. If not, can any areas in the nearby parking deck be utilized?
VA: Yes. If the forklift is temporary (less than a week) then it can be stored on the sidewalk or
Fire lane.
75. Can the chilled water piping and electrical feeders be routed up onto the roof of the adjacent parking garage, then back down into the fenced equipment area, all supported on scaffolding?
Please see attached image below for reference.
76. We will need to close 7th street for delivery of chillers. Do we handle that with the city or will the
VA handle that? If us do you have a good contact to share?
VA: Contact the City of Birmingham to shut down 7th avenue. Temporary Traffic Control Permit
- Greg Ogles, 205-254-2461, gregory.ogles@birminghamal.gov mailto:gregory.ogles@birminghamal.gov
77. During construction of scaffolding it would be best to not have any cars underneath during that time period is that possible? Should only be one day.
VA: Install scaffolding over the director’s parking lot entrance after business hours 7am-5pm
Monday through Friday.
78. Verify any controls VA requires and the current service provider point of contact if needed.
79. Do we need to provide pumps for the system?
80. Please clarify that the panels and breakers will be installed by others. Also, that we will be making the final connections.
VA: See the answer to question 33. The contractor shall make the final connection to the Cam
Lock Disconnects that will be provided in the Fire Lane.
81. Please clarify that the temporary piping connections will be provided by others. Also, that we will be making the final connections.
VA: 4 – 8” flanged chilled water pipes will be provided in the fire lane to connect to. Contractor shall make the final connection to these pipes that will be installed by others in a separate contract that is already awarded.
82. Please clarify the type and size of trees the VA wants to be planted upon completion.
VA: Coordinate with the City of Birmingham. The existing trees appear to be ginkgos.
83. Please clarify that any downtime for maintenance etc… will have to be done after normal working hours at the convenience of hospital operations
VA: Down time for maintenance will have to be coordinated with the facility. The temporary chillers will actively cool the building and any unplanned outages will have negative affects to the patients. Most likely, any planned outage for maintenance purposes will have to be conducted after or before business hours.
84. CLIN ITEM NUMBER 003 RENTAL, INSTALL & MAINTENANCE OF CONTROLS: Do chillers need to be connected to the Building Management System? If yes, contact is needed for the Control Contractor who maintains this system. No other mention of “Controls” in the RFQ.
85. Job Site Diagram mentions removal of 2 trees then notes the chiller can be parked between the bollards and the trees. If trees are to be removed who is responsible for removal? If removed what type and size of trees are required for replacement.
The trees appear to be ginkgo.
86. If trees remain, can limbs be removed as needed for room above chillers?
VA: If the contractor can install the chillers without removing the trees, that would be the VA’s preference. Any modification made to the trees should be coordinated with the City of
Birmingham.
87. If chiller parked between trees and bollards, we assume the 6’-0” required pedestrian walkway is the area between the bollards and the building. If so who is responsible for removal of bike racks, trash cans, and other items to maintain clear access?
VA: The VA will remove the bike racks, trash cans, and traffic cones.
88. Is ’Temporary Rental Power Cable” acceptable? Repeated mention of conduit and flexible conduit throughout the RFQ. Temporary Rental Cable CAN NOT be installed in conduit or PVC.
89. Will the VA Electrician make final electrical connections to provided breakers?
VA: See the answer to question 33. The contractor shall make the final connection to the Cam
Lock Disconnects that will be provided in the Fire Lane.
90. Storage/Parking: A forklift will be required for installation of this project. Can the forklift be stored on the sidewalk, fire lane or curb while setting up and tearing down the site? If required to utilize the parking deck will an area just inside the entrance be cordoned off for utilization.
VA: Yes. If the forklift is temporary (less than a week) then it can be stored on the sidewalk or
Fire lane. The VA will not cordone off an area of the parking deck for the contractor.
91. Can you extend the Proposal due date by 1 week?
